Q&A
1. Q. On page 53 of the solicitation, it states that there is a 35 page limit for all 5 proposal volumes.
What is the breakdown for the page limit of each proposal volume?
A. The 35 page limit is only applicable to the technical proposal (volume II).
2. Q. Are we required to provide resumes for all labor categories stated in the Statement of Work, or only those that are designated as Key Personnel?
A. We only require resumes for Key Personnel who will be filling the designated “Key Personnel” positions.
3. Q. How many resources are currently providing these services from the incumbent?
A. 7.5
4. Q. Is prior experience working at FEC is required? Would FEC consider our proposed candidates without prior experience working at FEC?
A. Proposed candidates must be able to perform the work specified in the PWS; however, prior experience working at the FEC is not a requirement.
5. Q. Is OpenText (formerly known as Livelink) is the Enterprise Content Management (ECM) system currently being used at FEC?
A. Yes
6. Q. In Volume IV (Price), while filling Section B, do we need to put hourly rate in the unit price column? Please clarify.
A. The proposed “unit price” will be the price proposed for that particular service. Since the quantity is 1 in most cases, the “unit price” and “amount” columns will likely contain the same amount. Offerors shall list the hourly rate separately within the price proposal.
7. Q. In Volume IV (Price), RFP says “Offeror shall provide a breakdown depicting each element used to arrive at the proposed price”, please explain in detail what all we need to cover while coming up with our price reasonableness.
A. Offerors’ price breakdown shall consist of all elements used to arrive at the final total for each CLIN, i.e. number of employees, labor categories, number of hours, hourly rate, etc.
8. Q. Can we propose our own mix of staff size what we think is ideal to accomplish the required tasks for FEC?

A. Yes, Offerors shall propose their own mix and staff size. Offerors need to clearly crosswalk the proposed labor mix with the tasks identified in the PWS to ensure that all tasks are adequately staffed for successful performance.
9. Q. What is email size limit for electronic proposal submission?
A. 10MB
10. Q. Does small business responding as a prime meets the small business participation?
A. Yes, a small business responding as a prime meets the small business participation requirement. The Offeror simply needs to provide documentation of its status as a small business, identify any other socio-economic designation, and indicate that the small business participation will be 100%.
11. Q. The structure of this proposal appears to be written around staff positions and the tasks they will perform. On P55, (b) Volume II- Technical Proposal Paragraph (2) The RFP says The Technical proposal shall, at a minimum, be prepared in a form consistent with the Performance Work Statement (PWS).
Does this mean that the FEC would like respondents to list the work they plan to do, by staff position?
A. Please propose your best approach to the RFP. In order to be in compliance with the solicitation, Offerors shall ensure that they have proposed a plan/structure to accomplish all of the tasks identified in the PWS.
12. Q. Page 17 Senior Analyst/ senior db developer/ java programmer/ crystal reports dev, etc, 3.1.5.1 Quals states "...5 years experience in developing similar systems". Can the FEC please describe the in-house systems for which 5 years experience is required? Not the technology, but the applications.
A. Please see FEC.gov and read the requirements for committees and candidates. The systems encompass all processing required for these business requirements.
13. Q. Some of the positions listed contain Desired Experience or Qualifications for those positions while others do not. Can FEC please describe the desired experience and/or qualifications required for all of the skill positions to include: 3.1.3 Mid Level Java Developer; 3.1.7 Senior Crystal Reports developer; 3.1.9 OpenText Enterprise Content Management Administrator.
A. Please read the technologies required for Java under Senior Java Developer; A mid-level would be someone with at least 5 years of experience with those technologies.
Senior Crystal Reports developer – 5 years experience developing reports using Crystal Report v11. Have strong SQL experience writing complex SQL queries and PL/SQL. In addition to improving this group of reports, this developer will handle frequent requests for new or enhanced Crystal Reports and long waiting defects resolution and be the go to person for agency-wide Crystal Report requirements.
OpenText Enterprise Content Management Administrator – 5 years experience in configuring, implementing, managing and administering content warehouse using Open Text Enterprise Content Management v10 and above.

14. Q. 3.1.3 Mid Level Java Developer - states "Senior C# .Net developer knowledge above, plus SERS -searchable Apps Pertaining to Searchable Rulemaking - what type of experience or qualifications does that entail? Can FEC provide a description of SERS?
A. See response to question #13 above. Type Searchable Rule Making System from the Search Window on www.fec.gov, and go to the following URL (http://sers.fec.gov/fosers/) to see the actual system. The latter can be found after completing the initial search.
15. Q. 3.1.13 QA Engineering, section 3.1.13.2 states “DBA Oracle master and also competent in MS SQL" - Please explain the relevance of this requirement in the context of QA Engineering.
A. The referenced requirement has been removed from the QA Engineering section of the PWS and is now listed as a separate requirement as follows: 3.1.14 DBA Oracle/MS-SQL/MySQL Master
3.1.14.1 EXPERIENCE: 20 years experience
This task will begin with a study to locate multiple MS SQL databases scattered across multiple Database servers, and lead to a consolidation plan. Daily responsibilities include configuration and administration, backup and recovery, and disaster recovery. Person is the expert on all application software version compatibility using upgraded OS and SQL Server versions.
16. Q. The RFP does not indicate the type of contract that will be awarded. The FBO Presolicitation announcement dated May 26, 2015, stated “A firm fixed-price contract is anticipated to be awarded to the offeror that provides the best value to the Government.” Please confirm that the RFP will result in the award of a firm fixed-price contract.
A. Yes, the anticipated award type is Firm-Fixed-Price (FFP).
17. Q. CLIN 0001N – Phase-In/Transition Support services indicates a Period of Performance of 3 months (9/18/2015 to 12/18/2015), however, the Quantity for this CLIN indicates “60” and references to Transition-In within the RFP (PWS 7.3.3) indicate a 60 day period. Please confirm the Period of Performance for the Transition-In Phase for pricing CLIN 0001N is 60 days with a Period of Performance of 9/18/2015 to 11/18/2015.
A. The Period of Performance (PoP) for the Phase-In/Transition is 60 days; the PoP dates have been corrected as follows: 9/18/15 to 11/18/15.
18. Q. CLIN 0001N – Phase-In/Transition Support services indicates a Period of Performance of 3 months (9/18/2015 to 12/18/2015). All of the prior CLINS for the Base Year indicate a Period of Performance start date of 9/18/2015. A Transition Plan will specify when full performance of specific tasks by the new contractor will occur. Can we adjust the Period of Performance in the Schedule for the Base Year to reflect our transition-in phase?
A. Offerors may not adjust any dates found in the solicitation. As identified in the answer to question #16 above, the end date of the Phase-In/Transition period has been changed to reflect 11/18/15. The transition plan needs to address the offeror’s plan for staffing and gaining familiarity with the FEC’s unique systems up to the point of full performance.

19. Q. The last paragraph in this section references “FEC’s enterprise architecture”. Please provide and documents and artifacts that describe FEC’s enterprise architecture.
A. As requested 10 documents have been uploaded concerning the enterprise architecture.
20. Q. eReview Project Manager is identified as a “Key Personnel Position”. However, Section 3.1.10.2 states “there is no separate PM role to staff”. Please confirm that this skill does not require a specific and unique key personnel resource but is a skill that is provided through one or more of the other key personnel.
A. The description means that this person is technical doing technical work such as PL/SQL, back-end or front-end or Informatica Programming. This person is key personnel as described in the requirement;
Offerors shall staff the requirement as appropriate.
21. Q. Senior Informatica Programmer is identified as a “Key Personnel Position”. However, Section
3.1.12.2 describes this skill as a significant role and that at least two of the key personnel should have this skill. Please confirm that this skill does not require a specific and unique key personnel resource but is a skill that is provided through one or more of the other key personnel.
A. No, as described, we need one senior person with this skill at all times and this person currently helps two others as they also perform Informatica programming or mapping as needed.
22. Q. The requirement states that “Key positions are indicated in Paragraph 3.1”. However, as noted in earlier questions, this section describes skills that the key personnel should possess but the skills do not appear to map one to one with individual personnel. Please confirm that the Government is not requiring a specific number of key personnel rather the vendor can propose key personnel that meet the 5 skill requirements in Section 3.1 that are designated as “Key Personnel position”.
A. That is correct. The Government is not requiring a specific number of key personnel; however, Offerors shall identify key personnel who are able to perform the functions identified as “Key Personnel” in paragraph 3.1 of the PWS.
23. Q. The section states “the number of pages is limited to 35”. Please confirm that the 35 page limit only applies to Volume II – Technical Proposal and that the four (4) remaining volumes are excluded from the page limit.
A. Correct; The 35 page limit is only applicable to Volume II – Technical Proposal.
24. Q. Please confirm that the Government will permit a smaller font size for graphics and tables as long as they are legible?
A. Correct; The Government will permit a smaller font size for graphics and tables, as long as they are legible.
25. Q. The section states that the page limit does not include “.diagrams, charts or tables”. Considering that these particular items would be embedded within the proposal narrative please explain how the vendor would provide diagrams, charts or tables in a format that would be excluded from the page limit.

A. Offerors may make reference to charts, tables and diagrams where applicable within the 35 pages, then include them at the end of the Technical Proposal volume.
26. Q. The instructions for Volume I, Tab B, reference “.paragraph (b) of section “K” only.” Section K of the RFP (Pages 48-50 of 61) does not include a “paragraph (b)”. Please clarify what is required for Volume I, Tab B.
A. Offerors are to obtain the statement of “paragraph (b)” by going to clause 52.212-3 of their individual Representation and Certifications, as entered in the System for Award Management (SAM) database.
Offerors who have updated their representation and Certifications within the past year may simply complete the blank space in paragraph (b) and return it, along with any changes, as part of their offer.
27. Q. Some of our Government customers will no longer complete Past Performance Questionnaires, but rather utilize only PPIRS to document contractor performance. In order to ensure that we can be evaluated on our project performance for contracts of similar size and scope, will the Government please permit a PPIRS report in lieu of a Past Performance Questionnaire from those customers who only use
PPIRS?
A. Yes, Offerors may certainly submit PPIRS records in lieu of the completed Past Performance questionnaire.
28. Q. The due date for the receipt of Past Performance Questionnaires from the points of contact is 27 July 2015. Since the due date for proposal submission is 22 July 2015, please confirm that the due date for the questionnaires is the same date as the proposal response - 22 July 2015.
A. The due date for receipt of the Past Performance Questionnaires, on page 56, has been corrected to read 22 July 2015.
29. Q. Factor II was specified as “Past Performance”. Factor III is specified as “Price”. Small Business Participation does not reflect an evaluation Factor. Please clarify whether Small Business Participation should be Factor III (Volume IV) and Price is Factor IV (Volume V).
A. Page 56 paragraph III has been corrected to insert “FACTOR III” before the words “SMALL BUSINESS PARTICIPATION”. Similarly, paragraph IV has been corrected by changing the factor number from “III to IV”.
30. Q. Section 3.1.10.2 qualification requirements for the eReview Project Manager are to have “a thorough knowledge of eReview…” Considering that this specific capability would only be met by the incumbent, please confirm that this is not a requirement at the time of proposal submission but rather describes that the resource supporting this role would be required to gain a thorough knowledge of eReview during the transition period and beyond.
A. Knowledge of eReview does exist outside of the FEC and the incumbent (for example, the predecessor contractor to the incumbent, National Information Consortium Technologies, LLC., and any of its employees that worked on the contract). To be successful on the contract, this system must be supported immediately. The learning curve is severe and the exposure is extreme. It is consumed by potentially 10,000 people and we are required by law to publish within a strict deadline.

31. Q. Proposal Format states that “All text shall be single spaced and printed black on white paper.”
Please confirm that the submission is electronic only.
A. Yes, Offerors are to submitted electronic proposals only, conforming to the specified instructions.
32. Q. For electronic proposal submission please identify any email size restrictions (e.g. 25MB).
A. This is the same as question 9; 10MB
33. Q. Factor III - Price (d) requires the offer to complete Section B (Services and Costs). Please confirm that the CLIN structure entitled “Schedule” is also “Section B”
A. Yes, the “Schedule” is “Section B”. Page 3 has been modified to properly identify “Section A” and “Section B”.
34. Q. The majority of CLINS identify the “Estimated hours”. Is the vendor required to provide a price per CLIN based on the hours for each CLIN?
A. Contractors are required to provide a price for every CLIN, except the “INFORMATIONAL CLIN”s.
The Government will not tell Contractors how to price their proposals. The Government has provided the estimated hours, as they will be utilized in making the price fair and reasonableness determination.
35. Q. If the vendor does not have to base CLIN pricing on the “Estimated hours” please clarify how the Government will evaluate Price considering that the hours per CLIN used by vendors when pricing may vary?
A. Please see the answer to question # 33 above.
36. Q. The RFP states “If applicable, please include your GSA Schedule number in this section.” In the industry day, there was a mention of IT Schedule 70, but the solicitation does not specifically state this is to be proposed under our IT Schedule 70. Please clarify that we are to propose under our IT Schedule 70.
A. Offerors are not required to propose prices against their GSA, IT Schedule 70.
37. Q. The solicitation states “ Offerors shall provide a breakdown depicting each element use to arrive at the proposed price” If we are proposing this under our IT Schedule 70 with the rates fixed, please clarify what is to be provided for this requirement.
A. Please see the answer to question #35 above. Offerors shall provide a breakdown of all pricing elements, including any discounts extended to the Government.
38. Q. The solicitation states “The government reserves the right to require the submission of Other Than Certified Cost or Pricing Data as is deemed necessary to arrive at a determination of a fair and reasonable price. “ If we are to propose under our IT Schedule 70 and on a FFP basis, this requirement is not appropriate, please remove.
A. Please see response to question #35 above. This requirement remains valid, as the Government has reserved the right to request any and all documentation it deems necessary to determine price fair and reasonableness, in compliance with FAR 15.402(a).
