About this file

This is a Federal Required Certification document applicable to the Pasadena Water and Power (PWP), a department of the City of Pasadena, California, for the procurement of Replacement Emissions Analyzers for Gas Turbines. The document establishes mandatory certification requirements regarding federal lobbying restrictions that must be signed and submitted by contractors bidding on this project. The certification applies to all aspects of the contract award process, including contract execution, extension, continuation, renewal, amendment, or modification. No specific project timeline, delivery dates, site visit requirements, or bidder conference details are included in this certification document, as it serves solely as a federal compliance requirement form.

The certification mandates that contractors affirm they have not used and will not use federal appropriated funds to influence government officials or members of Congress in connection with this federal contract, grant, loan, or cooperative agreement. Contractors must disclose any non-federal funds used for lobbying purposes by submitting Standard Form-LLL. The document requires that this certification language be included in all subaward documents at every tier and that all subrecipients certify and disclose accordingly. Contractors who fail to submit the required certification face civil penalties of not less than $10,000 and not more than $100,000 for each failure, with additional liability under 31 U.S.C. Chapter 38 for false claims and statements.
