About this file
This is a Federal Required Certification document applicable to the City of Pasadena's Safety Division Training consultant contract in California. The certification addresses lobbying compliance requirements under 44 C.F.R. Part 18 and applies to any Federal appropriated funds associated with this contract opportunity. The document requires the contractor's authorized official to certify that no Federal funds have been or will be paid to influence government officials in connection with the awarding of this Federal contract, grant, loan, or cooperative agreement. The certification must be signed, dated, and submitted by the contractor prior to contract award, and the contractor must ensure identical certification language is included in all subaward documents at all tiers, including subcontracts and subgrants.
The certification serves as a material representation of fact and is a prerequisite for entering into the transaction. Contractors must complete and submit Standard Form-LLL if any non-Federal funds have been or will be paid for lobbying purposes. Failure to submit the required certification subjects the contractor to civil penalties ranging from $10,000 to $100,000 per failure. The contractor's certification is subject to the provisions of 31 U.S.C. Chapter 38 regarding administrative remedies for false claims and statements, making submission of accurate and truthful information a binding legal obligation.
