About this file

This is a grant application and workplan document issued by the Minnesota Pollution Control Agency (MPCA) for the Greater Minnesota Waste Reduction, Reuse, Recycling and Composting Grants Program under Fiscal Year 2027. The program funds projects focused on best practices for waste reduction, reuse, recycling, and composting collection systems in Greater Minnesota counties. Applicants must submit completed applications including a Microsoft Word application form, Excel budget spreadsheet, and required certification exhibits by October 13, 2026, at 4:30 p.m. Central Time. The grant period runs from July 1, 2026, through June 30, 2029, with all projects required to be completed by the end date; no extensions beyond June 30, 2029, are available. Applicants must select either Traditional Recycling or Waste Reduction, Reuse, and/or Composting project types and must include comprehensive workplans with mandatory Evaluation and Reporting objectives, anticipated environmental outcomes documentation, and education and outreach components.

Applicants must demonstrate financial sustainability beyond the grant period, address environmental justice considerations, and establish baseline and anticipated environmental outcomes, including contributions toward Minnesota's goal of achieving a 35% recycling rate by 2030 for Greater Minnesota counties as mandated by Minnesota Statute 115A.551. Applicants must provide matching funds with the grant award and submit board resolutions if governed by a board or council. Preference in scoring is given to applicants that have not received funding through this Greater Minnesota Grant Program within the past three years. Required supporting documentation includes capacity responses, certifications of non-suspension/debarment status, felony conviction certifications, and optional letters of support or proof of matching funds. Construction projects must account for prevailing state wages in budget estimates.

Part 2-Project details (Provide clear and complete responses.)

1. Project title:

2. Project goal:

3. Project purpose and work being proposed – please provide a clear, descriptive overview of the work your team plans to do.

4. Expected results and impact of the proposed project – please summarize the expected environmental/climate/community impact and describe how the benefits will continue to accrue after the project has been implemented and the grant project timeline has concluded.

5. How will this project be successfully implemented including planning, staffing, operations, and financing?

6. How will this project be financially and operationally sustained after the grant period has ended?

7. What are the potential challenges to successful implementation of the proposed project? How might these challenges be overcome?

8. How will the results of the proposed project be shared? Who specifically will the project benefit/what is the scale of the project?

9. Environmental justice Will your proposed project directly serve or engage with communities in an environmental justice area? EJ communities are located within Indian Country, or have a nonwhite population of 40% or more, or have at least 35% of households with incomes at or below 200% of the federal poverty level, or where at least 40% of the population over the age of 5 has limited English proficiency.

Please use the following map to determine if your area, or portions of the area you serve, meets these criteria Understanding environmental justice in Minnesota: Yes ☐ No ☐

Please complete the following questions (regardless of whether you answered yes or no above):

a. Describe how your project will serve historically underserved communities including people of color, low-income households, people with limited English proficiency, or other underserved populations, if applicable:

b. Describe how your project will mitigate any negative impacts to the surrounding community or the community that it serves (e.g., concerns with odor or truck traffic):

c. Describe how your organization will incorporate Environmental Justice into sharing the results of the project, including details on the intended audience(s) for this messaging, and how specifically you will connect with this audience.

10. Education and outreach Education and Outreach must be integral components of your project that are thoroughly explained through the following questions.

a. What are your current practices around education and outreach related to Waste Reduction, Reuse, and/or Solid Waste Management?

b. Explain how you plan to educate both your staff and the surrounding community throughout your project, and how you plan to continue these steps beyond the grant term?

c. Describe your planned methods for outreach throughout the project, including who you would like to reach, how you will effectively reach that target audience, and what messages will be shared.

Part 3 - Anticipated environmental outcomes This section is intended for describing improvements to the environment and how the project work will further its goal. Although some scope may not involve any on-the-ground implementation and actual improvement in the early stages of a project, this section should describe the information to be gained that will inform and lead to environmental improvements.

Outcomes are less tangible, such as pollutant reductions that will directly improve the environment, change behaviors or practices, or create new understandings and new relationships that can inform and lead to eventual environmental improvements.

The Select Committee on Recycling and the Environment (SCORE) Report describes Waste Management practices and tonnage data across Minnesota, at the county-level. Source Reduction contributes to reducing Minnesota’s total solid waste generated and recycling contributes to reduced disposal.

The goal for Greater Minnesota Counties is to recycle a minimum of 35% of all Solid Waste Generated by 2030 per Minnesota Statute 115A.551, Subdivision 2a., Counties must report this data on the SCORE survey. Counties can also report their reuse activities.

Describe how the project will directly contribute to a 35% recycling rate, increase Waste Reduction, and/or increase the existence and/or access to organics recycling:

Example table: all headings and descriptions can be modified. Please adjust as needed in order to effectively demonstrate what the environmental impact of your project will be over the course of the grant timeline.

Table 1. Baseline and anticipated environmental outcomes during the project timeline

Description

Estimated Cost Savings as a result of the project
Estimated greenhouse gas reduction as a result of the project

Explain how the outcomes in the table were calculated.

Part 4- Experience and qualifications

1. Describe the applicant’s experience and qualifications related to implementing and completing proposed project including existing waste reduction, reuse, recycling, and/or organics collection/processing, specific groups such as city memberships in Green Step or other solid waste organizations:

2.Will anyone outside your organization be responsible for work performed? ☐ Yes ☐ No
If yes, provide name of organization(s) and contact information, experience, and qualifications related to proposed project. Describe the role of the outside organization(s) in the project:

3. If your organization has received Minnesota Pollution Control Agency grant funding before:

What grant program(s) and year(s): _________________________ Applicants that have not received funding through this Greater MN Grant Program within the past three years will be scored more favorably per the evaluation score sheet.

Part 5 - Workplan Workplan Template:

Outline the key steps (Objectives) to implement the project and the necessary actions (Tasks) to implement each step. There is no minimum or maximum number of objectives a project must have, but the two “must have” objectives for every project are Evaluation and Reporting. Please add/remove Objectives and Tasks to the below template as needed based on your specific project.

For each Objective, identify the timeframe and estimated funds, identify the source of the match if other than the applicant. When developing timeframes, consider expanding the time range to allow for potential delays. If you have a construction project, prevailing state wage will apply so include this in your budget estimates.
