Fire Station #5 Preconstruction Services

Statement of Intent The City of Bay City Department of Public Safety is evaluating the renovation of Fire Station #5, located at 1209 Smith Street. The facility was closed in 2024 due to personnel and facility maintenance issues.

In March 2025, the City Commission directed staff to develop a renovation plan for the fire station to facilitate its reopening.

Built in 1965, the station is no longer effective in supporting department staff for today’s operations. An addition that was constructed to the building in the 1980s has created envelope problems resulting in water infiltration and mold issues. In addition, there are multiple Building systems in need of upgrading to meet the Department’s functional and staffing requirements.

The building is a masonry on slab structure totaling approximately 4,550 square feet. A basic floor plan of the building and photos of the existing facility is provided in Exhibit B.

The Department of Public Safety wishes to hire a consultant to provide preconstruction services to determine the building programming and code needs to achieve a total cost of needed upgrades. The selected vendor will work with the various department staff and city officials to review building needs during the development of a conceptual plan. The team selected for preconstruction services may be asked to continue services into design development and development of construction documents for the project, if the need for design is requested and the City and professional agree to terms for such services
