About this file
This Scope of Work document outlines a construction project for Volusia County's Environmental Management Division at the Marine Science Center Bird Hospital in Ponce Inlet, Florida. The project requires the removal of two existing in-ground bird pools and the design, construction, and installation of two new concrete in-ground pools with specified plumbing, drainage, and safety features. The small pool will include one surface skimmer box, two floor drains, two return lines, and one fill line, while the large pool will include two surface skimmer boxes, three floor drains, four return lines, and one fill line. Both pools must be constructed with industry-standard concrete suitable for saltwater and chlorinated water, feature durable concrete coating, incorporate beach-like sloped entrances with shallow bay areas, and be plumbed to share filtration, heating, and cooling systems. A non-mandatory pre-bid meeting is scheduled for March 12, 2026, at 11:00 am at the project site, with questions due by March 26, 2026, at 11:59 pm and bids due April 9, 2026, at 3:00 pm. The design phase must be completed within 30 days and construction within 60 days, for a total project duration of 90 days.
Qualified bidders must hold a valid Florida General Contractor's license and demonstrate experience with at least three similar in-ground saltwater concrete pool projects. The estimated construction cost is $50,000.00, with bids remaining firm for 120 days after opening and a bid bond of not less than 5 percent required. Volusia County offers a local bid preference of three percent for bidders with a permanent location in the specified five-county region for at least six months prior to bid closing, with an additional two percent preference if local subcontractors constitute 51 percent or greater of subcontracted work. Contractors must maintain comprehensive insurance coverage throughout the project, including Workers' Compensation, Commercial General Liability of $1,000,000 per occurrence, Auto Liability of $1,000,000 combined single limits, Installation Floater covering full replacement cost, and Professional Liability of $300,000. The County retains 5 percent of monthly payments as retainage, with liquidated damages assessed at $100.00 per day for delays beyond the completion date. Work must be coordinated to minimize interference with the Marine Science Center's normal operations.

Growth and Resource Management Department Environmental Management Division
Volusia County is seeking bids to remove two existing in-ground bird pools and to design, construct, and install two new concrete, in-ground bird pools at the Marine Science Center Bird Hospital. Project address is 4965 South Peninsula Dr., Ponce Inlet, FL 32127. The project consists of the following elements:
Scope of Project: Removal of one small existing rectangle in-ground bird pool and removal of one large existing rectangular bird pool (see pictures provided by owner for reference).
* The design, construction and installation of one small rectangular in-ground concrete pool with one surface skimmer box and drain, two floor drains, two return lines, one fill line, and all plumbing to and from the current existing filtration pad and the current existing fill lines.
* The design, construction, and installation of one large rectangular in-ground concrete pool with two surface skimmer boxes and drains, three floor drains, four return lines, one fill line, and all plumbing to and from current existing filtration pad and current existing fill lines.
Design and construction to include a pre-bid meeting to discuss pool goals, verification of existing conditions and space, preparation of engineering drawings by contractor, and construction in compliance with specifications.
Specific project elements (Pool drawings, measurements, and space layout with measurements included for reference):
• Small rectangle pool to be constructed of industry-standard concrete for saltwater and chlorinated water. Use of durable concrete coating (i.e. Diamond Brite) to minimize surface wear and maintenance is required, but must be approved by owner. One side of the pool designed with a sloped, beach-like, entrance into the pool with the surface skimmer box being on the opposing side (see owner-supplied reference drawings for details). A small concrete curb to border the pool with holes to accommodate safety fencing provided by contractor. Safety fencing to be removable. Plumbing from the surface skimmer drain and one of the floor drains to be plumbed to the current existing filtration pad, with the second floor drain to be plumbed as a gravity drain to the northeast area of the pools. Plumbing of two return lines from the current existing filtration pad back to the pool, and plumbing of one fill line from the current existing fill line to pool. Dimensions of the pool are approximate.
• Large rectangle pool to be constructed of industry-standard concrete for saltwater and chlorinated water. Use of durable concrete coating to minimize surface wear and maintenance is required, but must be approved by owner. One side of the pool to have a sloped, beach-like, entrance into a short and flat shallow bay area with a gradual slope into the middle and deep part of the pool. The opposing side of the pool also has a sloped, beach-like, entrance into a longer, flat shallow area with a shorter and steeper slope into the middle, deep part of the pool. Middle of pool to a have flat bottom with a surface skimmer box being on either side of the middle of the pool (see owner supplied reference drawings for details). A small concrete curb installed to border the pool. Plumbing from the surface skimmer drains, and two of the floor drains to be plumbed to the current existing filtration pad. The third floor drain to be plumbed as a gravity drain to the northeast area of the pools. Plumbing of four return lines from current existing filtration pad back to the pool and plumbing of one fill line from current existing fill line to pool. Dimensions of the pool are approximate.
• Contractor to plumb in a method that connects the two pools so they can share the same filtration, heating and cooling.
• Provide engineering drawings to MSC staff for approval before start of construction.
Vendor Qualifications:
Vendor to provide examples of previous in-ground saltwater concrete pool projects of similar size, budget, and scope.
Project Timeline and Parameters:
• Design phase to be completed within 30 days
• Construction and installation to be completed within 60 days.
• The contractor will work closely with the MSC project team to ensure that the pools are built and installed in a manner that has minimal interference with the center’s normal operation, including auditory and olfactory conditions.
