REQUEST FOR INFORMATION (RFI) No. 1
FA9101-18-R-1000, Facility Support Services (FSS) II
May 9, 2018
THIS ANNOUNCEMENT IS NOT A NOTICE OF SOLICITATION ISSUANCE. THIS IS A
REQUEST FOR INFORMATION (RFI) FOR PLANNING PURPOSES ONLY. This RFI is ISSUED for the purpose of developing a viable solicitation that will best communicate the Government’s requirements to industry. Response to this RFI is strictly voluntary and will not affect any firm’s ability to submit an offer if, or when, a solicitation is released. The requested information is for planning purposes only and does NOT constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information in response to this RFI. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations.

GENERAL INFORMATION: The Air Force Arnold Engineering Development Complex (AEDC) is in the process of determining the acquisition strategy for the follow-on to its Facility Support Services contract. The new procurement is for services as described in the draft performance work statement (PWS), which is posted on FBO as Attachment 6 for Solicitation No. FA9101-18-R-1000, Facility Support Services. Services are to be performed at the Complex’s main location in Tullahoma, Tennessee and at two Geographically Separated Units (GSUs) in White Oak, Maryland and Mountain View, California.
PURPOSE: As acquisition considerations are reviewed, feedback from industry is extremely valuable to the Government planning process. With this in mind, the Government is requesting feedback from industry regarding certain aspects of the acquisition, which have been listed below.
1) The period of performance for the current contract is one base year and three option years. Would a longer period of performance be preferable? If so, how many years would you recommend for this effort? Provide an essay for your rationale. If applicable, please provide examples of contracts similar in scope that have longer periods of performance.
2) The current contract type is firm-fixed-price. Based on the services defined in the draft PWS (Attachment 6), what type of contract would you recommend (e.g., Cost-Plus- Incentive-Fee (CPIF), Firm-Fixed-Price (FFP), Cost-Plus-Award-Fee (CPAF), etc.)?
Please explain your reasoning and provide an essay giving examples of contracts similar in scope that utilize a type other than a firm-fixed-price.

3) Should the Government consider fixed-price incentives, award fees, or award terms?
Please include a discussion on how you value Contractor Performance Assessment Reporting System (CPARS) ratings. In other words, are CPARS alone more significant than other types of incentives to achieve higher than satisfactory performance?
4) What topics would you like to have discussed in future Government and contractor meetings?
5) Taking into consideration the information the Government has provided so far on this effort, are there any aspects of the acquisition that you feel should be changed? Please provide any other thoughts or recommendations you have regarding this acquisition.
