Conventions Used in This Guide

This document uses figures to illustrate the results of the steps performed. The pages and windows shown in the figures are examples only.

The pages and windows that you see on your computer should resemble the figures, but the data that you enter in the fields may differ from the examples.

This user guides uses the following conventions, explained in Table 1.

Notes

While Notes do not describe critical information, we suggest that you stop and read them. Notes can deepen your understanding of a software feature and can also provide shortcuts that will help improve your productivity.

Warnings

Warnings provide information designed to prevent critical errors from occurring. If you see a warning, stop and read it before continuing.

Stop Messages

Think of Stop messages as severe warnings. If you see a Stop message, do not proceed to the next step until you have read and understood the content of the Stop message. Failure to heed the warning could result in loss of data or application failure.

Introduction

Purpose of This Guide Administrative Fines is a system that manages all administrative fines processing, including identification of who is in default, level of activity (fine amount), reason to believe, final determination, and fine collection. The Office of Administrative Review (OAR) and Reports Analysis Division (RAD) are the primary users of this system, although the Commission Office and Press may also access the application. This system is dependent on the Disclosure Database, as well as RAD’s Committee Filing Requirements data.

The Administrative Fines application is made up of four modules:

· 31-5 Report and Processing

· 48-Hour Notice Entry

· Challenge Management

· Management and Production Reports The 31-5 Report and Processing module is used primarily by the Compliance Branch of RAD to identify and process violations.

The 48-Hour Notice Entry module is used by Compliance to enter and process 48-Hour Notice violations.

The Challenge Management module includes the steps for OAR to process challenges and payments.

The Management and Production Reports module is a set of reporting tools used by OAR, Compliance, and Processing Staff to monitor the Admin Fines program.

In addition to containing links for each of the four modules described above, the Administrative Fines Home Page includes an AF Case Search link, which facilitates searches for particular records within Admin Fines.

Security Roles and Privileges

The Admin Fines application includes a broad range of functions, but not all functions are available to all users. The particular functions you are able to access are determined by which User Role is associated with your user login. The table below lists all Admin Fines privileges and shows which privileges are associated with which User Roles.

To request a different user role for your account, ask your supervisor to contact the Help Desk.

Logging onto the Admin Fines Application

This section explains how to logon onto the Admin Fines application.

1. From the Federal Election Commission logon page (as shown in Figure 1), enter your assigned username into the Username field, your assigned password into the Password field, and then click Log In.

The Welcome Page opens (as shown in Figure 2).

2. Click the Admin Fines link.

The menu bar remains the same on all Administrative Fines pages, so you can go directly to any page from most other pages in the application.

The Home Page shown in Figure 3 reflects that of a user with full access to all of the application’s features. Depending on your username, your screen may not include all the functions shown here. To request changes to your username privileges, contact the Help Desk.

In most cases, a user has access either to the R-Index or O-Index link, but not both.

31-5 Report

The 31-5 Report lists all the committees that are considered late filers and non filers, and that also match other criteria as defined in the Filing Requirements Logic section. The 31-5 Report is used to process Reason-to-believes (RTBs) and Final Determination, which is accomplished via the dropdown list box.

When a new 31-5 Report is created, a notification e-mail is sent to the Compliance group. Initially, a system number is assigned to each committee in the 31-5 Report; however an AF Number is assigned to each committee once the report reaches a status of RTB Circulation Report Final. (At that point, the system number no longer applies and no longer appears.)

The 31-5 Report and Processing module includes four main functions:

· Add Committee

· RTB Processing

· Final Determination Processing

· Committee Processing (Accessible via Edit Committee)

3. From the Administrative Fines Home Page, click the 31-5 Report List link.

The 31-5 Report List page opens and displays reports for the current calendar year (as shown in Figure 4).

4. Click the Select Calendar Year dropdown, select another calendar year (e.g., 2006), and then click Go.

Click on any column heading to sort the entire list by that column. Click once to sort in ascending order; and again to sort in descending order. Once a list is sorted, the sort order is indicated by a + (plus sign for ascending) or – (minus sign for descending) next to the sort column name.

Navigation links are provided at the top and bottom of this page (and all pages with similar lists). Depending on the current page displayed, the navigation options include direct links to individual page numbers, as well as links for First, Last, Previous and Next pages.

5. Locate the desired Report from the 31-5 Report List, and then click the Report Type link for that report (e.g., 30S, Initialized).

The [Report Name] page opens for the selected report, and it displays the report’s Current Status and Change Status option (as shown in Figure 6).

The Go button only appears next to the Change Status dropdown if the report is ready to be processed.

Processing a 31-5 Report

Except in cases of reports containing no committees (as described in the box below), each 31-5 Report follows a 16 step process, beginning with an “Initialized” status and concluding with a status of “Processed.” A status is changed (or “promoted”) to the next status by clicking the Change Status’ Go button, located in the upper right area of the [Report Name] page (as shown Figure 6 above). Report statuses are:

Statuses 1 and 16: For any 31-5 report in “Initialized” status that contains no committees, the dropdown list box offers a status of “Processed – No Committees.” This permits the user to promote empty reports directly to the “Processed” level without having to promote through the intermediate statuses.

Statuses 9 and 10: Once a report reaches “FD 40 Day Notice Email Sent,” the system holds the report at that status for 40 days, and then automatically promotes the report to “FD Circulation Report.”

Add a Committee to the Report

The Add Committee page enables you to search for and then select a committee to add into a 31-5 Report.

23. From the [Report Name] page, click the Add Committee link (as shown above in Figure 6). The Add Committee Search page opens (as shown in Figure 7).

24. Enter either a Committee ID or Committee Name in the appropriate field, and then click Search. The search results list displays, (as shown in Figure 8).

25. Locate the desired committee and then click its Select link. The [Report Name] page opens and displays the selected committee (as shown in Figure 9).

The contents of the lower part of this page (under the gray bar) vary based on factors such as the given report type and the committee selected. For example, in some cases the Report List dropdown list box may already contain a default selection, or it may not appear at all.

In each case, the instructions provided above the Select button will direct you as to what procedure to follow.

26. Follow the instructions given in the [Report Name] page, and then click Select.

The Add Committee page opens (as shown in Figure 10).

27. Change the contents of the fields as appropriate, and then click Save.

The Add Committee Confirmation page opens and reflects the edited contents of all fields (as shown in Figure 11).

The Add Committee Confirmation page reflects the contents of all fields except the Notes field. Changes to the Notes field are still recorded in the database and will appear the next time the record is viewed.

28. Review the information displayed on the Add Committee Confirmation page and then click the Return to 31-5 Report link. (If there are any errors on the Add Committee Confirmation page, select the committee again from the [Report Name] page and make the desired changes.)

The [Report Name] page displays and the newly added committee appears in the committee list.

LISTNUM \l 1 \s 0 RTB Processing

As noted on page 10, each 31-5 Report is processed through sixteen statuses, beginning with “Initialized” and concluding with “Processed” or “Processed – No Committees.” The six statuses related to RTB Processing are:

· RTB Circulation Report Review

· RTB Circulation Report Final

· RTB Certification Export

· RTB-Yes Global Change

· RTB Letter

· RTB Global Letter Sent Date Change

A 31-5 report’s status is changed (or “promoted”) to the next status by clicking the Go button for the Change Status dropdown list box, located in the upper right area of the [Report Name] page (as shown in Figure 6, page 9 above). Statuses appear in the Change Status dropdown list box in sequence, so that the dropdown list box for a report with a status of RTB Circulation Report Final shows that the next available status is RTB Certification Export (and that status only); the dropdown list box for a report with a status of RTB Certification Export shows that the next available status is RTB-Yes Global Change (and that status only).

Create Batch R-Index This creates the R-Index for all committees found in the 31-5 Report.

RTB Circulation Report Review

This step generates a memo that serves to notify the commissioners of those committees that are being recommended for a Reason To Believe designation. It is created when a user selects the RTB Circulation Report Review option from the dropdown list box on the 31-5 Report. The resulting report is in a printer-friendly version that facilitates reviewing prior to changing its status officially with the Certification Export step.

RTB Circulation Report Final

This step creates the official RTB Circulation Report. The report’s format is identical to the report generated in the previous status except that it includes AF Numbers, which are assigned by the system as part of this step. The AF Number is a sequence number for all of the violations that have been circulated, and is generated by taking the last AF Number assigned and incrementing by one for each record.

RTB Certification Export

The RTB Certification Export is an XLS file that is created when the status of the 31-5 Report is changed to RTB Certification Export. The export contains the AF number, Committee Name, Treasure Name, and a string of six ones (i.e. ‘111111’). The RTB Certification Export option is only accessible once the RTB Circulation Report has been created.

The file is placed in an FTP directory (e.g., \\fecds004\tst\admfine) and an e-mail is generated that is sent to a mailbox (e.g., afc@fec.gov) from fecapp@fec.gov with the subject line being the name of the file. The naming convention for the file is “’RTB’+ report year + election sensitive (‘Y’ or ‘N’) + report type.XLS” (for example, RTB2004YQ2.XLS).

Once this step is completed, the user is not able to reset the report to a previous status in the workflow.

RTB Yes Global Change

After the Certification Export has been created, you may change all recommended RTBs on a 31-5 Report as a group to RTB-Yes. (RTB-Yes is a status that signifies the RTB has been voted on and the commission has certified the RTB.) To change all the committees to RTB-Yes, select the RTB-Yes Global Change option from the dropdown list box on the 31-5 Report. This changes all committees in this report to have an RTB Action of Yes, and also inserts an RTB Action Date (provided by the user). You may modify any individual committees to have an RTB Action of No, as needed.

In addition to changing each of the records in the 31-5 Report, the status of the Report is updated so the RTB Letter can be sent. Where appropriate, enter a date in the RTB Yes Global field; this date is not pre-filled and can be modified.

RTB Letter When a 31-5 Report is promoted to the RTB Letter status, the system automatically exports the report’s information to a series of MS Excel spreadsheets. These can then be downloaded to the local workstation and used as the basis for creating MS Word mail-merged documents. One Excel spreadsheet is created for each of the following categories: Non Filers, HS Non Filers, HS Late Filers, NP Late Filers, and Late Filers.

RTB Global Letter Sent Date Change

The system enables you to change the RTB Letter Sent Date field on a global basis for all committees in a report.

Final Determination Processing

As noted on page 10, each 31-5 Report is processed through sixteen statuses, beginning with “Initialized” and concluding with “Processed” or “Processed – No Committees.” The six statuses related to Final Determination Processing are:

· Final Determination 40 Day Notice Email Sent

· Final Determination Circulation Report

· Final Determination Certification Export

· Final Determination Global Date Change

· Final Determination Letter

· Final Determination Global Sent Date Change

A 31-5 report’s status is changed (or “promoted”) to the next status by clicking the Go button for the Change Status dropdown list box, located in the upper right area of the [Report Name] page (as shown in Figure 6, page 9 above). Statuses appear in the Change Status dropdown list box in sequence, so that the dropdown list box for a report with a status of Final Determination Circulation Report shows that the next available status is Final Determination Certification Export (and that status only); the dropdown list box for a report with a status of Final Determination Certification Export shows that the next available status is Final Determination Global Date Change (and that status only).

Final Determination 40 Day Notice Email Sent An e-mail is sent to the Compliance Branch within RAD to notify them that 40 days has passed since the RTB date for a particular filing. Once this e-mail is sent, the 31-5 Status must be updated

Generate R Index

This generates the R-Index for all committees found in the 31-5 Report that are eligible for Final Determination.

Final Determination Circulation Report

The Final Determination Circulation Report contains two reports that are attached to the Circulation Memo. These serve to notify the Commissioners of the list of committees that are being recommended for Final Determination. Each of the two reports is further divided into two categories: Paid and Not Paid. The reports are created when you select the FD Circulation Report option from the dropdown list box on the 31-5 Report. In addition to creating the Circulation Report, the system sets the status of the 31-5 Report to “FD Circulation Report,” to reflect that this step has taken place.

Final Determination Certification Export

The Final Determination Certification Export is an XLS file that is created when the status of the 31-5 Report is changed to FD Certification Export. The export contains the AF number, Committee Name, Treasurer Name, and a string of six ones (i.e. ‘111111’). The FD Certification Export option is only accessible once the FD Circulation Report has been created.

The file is placed in an FTP directory (e.g., \\ntsrv1\admfine) and an e-mail is generated that is sent to a mailbox (e.g., afc@fec.gov) from fecapp@fec.gov with the subject line being the name of the file. The naming convention for the file is FD year Election Sensitive (Y or N) and report XLS, no spaces (for example, FD2004YQ2.XLS).

This file is used as input for an external system (currently the Lotus Notes certification voting system).

Final Determination Global Date Change

After the FD Certification Export has been created, you have the option to update all Final Determination Dates for a report at one time (i.e., globally). To change all the committees, select the FD Date Global Change option from the dropdown list box, and then enter the FD date when prompted. Once this is done, you have access to the Update Committee page to modify any committees that were voted No for Final Determination. In addition to changing each of the records in the report, the status of the report is updated to enable the letters to be sent.

Final Determination Letter When a report is promoted to Final Determination Letter, the system automatically exports the report’s information to a series of MS Excel spreadsheets. These can then be downloaded to your local workstation and used as the basis for creating MS Word mail-merged documents. One Excel spreadsheet is created for each of the following categories: FD Paid (Late), FD Paid (Non Filer), FD Not Paid (Non Filer), FD Not Paid (Late), and FD Zero.

Final Determination Global Sent Date Change

The system enables you to change the FD Letter Sent Date field on a global basis for all committees in a report. This is the final stage in processing violations. The 31-5 Report status is changed to Processed; once a report completes this stage, the system automatically promotes it to Processed.

Processed

Once a report reaches a status of Processed, you may continue to view the report (and edit individual committees within it, for users with this privilege), but you may not promote or demote the report itself.

Edit Committee

The Committee Processing section is used to validate that the committee identified by the system has either filed late or has not filed the specific report. This section includes updating the violation records, as well as viewing the R-Index, O-Index, and the Committee History Report. You access to these functions from the Edit Committee page.

The Edit Committee page is used by Compliance, OAR, and Processing Staff to edit the information indicated in each section (for example, NAMES ). This page also acts as an entry point to research the committee, with links at the top of the page for R-Index or O-Index, and Committee History Report. Note that R-Index and O-Index have view privileges associated with them (meaning that only certain users have access to these links).

29. From the 31-5 Report page, click the desired Committee ID link. The Edit Committee page opens (as shown in Figure 12).

30. Modify fields in various sections as needed. If changing criteria relating to calculations, click Recalculate Fine.

Depending on particular privileges assigned to your user account, you may not have access to edit all fields in all sections.

When entering or changing fine calculation criteria, you must click the Recalculate button if you wish the fine amount to change based on the new criteria.

If you save and then exit the page without clicking Recalculate, edited field contents are saved, but fine amounts do not change.

31. Click Save.

Each section on the Edit Committee page includes a Save button. Clicking any Save button in any section saves changes in all sections and displays the Edit Committee Confirmation page.

32. Click the Return to Edit Committee link.

The Edit Committee page opens again and reflects the saved changes.

33. Click the Return to 31-5 Report link.

The [Report Name] page opens again.

34. Click the Return to 31-5 Report List link.

The 31-5 Report List page opens (as shown in Figure 5).

35. From the 31-5 Report List, select a report with a status of Initialized, Create Batch R-Index, or RTB Circulation Report Review.

For reports with a status of RTB Circulation Report Final (or later), the system no longer permits you to add or remove a committee from the report.

36. Click the select box for one or more committees to be removed, and then click the Remove Selected Committees link.

The Remove Committees Confirmation page opens (as shown in Figure 15).

37. Click the Remove Committees link.

The [Report Name] page opens and the selected committee(s) no longer appears.

38. Click the Return to 31-5 Report List link.

LISTNUM \l 1 \s 0 48 Hour Notice Management

The 48 Hour Notice Management page lists the outstanding 48 Hour Notice violations. You may edit records, remove certain records (depending on the status of the 48 Hour Notice) and, using the dropdown list box, process the violation through RTB and Final Determination.

Edit and Remove Records

39. From the Admin Fines Home Page, click the 48-Hour Notice Entry link. The 48 Hour Notice Management page opens (as shown in Figure 17).

40. Click the Edit link for one of the listed 48 hour notices.

The Edit Committee page opens (as shown in Figure 18).

41. Modify fields in various sections as needed.

Depending on particular privileges assigned to your user account, you may not have access to edit all fields in all sections.

When entering or changing fine calculation criteria, you must click the Recalculate button in order for the fine amount to reflect the new criteria.

42. Click Save.

Each section on the Edit Committee page includes a Save button. Clicking any Save button in any section saves changes in all sections, and then displays the Edit Violation Confirmation Page.

43. Click the Return to Edit Committee link. The Edit Committee page opens again and reflects the saved changes (as shown in Figure 18).

44. Click the Return to 48 Hour Notice Entry Results link. The 48 Hour Notice Management page opens again (as shown in Figure 17).

45. Click the Remove link for the committee to be removed.

If desired, click the RTB Circulation Report Review for 48H link to download the report in Excel spreadsheet format. If prompted, choose either to open or save the downloaded file.

51. Click the Return to 48-Hour Notice Entry link.

The 48 Hour Notice Management page opens and the selected 48 Hour Notice dropdown shows RTB Circulation Report Final (as shown in Figure 24).

Once a report reaches “RTB Letter,” the system waits 40 days and then automatically sets the notice to “40 Day Notice Email Sent.” Before the forty day period passes, the system prevents you from promoting the notice manually.

52. Once the system automatically promotes the notice to a status of RTB Letter (following the 40 Day waiting period), you may promote the notice through the following statuses: FD 40 Day Notice Email Sent; FD Circulation Report; FD Letter; and Processed.

Challenge Queue

Challenge Queue includes a set of steps used by the OAR that enable users to manage the processing of challenges made. Challenge Queue includes the following:

· AF Case Search

· Challenge Queue

· Edit Committee

53. From the Admin Fines Home Page, click Challenge Queue link.

The Challenge Queue page opens (as shown in Figure 25).

54. Click the Edit link for one of challenged cases. The Edit Committee page opens, shown in Figure 26.

55. Edit the information as needed.

Click Save. A confirmation page displays enabling you to accept your modifications.

You can click any of the Save buttons within any of the sections on the Edit Committee page.

56. Click the Return to Challenge Queue link. The Challenge Queue Page opens.

AF Case Search

AF Case Search searches the Admin Fines database for any matching records. Each field you complete on this page further refines the potential results. For example, if you enter “Congress” in the Committee Name field and “Jones” in the Treasurer Name field, the resulting list would only include committees that meet both those criteria.

57. From the Admin Fines Home Page, click the AF Case Search link.

58. Enter search criteria appropriate to your search, and then click Search.

The AF Case Search Results page displays (as shown in Figure 28).

The more criteria entered, the more refined the search results will be. Too many search criteria, however, may eliminate all matches.

Use the Export to Excel link to export the entire results list to .xls format.

59. Click the Edit link for the desired committee to display and edit the Edit Committee page as usual.

Management and Production Reports

There are several reports available from the Management and Production Reports module.

Depending on your login account’s privilege set, you may not have access to all reports. Contact your supervisor to request access to additional reports.

Page Reports

The four “pages” associated with page reports display as a single report divided into four sections. Scroll down the page to view Pages 1 through 4. Use the Export to Excel link to export the report to Excel, where each page appears as a separate worksheet within a single Excel spreadsheet.

OAR Production Log/Report

OAR Production Log is generated based on the From Date and To Date you enter.

Once generated, the log contents can be viewed in Excel format by clicking either the OAR Production Log link or the OAR Production Report link (as shown in Figure 32).

Status of Payments Report To view a Status of Payments report, first search for the appropriate record using a Report Type/Report Year search method or a Committee ID/Committee Name search method.

The results of the search page (as shown in Figure 34) contain Select links to the report filings or committees that match the criteria entered. Each record also includes links to the payment reports for that report filing or committee. (Results to not include any challenged cases.)

Transaction Logs

A Transaction Log report displays all transactions for a give period of time. To generate the log, complete the Date From and Date To fields, and then click Submit.

Treasury Referrals

This report displays all of the items that have been referred to Treasury over a given period of time. To generate the referral list, complete the Date From and Date To fields, and then click Submit.

Enforcement Profiles

The Enforcement Profiles report is divided into two parts: the Summary Data and the Raw Data. Summary Data displays in separate sections on Enforcement Profile Fiscal Year Summary Reports page. Each section includes its own View Raw Data link, which enables you to export the profile in Excel format and to view the raw data for that fiscal year.
