Conventions Used in This Guide
This document uses figures to illustrate the results of the steps performed. The pages and windows shown in the figures are examples only.
The pages and windows that you see on your computer should resemble the figures, but the data that you enter in the fields may differ from the examples.
This user guides uses the following conventions, explained in Table 1.

Notes
While Notes do not describe critical information, we suggest that you stop and read them. Notes can deepen your understanding of a software feature and can also provide shortcuts that will help improve your productivity.
Warnings
Warnings provide information designed to prevent critical errors from occurring. If you see a warning, stop and read it before continuing.
Stop Messages
Think of Stop messages as severe warnings. If you see a Stop message, do not proceed to the next step until you have read and understood the content of the Stop message. Failure to heed the warning could result in loss of data or application failure.
Introduction
The Reports and Analysis Division (RAD) consists of three branches:
· Compliance
· Authorized
· Party/Non-Party
The RAD Reports application provides tools for management users and analysts to review data and perform various actions based upon the findings.
The RAD Reports application is divided into the following components:
· Management Reports: includes the Monthly Management Summary Report (MMS3), Fiscal Year Summary (FY Summary), RFAI Tracking System, and reports on the tasks completed by the analysts. These reports are accessible only to the RAD management.
· Administrative Termination: provides the ability to review committees for Administrative Termination.
· File Room Management: provides a list of functions for analysts and file room personnel to check in and check out files from the file room.
· Miscellaneous Reports: provides a list of miscellaneous reports to assist RAD in analyzing data related to committees and candidates.
Logging onto RAD Reports
This section explains how to logon onto the RAD Reports application.
1. From the Federal Election Commission logon page, in the Username field, enter your assigned username.
2. In the Password field, enter your assigned password.
3. Click Log In, shown in Figure 1.

4. Click the RAD Reports link.

The RAD Reports Home page includes links to the following:
· Management Reports
· Administrative Termination
· File Room Management
· Miscellaneous Reports
Management Reports
This module contains seven management reports. Access to the reports is restricted to management users or users designated by management. When the operations log is used for reports, only verified documents are referenced.
From the Management Reports page, you can access the following, depending on your user privileges:
· Management Summary Reports: includes the Monthly Management Summary Report (MMS3) and the Fiscal Year Summary Report (FY Summary) reports. The list of reports is only accessible to management.
· Candidate Information Changes: provides a list of candidate status, election year, and district changes made by the analyst and also provides a transaction journal of changes.
· Compliance ShTrack: tracks the MS C, RQ2, RQ5, MS-H and MS F notices sent to the committees and candidates by compliance branch.
· RFAI Response Tracking for Authorized (ABSHTRACK): tracks the responses to RFAI that are mailed out to authorized committees during a specified time period.
· RFAI Response Tracking for Party/Non Party (PNPSHTRACK): tracks the responses to RFAI that are mailed out to party/non party committees during a specified time period.
· Analyst Telephone Calls: tracks the telephone calls received or made by the analyst. The report identifies telephone calls by analyst and branch.
· MS-H Response Tracking: tracks the committees that have not responded to an MS-H with a Form 2 or an MS I notice.

Management Summary Reports
It is important that you use the appropriate application links when accessing the Management Reports module within the RAD Reports application. Using the browser’s Back button will result in truncated and/or inaccurate data results.
The Management Summary Reports module includes the Monthly Management Summary Report (MMS3) and the Fiscal Year Summary Report (FY Summary) reports. The list of reports is only accessible to management.
5. From the Management Reports page, click the Management Summary Reports link.

MMS3 Report
The MMS3 report provides statistics by month for various categories outlined below. The system generates the report for the last four years. This report is generated five days after the end of the month. An e-mail notification is sent when the report is generated.
You can export the Monthly Management Summary Report by clicking the Export to Excel link. The report also has a link that opens the default mail system to facilitate e-mailing the report.
The report’s default month and year are the latest month and year for which the report has been generated. Totals are divided into paper and e-filing. Data for most of the report’s fields are derived from the operations log. The manager/supervisor can click on each category within the Telephone Assist and Meetings section to display details on communications within each branch.
6. From the Management Summary Reports page, click the MMS3 Report link.

7. Review the information.
8. You can also view the Analyst Calls by Branch for the following:
· Authorized
· Party/Non-Party

FY Summary Report
The FY Summary report provides statistics by fiscal year. This report functions similar to an MMS3 report, however it is an indicator of activity over the entire fiscal year. In addition to the monthly totals, this report also has a total column which displays a fiscal year to month total. The report displays totals of all the months starting from October of the current fiscal year.
24. From the Management Summary Reports page, click the FY Summary Report link.

Ad Hoc Summary Report
The Ad Hoc Summary report includes a search capability to enable you to select specific MMS3 reports for viewing using any of the following categories:
· By Month
· By Fiscal Year
· By Calendar Year
· By Election Cycle (2 Year)
The report queries the database for MMS3 reports that were previously created and archived in the system. This report also includes the ability to view reports beyond the current fiscal year.
The By Month and By Fiscal Year reports have active links to view specific information about Authorized, Compliance, and Party/Non-Party information. You can access this information by clicking the links.
For the By Calendar Year and By Election Cycle (2 Year) reports, the links are not active. These reports are totals. The Analyst Telephone Calls report enables you to search for this information.
Detailed instructions for these sections are located in the FY Summary Report section located on page 17.
You can export and e-mail all Ad Hoc Summary Reports by clicking the appropriate link to Export to Excel or E-mail Report.
42. From the Management Summary Reports page, click the Ad Hoc Summary Report link.

43. You can view reports by any of the following:
· By Month

44. Click the By Month radio button and click Search.

50. Select the By Election Cycle (2 Year) radio button and click Search.

Compliance ShTrack The Compliance ShTrack report tracks the MSC, RQ2, RQ5, MSH and MSF notices sent to committees and candidates by the Compliance branch. The date range column is populated with default dates calculated from the System Date. The default start date is by system date -40 and the default end date is the system date -34 days.
51. From the Management Reports page, click the Compliance ShTrack link.

Unless otherwise noted with a Red asterisk, all fields are optional.
52. From the Type of Notice dropdown list, select the notices you want to view.
The Date Range Start and End fields display a default date. You can either accept the default date or manually change the date.
53. In the Date Range Start field, enter the start date, or accept the default date. You can enter a date manually by typing in the field, or you can click the Calendar icon and select a date from the dropdown menu. The date format is MM/DD/YYYY.
54. In the Date Range End field, enter the end date, or accept the default date. You can enter a date manually by typing in the field, or you can click the Calendar icon and select a date from the dropdown menu. The date format is MM/DD/YYYY.
55. Click Search.
The Compliance ShTrack for MS-C, RQ-2, RQ-5, MS-H, MS-F page opens, shown in Figure 26.

56. Review the information.
57. Click the Return to Compliance ShTrack Search link.
The Compliance ShTrack page opens.
LISTNUM \l 1 \s 0 RFAI Response Tracking for Authorized (ABSHTRACK) The RFAI Response Tracking for Authorized (ABSHTRACK) report tracks the responses to RFAI that are mailed out to authorized committees during a specified time period. This is a tracking system for RQ1, RQ2, RQ4, RQ5 and MSH. A list of possible responses is displayed for review. The date range columns are populated with default dates calculated from the system date. The default start date is the system date -45 and the default end date is the system date -39 days.
58. From the Management Reports page, click the RFAI Response Tracking for Authorized (ABSHTRACK) link.

The RFAI report search dates fields are auto-populated with the default dates used by the 1032 application. You have the flexibility to change the date range for generating the report.
61. In the Date Range Start field, enter the start date, or accept the default date. You can enter a date manually by typing in the field, or you can click the Calendar icon and select a date from the dropdown menu. The date format is MM/DD/YYYY.
62. In the Date Range End field, enter the end date, or accept the default date. You can enter a date manually by typing in the field, or you can click the Calendar icon and select a date from the dropdown menu. The date format is MM/DD/YYYY.
63. Click Search.
The RFAI Response Tracking for Authorized Committees page opens, shown in Figure 30.

64. Review the information.

RFAI Response Tracking for Party/Non-Party (PNPSHTRACK) The RFAI Response Tracking for Party/Non-Party (PNPSHTRACK) report tracks the responses to RFAI that are mailed out to party/non party committees during a specified time period. This is a tracking system for RQ1 and RQ2. You have the ability to print a list of responses. The date range columns are populated with default dates calculated from the system date. The default start date is the system date -38 and the default end date is the system date -32.
66. From the Management Reports page, click the RFAI Response Tracking for Party/Non-Party (PNPSHTRACK) link.

Candidate Information Changes The Candidate Information Changes report provides a list of candidate status, election year, and a district changes made by the analyst and also provides a transaction journal of changes. The Candidate Information Changes Search page provides you the ability to search for any records matching the specific search criteria entered. Each search criterion field is treated as an AND in the query.
74. From the Management Reports page, click the Candidate Information Changes link.

You must provide at least one search criterion or an error message will display.
75. In the User Name field, enter the username.
76. In the Candidate ID field, enter the candidate ID.
77. In the Candidate Name field, enter the candidate name.
78. In the Date Range Start field, enter the start date. You can enter a date manually by typing in the field, or you can click the Calendar icon and select a date from the dropdown menu. The date format is MM/DD/YYYY.
79. In the Date Range End field, enter the end date. You can enter a date manually by typing in the field, or you can click the Calendar icon and select a date from the dropdown menu. The date format is MM/DD/YYYY.
80. Click Search.

Administrative Termination
It is important that you use the appropriate application links when accessing the Administrative Termination module within the RAD Reports application. Using the browser’s Back button will result in truncated and/or inaccurate data results.
The Administrative Termination module enables you to review a list of Administrative Termination runs that were created. You can access and edit a previous run, or create a new Administrative Termination Report.
96. From the RAD Reports Home page, click the Administrative Termination link.

There are several options available with the Administrative Termination runs. If you select Reviewed, the committee continues to appear on future runs. If you select Reviewed and Accepted, the committee is processed through the work flow to the next stage, known as Circulated. If you select Reviewed and Future Date of Review, the committee is removed from this run and will only appear once the date of review has past.

Each committee has a Reviewed checkbox to indicate that the committee has been reviewed, as well as an Accepted checkbox to indicate that the committee has been accepted for Administrative Termination. You can also set the status from the detail report.
The Future Date for Review column enables you to enter a future date for review. When you enter a future date for review, the committee is removed from this list and does not appear on the review list until the review date has past. Committees that are not marked Reviewed, or are marked Reviewed but not Accepted are removed from the current run and appear in the next run for future verification.
Committees that have not yet been administratively terminated and have either filed a ‘TER’ report or another report type with an amendment indicator of ‘T’ are displayed on the same list. An MS-K is sent out to certain committees determined by you.
103. Check the Reviewed boxes for each committee that you have reviewed for administrative termination.
104. Click Save.
105. Click the Committee ID to review the Administrative Termination details for the authorized committee, shown in Figure 56.

106. Make the appropriate changes to the form.
107. Click Save.

112. By default the Circulate check boxes are checked once the committee has been reviewed and accepted. Uncheck any of the boxes if you do not want to circulate the committee through the next step in the workflow.
113. If you decide to uncheck the Circulate box, enter a Future Date for Review and then click Save.
114. In the Change Status field, make sure Circulate is displayed and then click Go.

Unauthorized Administrative Termination Report List

The File Room Management page enables you to check files in and out of the system, as well as review file reports, e-mail notifications, and create labels for authorized and unauthorized committees.
The File Room Management module includes the following sections:
· File Room Check Out: enables you to check out a file for review.
· File Room Check In: enables you to check in a file that was previously checked out or a file without a previous check out.
· File Room Check Out Report: enables you to view the list of files checked out and by whom. It also lists the analysts who checked in a file without a previous checkout.
· File Review: enables you to review the File Room status of a committee on an Ad hoc basis, also notifying you of any changes made to a committee name. After a 30 day time limit for check-ins, an e-mail notification is sent to the supervisor and to the person/analyst who has checked out the file. Similarly an e-mail notification is also sent if a check in is received without a previous checkout.
· Label Program: creates labels for authorized and unauthorized committees. You can enter multiple committee IDs by separating them with a comma. The program creates a printable label.

· MC Update: generates a report for committees qualifying for multi-candidate status. You have the ability to search for a committee to see if it qualifies for MC status or just view a list of committees that qualify.
· Undex: creates an index for all the party and non-party committees with the list of analysts responsible for reviewing the reports for the committees assigned to them. It is also used to route telephone calls by the secretary.
· CAND Check: enables you to search the Authorized Committees Linked to a Candidate.
· CODE Check: creates a list of itemized transactions for unauthorized committees. The transactions are receipts and disbursement to other committees.
· Form 1 Analysis: enables you to search and view the Form 1.
· 12 G Tracking of Unauthorized Committees: tracks unauthorized committees that did not file a 12G, including the quarterly filers.
· Committee Address Program: enables you to search for the most recent committee address by entering the committee ID.
