About this file

This is a Federal Required Certification document pursuant to 44 C.F.R. Part 18, applicable to the City of Pasadena's Managed Detection and Response (MDR) Services procurement [P-67709]. The certification mandates that contractors executing this contract must certify that no federal appropriated funds have been or will be paid to influence federal officers, members of Congress, or other government employees in connection with the contract award. The City of Pasadena is procuring comprehensive cybersecurity services to establish a 24x7x365 tenant-resident MDR service within their Microsoft 365 environment, serving approximately 2,500 users. The vendor must deliver Tier 1 endpoint detection, containment, and remediation services with full operational control of Security Operations Center functions. Proposals are due by 2:00 pm on December 5, 2025, with an initial three-year contract term and two optional one-year extensions. The evaluation criteria include implementation approach (30%), detection and response capabilities (25%), experience and organizational qualifications (20%), cost (20%), and small business status (5%).

Contractors must disclose any non-federal funds used for lobbying purposes via Standard Form-LLL and ensure identical certification language is included in all subaward documents. The project is partially funded by the U.S. Department of Homeland Security through the State and Local Cybersecurity Grant Program. Vendors must maintain Cyber Liability insurance of $5,000,000 per occurrence and demonstrate experience with at least five customer engagements, including a minimum of two public sector clients and two hybrid or cloud-native Microsoft 365 environments. The procurement requires compliance with federal lobbying disclosures, conflict of interest declarations, and various local requirements. Microsoft licensing requirements are not included in this solicitation and will be procured separately through the City's existing Microsoft Enterprise Agreement. Failure to submit the required certification subjects contractors to civil penalties of not less than $10,000 and not more than $100,000 for each failure.
