About this file

This is a Federal Required Certification document pertaining to lobbying compliance for the City of Pasadena's GPS Asset Tracking Solution contract opportunity in California. The certification, based on 44 C.F.R. Part 18 and Section 1352 of Title 31, U.S. Code, requires the contractor's authorized official to certify that no federal appropriated funds have been or will be paid to influence federal officers, members of Congress, or congressional employees in connection with the contract award. The contract opportunity involves providing comprehensive geolocational tracking and telematic hardware and software services for the City's fleet of vehicles and equipment, with a target start date of January 2027 and a five-year contract term. The City has expressed a strong preference for a Software-as-a-Service (SaaS), cloud-based, or hosted solution that includes all hardware, software, data storage, training, and support services.

The certification serves as a material representation of fact and is a prerequisite for contract execution. Contractors must disclose any non-federal funds used for lobbying purposes by submitting Standard Form-LLL and ensure that all subrecipients and subcontractors include equivalent certification language in their award documents. Failure to comply with the certification requirements subjects contractors to civil penalties ranging from $10,000 to $100,000 per violation, and the provisions of 31 U.S.C. Chapter 38 regarding administrative remedies for false claims and statements apply to the certification and any required disclosures.
