Question and Answer No. 1

1. Reference Pg. 16, Section IV, S: The Family Assistance Fund description is basic in terms of implementation. Is that purposeful, meaning that we propose what we are planning to do? Do you anticipate there is funding for each family?

Yes, funding cannot be given directly to families, but the services they need can be paid for. Each organization decides if they want to cap funding per family, per incidence, etc. It is up to the organization to decide how to distribute funds to support families.

2. Reference Pg. 11, Section IV, H: Under mental health services, it often states that a licensed clinician needs to provide this service. VDSS had allowed an LCSW trainee in the past who was under supervision.

Does that still hold?

Yes, provided they are supervised by a licensed clinical social worker.

3. Reference Pg. 18, Section VI, B: I didn't see anything about job descriptions and resumes as an attachment.

Are they required?

Yes, this falls under the Specific Proposal Instructions, Section VI.B.3 beginning on page 18.

4. Reference, in General, Questions and Answers: Are offerors submitting a six month budget for the remaining of that year or a 12 month budget?

12-month budget. This contract’s initial term will not align with the Virginia fiscal year as it has on previous contracts.

5. Reference, in General, Questions and Answers: Can you clarify the primary outcomes VDSS is prioritizing (e.g., placement stability, prevention of re-entry, family functioning, youth independence)?

Some priorities include but not necessarily limited to are stability, prevention of re-entry, and providing services to meet people where they are geographically, whether in the home or with local service providers.

6. Reference Pg. 13, Section IV, L: Are offerors expected to deliver standardized interventions, or is there flexibility to implement a custom model?

We require the case management model called Success Coach from North Carolina. This is an evidence-based model, to be rolled out within first year of contract. One Primary Contractor will implement the program within the Commonwealth and service as a Success Coach Primary Contractor (SCPC).

7. Reference Pg. 13, Section IV, L: Are there required assessment tools (NCFAS, CANS, etc.), or can providers propose equivalent tools?

FAM-25-039 Regional Post Permanency Consortia Services Addendum #1

Yes, for the Success Coach model there are specific assessment tools. These are listed within Attachment Q to the RFP.

8. Reference Pg. 13, Section IV, L: Will current post-adoption families be able to continue their current, non- Success Coach services, or will they be asked to start Success Coach in order to continue to access comprehensive case management services?

We are phasing in the Success Coach model during the first year. We are requiring that all clients using comprehensive services, use the Success Coach intervention.

9. Reference, in General, Questions and Answers: On page 9, item C, the RFP states, “The Primary Contractor shall sub-contract with at least two (2) post-permanency service providers in their proposed region.” How would you define "in their proposed region"?

The subcontractor needs to provide services within the geographical regions as defined in Attachment K:

VDSS Regional Map.

10. Reference Pg. 13, Section IV, L: Is Success Coach an additional intervention or the sole intervention this contract relies on for case management services? Can the model be adapted, and in what ways?

This is the only model for comprehensive case management to be utilized. For the ways to adapt, that is up to Vendor to decide how to apply it. If a Vendor has specific needs that do not align with the Success Coach model, a Vendor may explain why in their proposal submission.

11. Reference, in General, Questions and Answers: What is the budget cap for this grant?

The budget for this RFP is not currently being shared. Historically for the current contracts, they ranged from $500,000.00 to $1,100,000.00 annually.

12. Reference Pg. 13, Section IV, L: If an organization needed to reallocate the funds in the event that they are not selected as the SCPC, could that make the allocation change for services provided to families?

Yes, funds can be shifted to other categories.

13. Reference, in General, Questions and Answers: Does staff need to live in the region they are providing services to?

The Contractor needs to provide the services within the geographical regions as defined in Attachment K:

VDSS Regional Map. A Vendor may consider if they want to include travel with their Budget in Attachment B.

14. Reference Pg. 13, Section IV, L: Is there any current replication data for the model at scale? Because it was initially developed within that single locality in Catawba County NC?

Yes. VDSS is constantly assessing and evaluating the Success Coach model and looking to replicate it in Virginia with this Contract. The Prime Contractor will work with North Carolina to share results of data with Virginia.

15. Reference, in General, Questions and Answers: Is there a particular person to address the letters of support to, or is “To whom it may concern” or Virginia Department of Social Services appropriate?

No, there is not a preference by VDSS.

16. Reference Pg. 13, Section IV, L: On page 13, middle paragraph, it states that the SCPC “will be selected to directly purchase statewide replication of the Success Coach model from Catawba County Social Services”. Since Vendors would be purchasing the model, if a Vendor were to become the SCPC, could the Vendor replicate and utilize the model in other programs within our own agency? Or does North Carolina – Catawba own the model and its copyright?

Yes, the Offeror is able to utilize the model in their own agency's programs.

17. Reference Pg. 13, Section IV, L: Does our staff become licensed or certified in the Success Coach model?

A selected Contractor can become an approved provider. As an approved provider, the Contractor has demonstrated that their organization continues to run the program with fidelity, including having success coaches trained and coached as part of that fidelity.

18. Reference Pg. 13, Section IV, L: Is there an expectation that the SCPC would provide ongoing training after the first year? This could be either for new staff coming on board or an annual refresher for the current RPPCS programs. In Attachment Q, it talks about maintaining a yearly license at a cost of $299.95 per year. What is the purpose and expectation of maintaining the license after the first year?

There is no expectation that the SCPC will provide ongoing training after the first year. Any additional training after the first year of implementation is the responsibility of each Contractor selected under the RFP. The Assessment Cost Table below details all annual costs for incorporating the Success Coach Service model. These figures are provided for informational purposes only:

19. Reference Pg. 8, Section VI, B: The RFP states that the proposal should be limited to 50 pages. What is included in the 50-page limit? Are resumes included? Are the workplan (Attachment A) or the other attachments included?

The page limit includes all items for the proposal listed in number 1-16 under Section VI.B Specific Proposal Instructions. The page limit has been changed to sixty (60) as indicated in Addendum #1.

20. Reference Pg. 13, Section IV, L: Can we get clarification about the role of the Success Coach Primary Contractor (SCPC) vs. the Success Coach Staff (SCS) vs. the 5 regions? We are currently interpreting in the RFP that each site will use their own money to bring in SCS staff to do the training and technical assistance calls. In the first 6 months, the SCS staff will be the primary trainers not the SCPC.

The SCS staff are responsible for the training. The Primary Contractor is responsible for all SCS training costs during the first year of the contract.

FAM-25-039 Regional Post Permanency Consortia Services Addendum #1

21. Reference Pg. 13, Section IV, L: The role of the SCPC will be mainly as a coordinator of the implementation—-meaning they will be the go-between for the SCS at each of the sites in getting the pre-assessment completed, core teams set, training scheduled, technical assistance call set. That way SCS does not have so many contacts to manage. Is this interpretation correct?

Yes, that is correct. Additionally, the SCPC is responsible for reimbursing SCS for their training costs during the first year of the contract.

22. Reference Pg. 13, Section IV, L: There are several tools and measures listed in this RFP. Many of them look related to outcomes. Is there a tool that specifically is looking at the fidelity of the model itself?

SCS will provide additional information once a primary SCPC is selected.

23. Reference Pg. 13, Section IV, L: Implementation is clearly integral to this project. There are several aspects to implementation science that are not mentioned in this particular project that might be more relevant in year 2 and 3. Is there possible funding for further implementation for this model for subsequent years? Would you just recommend we share ideas for those subsequent years in the event there is additional funds for future years?

Yes, there is the possibility of additional funding after the first year of the contract.

24. Reference, Pg. 42, Attachment F: How do we address the Small Business Subcontracting Plan form if our subcontractors are not certified on the listed website?

Please list out subcontractors on Attachment F. If the subcontractor is not DSBSD Certified, please put not applicable or N/A.
