About this file

This is a technical drawing document prepared by Volusia County, Florida's Growth and Resource Management Department Environmental Management Division for a bird flight cage pool construction project. The drawings depict the removal of two existing in-ground pools and the construction of two new concrete pools at the Marine Science Center Bird Hospital. The new large pool will feature a 4-foot water level with a 6-inch radius edge curb, a 6-foot shallow bay area, a 2-foot shallow bay area, gradual 15-degree slopes, and steep 60-degree slopes with sand insertions for safety fencing. The new small pool will include a 10-foot water level, 5-foot shallow bay area, 45-degree slopes, and sand insertions for a beach-like entrance. Both pools incorporate curved corners with radius specifications and detailed profile views showing the relationship between water levels, curb heights raised approximately 4 inches above ground level, and slope configurations designed for safe bird access. The drawings reference additional photographs for existing flight cage conditions and current filtration pad locations. According to the related contract opportunity, design completion is required within 30 days, with construction and installation to be completed within 60 days, for a total project duration of 90 days. A non-mandatory pre-bid meeting is scheduled for March 12, 2026, at 11:00 am at the project site, with questions due March 26, 2026, at 11:59 pm and bid submission deadline of April 9, 2026, at 3:00 pm.

Qualified bidders must possess a valid Florida General Contractor's license and demonstrate experience with at least three similar in-ground saltwater concrete pool projects completed for agencies other than Volusia County. The estimated construction cost is $50,000.00, with bids remaining firm for 120 days following bid opening and a bid bond requirement of not less than 5 percent of the bid amount. Volusia County's local bid preference policy provides three percent preference to bidders with a permanent location in specified counties for at least six months prior to bid closing, with an additional two percent preference available if local business subcontractors comprise 51 percent or greater of subcontracted work. Comprehensive insurance requirements include Workers' Compensation with Florida statutory coverage, Commercial General Liability of $1,000,000 per occurrence/$2,000,000 general aggregate, Auto Liability with combined single limits of $1,000,000, Installation Floater with full replacement cost coverage, and Professional Liability of $300,000. All insurers must be rated A- or better by A.M. Best & Company, and Volusia County must be named as an additional insured with primary and non-contributory coverage. Liquidated damages are assessed at $100.00 per day for delays beyond the completion date, with 5 percent retainage on each monthly payment until final payment, and work must be coordinated to minimize interference with facility operations during public hours of Sunday 12:00 pm to 5:00 pm, closed Mondays, and Tuesday through Saturday 10:00 am to 5:00 pm.
