About this file
This is a Final Report for an asbestos and lead-based paint survey conducted for Park Lee Apartments in Phoenix, Arizona, related to the City of Phoenix's Multi-Family Roofing Replacement Project. The report documents the completion of environmental assessment services (EAS) identifying the presence and condition of asbestos-containing materials and lead-based paint at the multi-family residential property. The survey was performed to support property preservation and renovation planning, with findings necessary to inform safe abatement and disposal procedures prior to any roofing replacement or related construction activities. The assessment establishes baseline environmental conditions and compliance requirements under federal and state regulations governing hazardous materials management in residential properties undergoing rehabilitation or improvement projects.
The final report provides technical findings and documentation required for project planning, contractor qualification, and regulatory compliance. Results of the asbestos and lead-based paint survey are essential for establishing scope requirements, cost estimates, and safety protocols for the multi-family roofing replacement project. This environmental assessment work supports the City of Phoenix's five-year roofing replacement agreement and ensures that all construction activities comply with applicable environmental protection standards and local building codes. The documentation serves as a critical component in the procurement process, enabling qualified contractors to accurately bid on roofing and associated remediation work while protecting public health and safety during the property improvement initiative.

Limited Lead-Based Paint Inspection
Adams and Wendt’s subcontractor Fiberquant Analytical Services performed lead screening at the subject site using x-ray fluorescence (XRF) test methods. The lead testing targeted surfaces and components that are expected to be impacted by the planned renovations, which included exterior fascias, crown molding, shutters, soffits, painted brick walls, trim boards, eaves, exposed rafter tails, decking, drip edge flashings, windowsills, window lintels, posts, painted siding, gutters, beams, and trellises.
A total of 348 XRF test readings were recorded from exterior painted components and surfaces associated with the 34 buildings. “Paint” is defined as surfacing applied wet and air dried. HUD and the EPA currently define LBP as paint or other surface coating which contains lead equal to or greater than 1.0 milligrams per centimeter square (mg/cm2) of surface area; 0.5% by weight; or 5,000 parts per million (ppm). Of the 348 XRF readings the following are positive for LBP (greater than 1.0 mg/cm2).

3.1 Visual Inspection
The “Summary of Materials” in Attachment 1 were identified during Adams and Wendt’s visual inspection and were considered suspect of containing asbestos. The multi-digit HA Sample Log Number indicates the homogeneous area assigned to each suspect ACM.
3.2 Asbestos Bulk Sampling
Adams and Wendt collected a total of 664 asbestos bulk samples from 227 suspect materials across 34 buildings that were identified during the visual inspection. The bulk samples were collected by Adams and Wendt’s accredited Building Inspectors in a randomly distributed manner in general accordance with the EPA/AHERA regulation 40 CFR Part 763.86 Sampling.
Each bulk sample was labeled, the appropriate chain-of-custody documentation was completed, and the samples were submitted to the laboratory. The drawings in Attachment 2 graphically depicts the general location of each asbestos bulk sample collected by Adams and Wendt.
Adams and Wendt’s inspectors did not collect bulk samples from materials or products that were visually identified as wood, glass, or metal.
3.3 Asbestos Bulk Sample Analysis
The samples were delivered to Fiberquant Analytical Services (Fiberquant) in Phoenix, Arizona for microscopic analysis using Polarized Light Microscopy (PLM) coupled with dispersion staining as outlined in the EPA Method 600/R-93/116. Fiberquant is accredited under the National Voluntary Laboratory Accreditation Program (NVLAP) and has been assigned the NVLAP Lab Code 101031-0. Included in Attachment 6 are copies of the PLM laboratory reports.
The percentage quantification of individual sample constituents was determined by visual estimation. Under regulations promulgated by the EPA, asbestos-containing materials are defined as those materials, which contain more than one percent of specified asbestiform minerals. Bulk samples determined to contain more than one percent of specified asbestiform minerals are referred to as "positive".
The amended NESHAP for asbestos (Federal Register, Volume 55, Number 224, dated November 20, 1990) requires that when the asbestos content of a bulk sample is determined by visual estimation and the asbestos content is estimated to be less than 10% by a method other than point counting, the quantitative analysis must be repeated using the point count technique, or the owner/operator of the building may elect to assume the amount to be greater than 1% and treat the material as asbestos-containing.
4.0 LEAD-BASED PAINT INSPECTION PROCEDURES
On March 19, 2026 Adams and Wendt representative Mr. Lorenzo Holyan, and Fiberquant representative Mr. Michael Breu performed the LBP screening activities. Adams and Wendt is an EPA accredited firm, and the lead paint screening was performed under the direct supervision of Adams and Wendt’s EPA accredited Lead Risk Assessor, Mr. Aaron Wendt. Mr.
Wendt and Mr. Breu are both EPA accredited Lead Risk Assessors, and copies of their certifications and the firm’s certification can be found in Attachment 8.
COP – Park Lee Apartments, Go Bond Preservation Project April 22, 2026
4.1 Lead Based Paint
Adams and Wendt’s subcontractor Fiberquant performed lead screening at the subject site using x-ray fluorescence (XRF) test methods. The lead testing targeted surfaces and components that are expected to be impacted by the planned renovations, which included exterior fascias, crown molding, shutters, soffits, painted brick walls, trim boards, eaves, exposed rafter tails, decking, drip edge flashings, windowsills, window lintels, posts, painted siding, gutters, beams, and trellises.
4.2 XRF Inspection
The scope of the XRF inspection included painted surfaces that may be disturbed during renovations to the boiler plant. The LBP testing was conducted using a portable XRF paint analyzer, Viken Detection Corporation model Pb200i, Serial Number 2627 (cobalt 57 source assay date 05/11/2025) and Viken Detection Corporation model Pb200i, serial number 3355 (cobalt 57 source assay date 11/01/2024).
The XRF analyzer automatically subtracts from a spectrum the fluorescence from the substrate of the paint to give an accurate reading of the lead content without collecting samples or stripping paint. This is performed by a computer program stored in the analyzer, which gives an instantaneous readout of the lead content of a site in milligrams per square centimeter (mg/cm2) of surface area. The instrument performance is checked before and after the work (minimum every 4 hours) by reading a 1.0 mg/cm2 sample (3) three times.
According to the EPA Performance Characteristics Sheet (PCS) for the Viken Pb200i, quick mode gives correct threshold-type readings needing no substrate corrections. That is, the instrument counts a sufficient amount of time to determine to 95% confidence whether a given site is greater than 1.0 mg/cm2 (defined as lead-based paint). The closer the site is to 1.0, the longer the counting time. According to the PCS there is no inconclusive range.

6.0 NESHAP ASBESTOS REGULATIONS
The scope and applicability of the National Emission Standard for Hazardous Air Pollutants (NESHAP) asbestos regulation (Title 40 CFR, Part 61 Subpart M) applies in all buildings except single residential buildings having four units or less. The NESHAP requires a thorough inspection before any renovation or demolition activity. Whenever regulated asbestos-containing material (RACM) is about to be disturbed by demolition or renovation the NESHAP requires EPA notification, requires the management of waste through and after disposal, and no visible emissions.
Category I material is defined as asbestos-containing resilient floor covering, asphalt roofing products, packings, and gaskets. Asbestos-containing mastic is also considered a Category I material (EPA determination – April 9, 1991). Category II material is defined as all remaining types of non-friable ACM not included in Category I that, when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure. A non-friable asbestos-cement product such as “transite” is an example of Category II material.
The asbestos NESHAP specifies that Category I materials which are not in poor condition and not friable prior to demolition do not have to be removed, except where demolition will be by intentional burning. However, regulated asbestos-containing materials (RACM) and Category II materials that have a high probability of being crumbled, pulverized, or reduced to powder as part of demolition must be removed before renovation or demolition begins. Advance notice of the abatement and/or demolition must be provided to the Maricopa County Air Quality Department 10 working days before work begins. The 10-day notification for asbestos removal is required when quantities of RACM exceed 260 linear feet and/or 160 square feet.
COP – Park Lee Apartments, Go Bond Preservation Project April 22, 2026
7.0 OSHA ASBESTOS REGULATIONS
The scope and applicability of the OSHA asbestos regulation (29 CFR 1926.1101 Asbestos) applies whenever a worker may be exposed to asbestos. This regulation requires that employers protect employees. The regulation states that the building owner is the basic employer. The OSHA asbestos regulation serves as a specification for contractors, and a notification regulation for building owners. The OSHA regulation 29 CFR 1926.1101 (k) Communication of Hazards requires that the building owner determine the presence, location, and quantity of ACM before construction activities begin. The building owner must notify persons of the presence, location, and quantity of ACM before it is disturbed. Prior to disturbance, the building owner must notify contractors, in-house maintenance personnel, and adjacent contractors on multi-employer worksites and tenants.
Based on the OSHA asbestos standard 29 CFR 1926.1101. Class I Asbestos Work means activities involving the removal of asbestos containing Thermal System Insulation (TSI) and Friable Surfacing Material. This includes but is not necessarily limited to; pipe fitting insulation, pipe run insulation, and fireproofing.
Based on the same OSHA asbestos standard, Class II Asbestos Work means activities involving the removal of ACM which is not TSI or friable surfacing materials. This includes, but is not necessarily limited to, wallboard, floor tile and sheeting, roofing, and siding shingles, construction mastics, duct seam tape, fire doors and drywall compound.
7.1 Materials Containing Less than or Equal to 1% Asbestos
If some of the items associated with the installed material contain some asbestos but none of them contain >1% asbestos, then removal of the material is considered unclassified asbestos work. This means that only certain ones of the standard's work practice and engineering control obligations, and prohibitions pertain. How many of the eligible general work practice and engineering control obligations, and prohibitions are applicable depends on whether the employee levels of exposure to airborne asbestos exceed either of the asbestos PELs. In further explanation:
(1) If the employee's asbestos exposure exceed neither asbestos PEL, then only two of standard's general work practice control procedures and three of the standard's general prohibitions pertain to the sheetrock removal operations; none of the standard's engineering control methods pertain to the sheetrock removal operations. Those general work practice procedures and general prohibitions the employer must observe under such a condition are those presented at:
29 CFR 1926.1101(g)(1)(ii), which requires: wet methods, or wetting agents, to control employee exposures during asbestos handling, …removal, cutting, …and cleanup, except where employers demonstrate that the use of wet methods is infeasible due to for example, the creation of electrical hazards …[and] equipment malfunction…;
29 CFR 1926.1101(g)(1)(iii), which requires: prompt clean-up and disposal of wastes and debris contaminated with asbestos in leak-tight containers…;
COP – Park Lee Apartments, Go Bond Preservation Project April 22, 2026
29 CFR 1926.1101(g)(3)(i), which prohibits: high-speed abrasive disc saws that are not equipped with point of cut ventilator or enclosures with HEPA filtered exhaust air;
29 CFR 1926.1101(g)(3)(ii), which prohibits: compressed air used to remove asbestos, or materials containing asbestos, unless the compressed air is used in conjunction with an enclosed ventilation system designed to capture the dust cloud created by the compressed air: and
29 CFR 1926.1101(g)(3)(iv), which prohibits: employee rotation as a means of reducing employee exposure to asbestos.
(2) If the employees' asbestos exposures exceed either asbestos PEL, then all of the standard's relevant general work practice control procedures, engineering control methods, and prohibitions that are not directed specifically at ACM pertain to the sheetrock removal.
8.0 LEAD PAINT REGULATIONS
From a regulatory standpoint, a building owner is currently not mandated to remove lead-based paint. Should renovation or remodeling activities be planned which may impact or disturb building components coated with LBP or lead containing paint care should be taken to minimize or control the potential hazard from airborne lead-containing dust and debris during such work.
The OSHA Lead in Construction Standard states that "negative" readings (i.e., those below the HUD/EPA definition of what constitutes LBP [1.0 mg/cm2]) do not relieve contractors from performing exposure assessments (personal air monitoring) on their employees per the OSHA Lead Standard and should not be interpreted as lead free. Although a test reading may indicate "negative", airborne lead concentrations still may exceed the OSHA Action Level or the OSHA Permissible Exposure Limit (PEL) depending on the work activity.
If planned renovations are likely to include the demolition or removal of building components coated with LBP, we recommend that workers performing such activities meet the requirements and utilize the engineering controls documented in the OSHA Lead Standards 29 CFR Part
1926.62. Components should be removed intact, without disturbing the surface coating whenever possible.
Any disturbance of lead-painted surfaces should be executed in a manner which minimizes dust and resulting debris and waste products should be contained to prevent the migration of lead contaminants from adjoining areas. Finish materials removed should be tested using Toxicity Characteristic Leaching Procedure (TCLP) methods to determine the characteristics of the waste. TCLP testing is used to determine if a waste must be treated as hazardous or non-hazardous, which will impact disposal requirements.

9.0 QUALIFICATIONS OF THE REPORT
Adams and Wendt have endeavored to observe the existing conditions associated with the subject areas described in this report using generally accepted procedures and that degree of care which is ordinary for others performing similar services. Regardless of the thoroughness of any inspection, there is always a possibility some areas containing asbestos may be inaccessible or are different from those at specific sample locations. Therefore, conditions at every location may not be as anticipated. The findings presented in this report are relevant to the dates of our site work and the scope of services included and should not be relied on to represent conditions at substantially later dates.
