Air Force Office of Scientific Research (AFOSR)
Meeting and Conference Support
1. BACKGROUND
1.0 The Air Force Office of Scientific Research (AFOSR) discovers, shapes, and champions basic science that profoundly impacts the future Air Force. As a part of the Air Force Research
Laboratory (AFRL), AFOSR funds more than 1,500 basic research programs, collaborating with leading scientists and engineers throughout the world to identify breakthrough opportunities in basic research.
Once AFOSR and its program mangers award funds for their programs, reviews of these programs are held in the form of meetings to enhance development and collaboration between stakeholders, in both academia and the scientific community.
The following PWS outlines the items required from a venue to ensure the successful execution of such meetings and other conferences (hereafter referred to as meetings), according to current Air
Force policies.
2. SCOPE OF EFFORT
2.0 This is a non-personal service Blanket Purchase Agreement to provide a venue to ensure the successful execution of AFOSR meetings, according to current Air Force policies. AFOSR is seeking meeting provisions in the following areas.
2.0.1 Meeting Room Space
A. Attendees – approximately 50 - 120 attendees per day
B. Room Set-up - Classroom is preferred, but a mix of classroom and theater to fit smaller rooms, if required, is appropriate
C. Room Entrance - It is preferred to have the entrance in the back of the room
D. Noise Ordinance - It is preferred to not have noise from neighboring meetings or construction bleed over to AFOSR meeting space
2.0.2 Audio Visual Support / Equipment
A. Screen – one screen, between 8ft and 10ft per 625 sq. ft. of room space
B. Internet Line – one T3/Ethernet or similar dedicated line for streaming
C. Internet Availability – ranges from 0 – 120 connections per day on premise
D. Use of Own Equipment – AFOSR will use own projectors and internet hotspots
E. Contractor will provide an Audio-Visual Point of Contact (POC) on site during the meeting/conference.
2.0.3 Sleeping Rooms
A. Block rooms- AFOSR may request room blocks on an as-needed basis, not per meeting. Blocked rooms do not guarantee occupancy. Payment for each room is made by the individual traveler and not against this BPA or by

DRAFT MEMORANDUM FOR:
BLANKET PURCHASE AGREEMENT (BPA) FA9550-12-A_____
BETWEEN AFOSR AND ______________
FROM: Air Force Office of Scientific Research (AFOSR)
Laura A. Peters, Contracting Officer
875 N. Randolph St., Arlington, VA 22203
SUBJECT: CONTRACTOR INSTRUCTIONS AND GUIDANCE FOR USING A BLANKET
PURCHASE AGREEMENT (BPA)
Your company ____________________has been issued BPA FA9550-12-A- to provide
“Meeting Support Services” for AFOSR for a base period of eight (8) months with the option to exercise four (4) additional one year options, the Period of Performance (POP) will end
December 31, 2016 not to exceed 56 months. Therefore, to expedite payment to you and aid in record keeping for the government, the following instructions and guidance are given for the use of decentralized BPA’s for this office:
SECTION I - INTRODUCING THE BPA
1. A Blanket Purchase Agreement, or BPA, is a simplified method of filling anticipated repetitive needs for supplies or services by establishing "charge accounts" with qualified sources of supply. BPA's are designed to reduce administrative costs in accomplishing small purchases by eliminating the need for issuing individual purchase documents. In other words, the Government uses BPA's when we know the we will need a basic requirement over and over, but can't say for sure when or how many of the supplies/services will be required.
2. A BPA is an agreement between the government and a contractor which sets the stage to purchase something quickly. All of the conditions of sale are negotiated when the BPA is initially established, so the contractor knows up front the kind of supplies/service the
Government will be purchasing, and know how much it's going to cost for each supplies/service we buy.
3. BPA's are often "decentralized" and when designated Contracting representatives are authorized as Government Purchase Card holders to issue BPA calls against this BPA for any purchase under the Simplified Acquisition Threshold of $25,000. As a Contracting representative for the Government, they determine the necessary requirements, and place the call to the contractor to request delivery of supplies /services.
SECTION II – BPA TERMS AND CONDITIONS
1. Description of agreement. A Statement that the supplier shall furnish supplies or services, described in general terms, if and when requested by the Contracting Officer (or the authorized representative of the Contracting Officer) during a specified period and within a stipulated aggregate amount, if any.
2. Extent of obligation. The Government is obligated only to the extent of authorized purchases actually made under the above mentioned BPA.
3. Purchase limitation. The dollar limit for each call shall not exceed $25,000.00. Any requirements over $25,000 will be placed through a Purchase Order signed by a Contracting
Officer.
4. Individuals authorized to purchase under the BPA. The Contracting Officer will provide the contractor a list of individuals authorized to place calls/orders under this agreement. If a call is not made by an individual listed on the authorized list, the call will be at the sole responsibility of the contractor.
5. Receipts/invoices. All meeting support services shall be written (hard copy or secured email) and contain the following minimum information:
a. Name of supplier.
b. BPA number.
c. Date of purchase.
d. Purchase number.
e. Itemized list of supplies or services furnished.
f. Quantity, unit price, and extension of each item, less applicable discounts
6. BPA Calls will be paid by Government Purchase Card (GPC) through an authorized GPC holder (see GPC authorized list) unless the total dollar amount exceeds the $25,000 threshold at which time a Purchase Order will be written by the Contracting Office and signed by the Contracting Officer.
7. A summary invoice shall be submitted at least monthly or upon expiration of this BPA, whichever occurs first, for all purchases made during a billing period, identifying the receipts covered therein, stating their total dollar value.
Your invoice must include the following:
a. Company name and address
b. Invoice date and number
c. Contract number, contract line item number and, if applicable, the order number
d. Description, quantity, unit of measure, unit price.
e. Shipping number and date of shipment, including the bill of lading number and weight of shipment if shipped on Government bill of lading
f. Terms of any discount for prompt payment offered
g. Name and address of official to whom payment is to be sent
h. Name, title, and phone number of person to notify in event of defective invoice
i. Electronic funds transfer (EFT) banking information (if you request payment by EFT and the paying CPTS can accommodate EFT payments)
The contractor’s invoice (with an acceptance signature from the customer) are necessary for the files. It is the Contractor Responsibility to submit a monthly invoice.

Past performance will be evaluated on a combination of Past Performance relevancy and how well the contractor performed on the contract. These combined will provide a Performance Confidence Assessment. Both these questionnaires and the Contracting Officer’s knowledge of and previous experience with the service being acquired will be used to assess how well the contractor performed in the past.
2.4.1 Past Performance Relevancy Ratings:

2.3 Factor and Subfactor Rating
The government will use a comparative evaluation of all offers to determine whether the proposals are acceptable or unacceptable.
2.3.1 Past performance will be evaluated on a combination of Past Performance relevancy and how well the contractor performed on the contract. These combined will provide a Performance Confidence Assessment. Both these questionnaires and the Contracting Officer’s knowledge of and previous experience with the service being acquired will be used to assess how well the contractor performed in the past.

The absence of any applicable past performance will be evaluated neither favorably nor unfavorably and will result in an Unknown Confidence rating. However, the government reserves the right to determine whether any relevant past performance information exists and is relevant notwithstanding the alleged absence thereof by any Offeror.
