Questions & Answers 5 February 2015

1. Section L, Para 6.5.7 lists the baselined ODC summary amounts. Are offerors required to propose the amounts provided under this section and how does this apply to table 3 in SMART_Section_L_Attachment_1_-_CPI_Tables? Is the intent to have offerors price travel discretely or simply assume that travel is included within the baselined ODC amounts? Also, the tables have a section for calculating the NMGRT associated with the labor dollars. It appears that these costs would be included in the total labor price and not the ODC price. Is the intent to have offerors discretely price the NMGRT associated with labor, or should we assume it is included within the baselined ODC amounts?

A. Yes, as baselined ODCs, it is expected that offerors propose the amounts provided. The intent is to simply assume that travel is included within the baselined ODC amounts, therefore completion of table 3 in SMART_Section_L_Attachment_1_-_CPI_Tables is unnecessary and will be removed from the RFP. NMGRT applicable to direct labor dollars should not be included in the baselined ODCs. However, NMGRT applicable to any ODCs may be included in the baselined ODCs as stated in Section L, Para 6.5.7. For clarification on how NMGRT should be appropriately applied to labor dollars or ODCs see Section L, Para 6.5.6 New Mexico Gross Receipts Tax (NMGRT).

2. Section L, PRS-L001, 1.0 states, the IDIQ contract value (ceiling) is $37.6M. Does this amount include transitions costs? Also, for ease of evaluation should offerors assume that $37.6M is total for Task Orders 0001 – 0003 and includes the baselined ODC costs in Table L-3? Even though additional task orders may be added later in the life of the IDIQ.

A. Yes, $37.6M is the total for Task Orders 0001-0003, including baselined ODCs (in Table L-3) and transition costs.

3. This section states: For each of the applicable subfactors under the Mission Capability factor in Section M, illustrate how your experience on this program applies to that subfactor. There is no “Mission Capability” factor. Do you mean “Combined Technical/Risk Factor?”

A. Yes, it should be "Combined Technical/Risk Factor." The corrected attachment will be uploaded to FedBizOpps.

4. It says the proposals may only be mailed. Can the offeror use Fed Ex instead of mailing?

A. “Mailed” is a general term; offerors may use the US Postal Service or a commercial carrier (e.g. FedEx, UPS, etc.). We recommend offerors verify with the chosen carrier that they can deliver to the address listed in the solicitation.

5. Will offerors have access to the incumbent throughout the entire 30 day transition period? If not, will Government specify how long offerors will have access to the incumbent?

A. The incumbent is expected to assist during the entire transition period.
