About this file

This is a Federal Required Certification document related to a state and local contract opportunity for Environmental Compliance and Engineering Support Services with the City of Pasadena Water and Power Department in California. The certification, mandated under 44 C.F.R. Part 18 and referencing Appendix A, requires contractors to certify compliance with federal lobbying restrictions. The document establishes that no federal appropriated funds have been or will be paid to influence federal or congressional officials in connection with this contract award. The certification applies to all contract types including Federal contracts, grants, loans, and cooperative agreements, as well as any extensions, continuations, renewals, amendments, or modifications thereof.

The certification requires contractor signature and submission to the non-federal entity as a prerequisite for contract execution. Contractors must ensure this certification language is included in all subaward documents at every tier, including subcontracts and subgrants, with all subrecipients required to certify and disclose accordingly. Any non-federal funds used for lobbying activities must be disclosed on Standard Form-LLL. Contractors face civil penalties ranging from $10,000 to $100,000 for failure to file the required certification, and false statements are subject to the Administrative Remedies for False Claims and Statements under 31 U.S.C. Chapter 38. The contractor's authorized official must sign the document, certifying the truthfulness and accuracy of all statements.
