Questions and Answers No. 3 Solicitation No. FA9101-18-R-1000, Facility Support Services II

2 August 2018 Q# Question Response

1 What aircraft are assigned to the base? What is the mission? Arnold AFB does not have any aircrafted stationed here and does not have an airfield mission. For informational purposes, the Arnold AFB airfield plans to open during the FSS II period of performance. Fixed wing and rotary aircraft may transit the Base in support of various missions.

2 What is the current shift schedule that the Firefighters are working now? The draft PWS section 3.4.1.1 outlines the firefighter manning requirements. The Collective Bargaining Agreement (CBA) between ASO, URS Federal Services, and the Air Engineering Metal Trades Council and Affiliated Unions (AEMTC) provides substantial information on shifts and work schedule for firefighter and other union personnel. This CBA is available in the Competition Library.

3 What fire trucks will be furnished to the incoming contractor? The Government will provide the specialized vehicles to support FSS II Fire and Emergency Services. The vehicles will be listed in Attachment 6, Government Furnished Property. However, the contractor shall be responsible for providing general purpose fire and emergency services vehicles as described in the draft PWS section 3.4.4.3.

4 What is the total amount of water provided through fire apparatus? AFPAM 32-2004, AIRCRAFT FIRE PROTECTION FOR EXERCISES AND CONTINGENCY RESPONSE OPERATIONS, lists capacities for the fire trucks that are being provided as Government Furnished Property (GFP) for FSS II Fire and Emergency Services as described in draft PWS 3.4.4.3.

5 Who is the mutual aid agreement with, and do they already have an established agreement? Does the mutual aide agreement help meet any ARFF Sets, Category’s, or Response Requirements?

Arnold AFB currently holds eight mutual aid agreements with local Fire and Emergency Services providers, and all are valid until 10 May 2021.

These partners are listed in the draft PWS Appendix C, Mutual Aid Agreements. The mutual aid agreeements do not help meet the Aircraft Rescue and Firefighting (ARFF) sets, categories, or response requirements.

6 Are the current Assistant Chiefs of Operations overseeing/managing training and fire prevention?

Neither the current FSS CPWS or the FSS II draft PWS identifies the responsibilities of the Assistant Chiefs of Operations. Para 3.4.1.1(k) of the FSS II draft PWS identifies fire prevention, inspection, and education as one of the fire and rescue functions of the Contractor. Para 3.4.1.1(p) lists certifications, documentation and training to include courses on the AF Portal as one of the fire and rescue functions of the Contractor. The Contractor determines the responsibilities of its personnel.

7 Is the training department set up for in house DOD IFSAC Certifications? The FSS II contractor will determine how training is provided to meet the requirements listed in draft PWS 3.4. The Government does not have facilities specifically dedicated for Fire and Emergency Services training.

8 Besides the 2 Paramedics, What is the requirement for the 12 firefighters on duty to be medically certified at? EMR Level? EMT?

Para 3.4.2.8 of the draft PWS states, "The contractor shall establish a certification and proficiency training program to ensure all Fire / Emergency Medical Services responders and ECC Dispatchers are certified by the DoD Fire and Emergency Services Certification program IAW DoDI 6055.06-M, Tennessee State laws, and AFI 32-2001...Minimum training requirements shall be contingent on firefighter's Tier and duty position."

The 12 firefighters on duty are to be medically certified at basic Emergency Medical Technician (EMT) level.

9 Do all 12 firefighters need to be certified to the HAZ-Mat Technician level?

Yes, the 12 firefighters on duty are required to be certified at the hazardous material (HazMat) technician level in accordance with draft

PWS 3.4.1.1.

10 Do they have a fire department dispatch center? Who mans the dispatch center? The 12 firefighters?

Draft PWS 3.4.1.1 states the Emergency Communications Center (ECC) shall be fully manned with one lead emergency communications specialist and one additional emergency communication specialist per shift to receive emergency calls and dispatch. The two dispatch personnel are not part of the 12 firefighters.

11 Do they have live fire training facility on base to meet the annual training requirement for both ARFF and Structural?

Arnold AFB does not have a live fire training facility on base to meet the annual training requirements. The FSS II contractor will determine how training is provided to meet the requirements listed in draft PWS 3.4.

12 Who is responsible for extinguisher maintenance to include Halon Extinguishers?

Draft PWS 3.4.2.3 states, "The Contractor shall be responsible for inspection, maintenance, service, testing, and replacement of all fire extinguishers on Arnold AFB IAW NFPA 10, to include Halon 1211 Fire Extinguishers."

13 Who provides the training requirement for CPR training? Are some of the firefighter’s CPR Instructors?

Draft PWS 3.4.2.8 states, "The contractor shall establish a certification and proficiency training program to ensure all Fire / Emergency Medical Services responders and ECC Dispatchers are certified by the DoD Fire and Emergency Services Certification program IAW DoDI 6055.06-M, Tennessee State laws, and AFI 32-2001." The FSS II contractor will determine how training is provided to meet the requirements listed in draft PWS 3.4.2.8. The draft PWS does not require the responders and dispatchers be cardiopulmonary resuscitation (CPR) instructors.

14 What will be the governing document(s) for PWS for Command and Control (C2) area? Current draft has AFI 10-207 and AFI 10-207 AFMC Supp referenced throughout. AEDCI 10-207 is currently being drafted which will detail what the AEDC Operations Center requirements are and should replace current references to AFI. The intent was for the AEDCI 10- 207 to replace the current Exception to Policy Letter which stated what AFI 10-207 requirements the Operations Center would accomplish.

The governing documents for the C2 Node are AFMAN 10-206 and AFMAN 10-207. AFMC Supplements have been drafted to replace the Exception to Policy Letter, and are currently being coordinated. Once the AFMC Supplements are finalized, they will be added to the governing documents required for PWS section 3.3. The current draft version PWS has been updated to remove outdated references.

What constitutes a "certified" controller? A controller is certified by AEDC/CC in accordance with the AEDC Unit Training Plan (UTP). The current AEDC UTP is in coordination with AFMC/A3OP and has been developed using the AFMC C2 Controller Information File (CIF) in conjuction with AFMAN 10-207. The draft PWS has been updated to include this clarification. The current UTP will be included in the Competition Library.

16 Does the statement "The Contractor will operate with a minimum of two certified controllers at all times." have any flexibility? Does not allow for employees that resign, retire or are terminated and security clearance / training lag time required for new employees.

The draft PWS has been updated to reflect that the requirement is to have a minimum of two controllers, with at least one certified controller on duty at all times.

17 What are the controller training (certification, recertification, decertification and performance evaluations) requirements based upon?

Controller training is based on the Operations Center Unit Training Plan (UTP), which will be developed in accordance with the training outlined in AFMAN 10-207, and as approved by the AFMC C2 Policy and Procedures Office prior to implementation.

18 Please define what "weather bulletins" consist of.

Weather bulletins consist of forecasted weather conditions that pose a threat to personnel and property, (i.e. severe thunderstorm warnings, tornado warnings and other significant weather events), the length of vulnerability, and the expected duration of the significant weather event.

These bulletins are relayed from the NWS or the 26th OWS.

19 Due to limitations of computers systems / internet connectivity is there any flexibility in "Disseminate/publish notifications within 5 minutes of receipt"? Will there be a difference between Severe Weather Warnings (e.g., lightning within 10NM, tornado warnings, high winds in excess of 50 knots, etc.) and Advisories/Watches (e.g., potential for lightning within 10NM, watches published hours in advance of timeframe noted, etc.)?

The draft PWS has been updated to reflect that mass notifications will be accomplished in accordance with DoDI 6055.17.

20 What EMCS alarms for "weather information and utility consumption (electric, steam, water, etc.) are being referred to? Ops Center currently does not monitor or receive such alarms.

The draft PWS has been updated to reflect that the Energy Management Control Systems (EMCS) monitors alarms related to temperature, humidity, water, and oxygen, not weather information or utility consumption.

21 Whom is responsible for providing Morning Report content related to "maintenance items, any long term issues (Test / Investment / Maintenance) and other items of interest"?

Morning Report content is provided to Ops Center personnel by the contractor who is executing the work. Ops Center personnel consolidate all input into the Morning Report. The draft PWS has been updated to remove maintenance items and long term issues from the Morning Report requirements.

22 What is "General Administration" reports? Is this a reference to GENADMIN Report?

General Administration refers to any required reports outside of Commanders Critical Information Requirements (CCIRs) and Operational Report (OPREP) 3 messages. General Administration reports could be responses to Higher Headquarters during exercises, real-world events, etc.

23 Incorrect reference used Emergency Action Messages. What is the correct reference?

The draft PWS has been updated to clarify that Emergency Action Messages will be transmitted in clear text format in accordance with the AFMC Defense Readiness and Alert Plan and AFMC C2 Controller Information Files.

24 Whom determines what "applicable governing guidance" is for Unit Training Plan (UTP)? Will it be AFMAN 10-207 or AEDCI 10-207?

The draft PWS has been updated to reference AFMAN 10-207 as the baseline document to develop the Unit Training Plan.

25 Incorrect reference stated for C2 systems requirements. AFMAN 10-207 is correct reference.

The draft PWS has been updated to reflect AFMAN 10-206 as the correct reference for C2 systems.

26 C2 systems (AtHoc / Giant Voice) is AFI 10-206 Chapter 8. Item needs to be reworded to reference correct documents.

27 What is a "Alert Condition status of Operation Report"? Is this referring to a LERTCON Status of Action (LSOA) report which is governed by AFNORTH Emergency Action Plan (EAP).

28 Is it your intent to create a 911 dispatch center staffed with dispatchers that are NOT affiliated/dedicated to Security or Fire Department operations?

The draft PWS has been updated to move the Emergency Communications Center requirements from PWS 3.3 to 3.4, while the Base Defense Operations Center requirements from PWS 3.3 have been moved to 3.2.

29 Is it your intent to require dispatchers to be fully certified as Emergency Medical Dispatchers to provide pre-arrival lifesaving instructions during EMS responses?

The draft PWS has been updated to clarify that the Emergency Control Center Controller will be Emergency Medical Dispatcher (EMD) certified by a nationally accredited source.

30 Is it your intent to certify ALL dispatchers to the levels required to provide dispatch services to both Security and Fire Department? (i.e., "generic" dispatchers?)

The draft PWS has been updated to reflect the requirement that Security and Fire Department dispatchers will be required to serve either operation and must be certified accordingly.

31 PWS States: "Crews must meet the response times outlined in DoDI 6055.06M". This DoDI does not exist; were you referring to DoDI 6055.06?

The draft PWS has been updated to correct the governing document regarding crew response times to DoDI 6055.06.

32 Is witnessing and accepting tests of fire alarm and fire suppression systems intended for newly installed systems of for periodic maintenance and repair of existing fsystems?

The draft PWS has been updated to clarify that witnessing and accepting tests of fire alarms and fire suppression systems is for newly installed systems only.

33 Refrence EMS program management, which documents tape prescidence;

'AF, and AFMC diectives, instructions, regulations and supplements" ot the requirements ot Tennessee Code Annotated 68 as it pertains to the EMS/Ambulance Service?

For Emergency Medical Services program management, State statutes and regulations take precedence over Air Force regulations when there is a conflict.

34 Will replacement fire extinguishers be provided to the Contractor by the Government?

Replacement fire extinguishers will not be provided to the contractor by the Government. The FSS II contractor will be responsible for purchasing replacement fire extinguishers when required. Fire extinguishers purchased by the FSS II contractor will be reimbursed by the Government via CLIN XX16, Reimbursable Government Property.

35 Reference term "Functional Area Manager". Please clarify who holds the position of "Functional Area Manager".

The functional area manager is the building manager, facility manager, or individual designated to create work orders to rectify issues identified during Fire and Emergency Services facility assessments. Draft PWS

3.4.2.4 has been updated to change the term "Functional Area Manager" to "Facility Manager."

36 Explain the reference to T.O. 00-105E-9 as a record for aircraft pre-fire planning. The 105E-9 is not used for recording.

The draft PWS has been updated to delete the T.O. 00-105E-9 reference from 3.4.3.4.

37 Reference "Mandatory and Guidance Documents". Is it your intent to mandate only the NFPA codes listed in this section, or will compliance with all NFPA codes adopted by the Air Force be mandated?

All National Fire Protection Association (NFPA) codes adopted by the Air Force are mandated to be followed by the Contractor. Draft PWS 3.4.5 has been updated with all required NFPA codes.

38 Are contractors audited to guidance? In addition to the contractor’s self-audits, are Government audits conducted solely by the CORs, or are third party auditors used?

Contractors are not audited on executing and complying with guidance documents. Government audits will be conducted by the Contracting Officer's Representatives (CORs) and no third-party auditors will be utilized.

39 How many foreign visitors come to AEDC (including Tunnel 9 and NFAC) per year?

There have been approximately 26 official Foreign National (FN) test visits at Arnold AFB and approximately 10 official FN test visitors at NFAC in CY 2017. FSS II Industrial Security support is not required at our Tunnel 9 facility, located in Maryland.

40 There is wording in several of the sections that seems to indicate there is a SCIF that needs to be set-up or managed. Is this the case? Will the other secure facilities that the FSS-II contractor will manage be listed in the solicitation?

The FSS II contractor will not manage or set up a Sensitive Compartmented Information Facility (SCIF). All SCIFs will be set up and managed by the Government. However, the contractor will be required to set up physical security requirements for Special Access Programs, which must meet physical security standards in accordance with DoDM 5205.07, Volumes 1-4, ICD 705, and the Joint Security Implementation Guide (JSIG), which are similar in nature to a SCIF. A complete listing of current Controlled and Restricted areas is available in Appendix A of the draft PWS.

41 Is ‘Joint Pub 3-‘ a duplicate or supposed to be another document? PWS 3.1.5 has been revised to reflect Joint Publication 3-0, Joint Operations, 17 January 2017.

42 DoDI 8500.2 is listed as guidance but is a requirement in 3.10. Please clarify.

The current draft PWS has DoDI 8500.2 listed as a guidance document for

3.1 only. There are no other references to DoDI 8500.2 within the PWS.

43 AFMAN 33-363 is listed as guidance but is listed as mandatory in 3.2.2.1.7 and 3.12. Please clarify.

AFMAN 33-363 is guidance for PWS 3.1, while mandatory for the requirements listed in 3.2 and 3.12.

44 Will the VCC workload history briefed during Industry Day 1 be included in the formal solicitation?

The draft PWS has been updated to include calendar year 2017 Visitor Control Center (VCC) workload for scoping purposes. The 2017 workload was also included in the Industry Day 1 briefing.

45 How many times has total security force been activated in last 5 years?

If the industry question regarding a "total security force" is asking whether all Security Services personnel were required to be posted and present for duty, this has not occurred in the last five years.

46 Are there written Mutual Aid plans with Local Law Enforcement, such as County, FBI, Terrorism Task Force (TTF), Tennessee State Troopers, or other agencies?

There are currently no mutual aid agreements in place for law and order or security. There are Memoranda of Understanding in place with both Coffee and Franklin County Sheriff's Offices for law and order support.

47 PWS requires a number of vehicles to be purchased and states that at least one must be capable of towing the patrol boat. However, there are no specs for the boat in the PWS.

The draft PWS has been updated to clarify that the boat is required to be manned by two patrol personnel and be capable of transporting two additional people. There are no additional specification requirements other than the capabilities mentioned above and in PWS 3.2.2.4.4.

48 Is the ATV patrol additional to the existing posts?

All-Terrain Vehicle (ATV) patrols are posted at random times and locations in addition to existing posts.

49 PWS calls for the operation of two EDDs and handlers – Are there any existing dogs? Will they be carried over or will the new contractor receive two new dogs? If an existing dog or dogs, will there be an independent health verification?

There is one existing Explosive Detection Dog (EDD) that will be carried over to the FSS II contract. The second EDD will be obtained, operated, and cared for by the FSS II contractor. The existing EDD is seen by a local veterinarian who will provide a health assessment prior to transfer to the FSS II contractor.

50 If the EDD is of ‘retirement’ age is the contractor still responsible to incur replacement EDD cost? Two new dogs? Any existing?

There is one existing EDD that is not of retirement age and will be carried over if performing to standards at the time of contract award. If/when the existing EDD becomes unable to perform during FSS II contract execution, the contractor will be responsible for replacing the EDD. The second EDD will be obtained, maintained, and cared for by the contractor at the contractor's expense.

51 Directives list requires compliance with documents such as the Installation Emergency Management Plan and Antiterrorism Plan. Will these documents be available for viewing before proposals are due, to ensure realistic and accurate pricing?

The Emergency Management Plan and a redacted version of the Antiterrorism Plan will be made available in the Competition Library.

52 How many EOC activations have there been for each of the last 5 years? The Emergency Operations Center (EOC) has been activated approximately four times per year on average for the last five years, primarily for exercises as opposed to real world events.

53 Has an Alternate Operations Center already been identified? Where is it located??

The Alternate Operations Center is currently located in the basement of building 1103.

54 Is there an electronic system in place for personnel recall? Normally recalls are conducted using phone procedures and Unit Communication Coordinators (UCC's). The AtHoc Emergency Notification System provides an electronic means to initiate recall procedures, but only for those voluntarily registered in the AtHoc system.

55 Regarding NFPA standards, what year/version of the cited standards are expected to be followed? Do you expect the contractor to ‘chase’ the latest revisions or will a ‘code of record’ be established?

The Contractor shall follow the latest National Fire Protection Association (NFPA) standards, Air Force Technical Implementation Guides, and other required documentation. The Contractor shall monitor the Air Force Civil Engineer Center's Fire and Emergency Services SharePoint site for updates to documentation requirements provided in the PWS.

56 There are 4 NFPA standards cited as mandatory; however, the AFIs cite many more as mandatory. For example, AFI 32-2001 requires compliance with at least 7 other named NFPA standards and a number of TIGs, and also uses language like “…applicable sections of NFPA standards.” Will these be listed in the PWS? What compliance version (see question 1) will be cited in order to formulate a reasonable cost analysis – that is, if a contractor estimates the cost of operations to a 2014 version of the NFPA standard and another to the 2017 version, there will be a definitive cost

57 Sections 3.4.2.9 and 3.4.3.4, as well as several AFIs, list TIGs as being ‘shalls’ or ‘wills’ – will these be listed as ‘M’ in the requirements table?

The draft PWS will be updated to include mandatory Technical Implementation Guidance (TIG) document requirements in 3.4.5.

58 The write-up of sections 3.4.2.4 and 3.4.2.6 hint at fire protection engineering expertise. Is Fire Protection engineering included in the scope of this PWS?

Fire protection engineering requirements are not included in the scope of the FSS II PWS.

59 Is there an Occupational Clinic on site? There is no on-site occupational clinic.

60 Will the full suite of plans be available to review in a ‘library’ with the

RFP?

All plans that are available for public release will be included in the Competition Library. In some cases, distribution restrictions or plans that are proprietary to the FSS I contractor will restrict the Government from posting them.

61 The PWS states that “The Contractor shall provide all necessary uniforms, personal equipment, supplies…” Is ‘personal equipment’ intended to mean ‘personal protective equipment’, meaning firefighting PPE or bunker gear?

The Contractor shall provide duty uniforms, personal office supplies, etc.

The Government will have a cost reimbursable CLIN for fire fighter related gear, such as bunker gear and other Personal Protective Equipment.

Equipment provided by the Government will be listed in RFP Attachments 5 and 6.

62 The PWS states that the fire station be staffed with twelve (12) firefighters and one (1) Assistant Chief Officer per shift to support operations. The ‘shift’ is not listed – that is, 8 hour, 12 hours, 24 hour, 48 hour, or some modified version thereof. What is the current shift?

The number and duration of fire department shifts will be as determined by the FSS II contractor in accordance with the Collective Bargaining Agreement (CBA). The current CBA between Akima Support Operations and the Air Engineering Metal Trades Council and Affiliated Unions is available in the Competition Library.

63 This section states “…to support full engine crew, airfield, rescue crew, Basic Life Support medical emergency response, and stand-by support operations…”, and section 3.4.1.1 (n) states “Emergency medical response at the Basic Life Support level IAW AFI 32-2001”, however, section 3.4.1.1

(o) states “Patient transport at the advanced life support level” and section 3.4.3.5 discusses providing ALS response to Arnold AFB. Is the intent to have both BLS and ALS response or just two additional personnel

Per AFI 32-2001, all Fire and Emergency Services Operations section personnel are required to be certified to the Department of Transportation (DOT) Emergency Medical Responder (EMR) level. The draft PWS also requires two additional personnel who are Advanced Life Support (ALS) certified.

who are ALS certified? Or is the intent to staff BLS and then have supplemental ALS (an outside contract agency for example)? If ALS only, consider amending the PWS as such.

64 Section 3.4.1.1 (f) discusses water-borne spills as a fire and rescue function and section 3.4.4.3 discusses purchase of vehicles with a 16,500 pound towing capability. Without benefit of a GPE list, one might conclude that water-rescue and boat operations might be a function of the fire department. Is that the intent?

The draft PWS has been updated to delete the water-borne spills reference from 3.4.1.1. Water-rescue and boat operations are not a function of FSS II Fire and Emergency Services. The Government Furnished Property (GFP) will be provided with the draft Request for Proposal (RFP).

65 Section 3.4.1.1 (p) discusses wildland firefighting IAW the AEDC WFMP – does the fire department also provide prescribed fire services?

The FSS II operated fire department will not provide prescribed fire services, only response as needed as described in the Arnold AFB Wildland Fire Management Plan. The Arnold AFB Wildland Fire Management Plan will be posted in the Competition Library.

66 The PWS states the contractor is responsible for inspection, test and maintenance of fire extinguishers including halon 1211. Does equipment already exist to self-perform this work (i.e: pressure test tank, halon recharge apparatus, dry-power fill and hood, etc.)?

The Government does not have equipment available for contractor use in order to perform inspection, test, or maintenance of fire extinguishers.

67 Is the fire department responsible for inspection and maintenance of fixed fire extinguishing systems, automatic sprinklers, and clean agent systems (other than kitchen hoods mentioned in 3.4.2.5)?

With the exception the kitchen hoods as described in PWS 3.4.2.5, the draft PWS has no requirement for the fire department to inspect/maintain fixed fire extinguishing systems, automatic sprinklers, or clean agent systems.

68 Is the fire department responsible for inspection and maintenance of fire detection systems?

The responsibility for the inspection and maintenance of fire detection systems is not included in the FSS II scope.

69 AFI 10-802 appears to have been superseded by AFI 10-801. Is it the intent of the Base to meet AFI 10-802 or AFI 10-801?

AFI 10-802, Military Support to Civil Authorities, has been superseded by AFI 10-801, Defense Support to Civil Authorities. The Contractor shall meet the intent of the most up to date Air Force Instruction covering support to civil authorities, which is now included in AFI 10-801. The draft PWS was changed to reflect AFI 10-801 as the proper reference.

70 Does the local Command require backfill of personnel if a response is made under the mutual aid plan or is there a minimum staffing number that is required?

During a mutual aid response, the FSS II Fire and Emergency Services Assistant Chief of Operations (ACO) may determine the need for addition forces when / if the incident is expected to last for an extended period of time. The decision to backfill personnel is made by the ACO by taking into account distance form the base, time expected to mitigate the response, etc. Over the last 5 years, the ACO has made the decision to backfill personnel once.

71 The PWS section discusses respiratory protection and SCBA. Is the SCBA GFE? What brand and model are they and how old are they? How many units are there? If GFE, is replacement funding programmed? Are they compatible with mutual aid agencies?

Self-Contained Breathing Apparatus (SCBA) is provided by the Government and funding is programmed by the Air Force Civil Engineer Center. The GFE list will include full descriptions and quantities of equipment provided by the Government. Arnold AFB uses a different kind of SCBA than mutual aid agencies, however it should be noted that mutual aid agencies have the capability to fill the bottles.

72 Does the non-RCRA Haz Waste number include PCB waste, asbestos waste, and universal waste? Is there a better breakdown of this number as it increased by 270%? Is there any radioactive waste from the site?

The non-Resource Conservation and Recovery Act (RCRA) hazardous waste numbers may include Polychlorinated Biphenyl (PCB) waste (ex. oil contaminated with PCBs) and all universal wastes (batteries, lamps, etc.).

Asbestos waste usually goes to the Arnold AFB asbestos landfill. RCRA hazardous waste and non-RCRA hazardous waste are treated and processed the same way at Arnold AFB. RCRA and non-RCRA hazardous waste fluctuates each year based on workload requirements (see 11 year history of RCRA hazardous waste in Appendix G). Currently there is no radioactive waste produced at Arnold AFB. If any is produced in the future, it would be the responsibility of the producer to properly dispose of.

73 Will the full suite of plans be available to review in a ‘library’ with the

RFP?

All plans that are available for public release will be included in the Competition Library. In some cases, distribution restrictions or plans that are proprietary to the FSS I contractor will restrict the Government from posting certain documents.

74 Do you require a Tennessee PE stamp for the SPCC Plan (that is, can it be a PE from another state)?

As defined in 40 CFR 112.3(d), the Spill Prevention, Control, and Countermeasure (SPCC) plan must be certified by a licensed professional engineer. Tennessee Code Annotated § 62-2-101 requires that if the seal of a professional engineer is required on SPCC plans for a facility in Tennessee, then a Tennessee-registered professional engineer must seal the plans.

75 Regarding the NPDES program, are there or have there been in the last 5 years, any Notices of Violation (NOVs) associated with the program or any out fall / monitoring points?

All recent Arnold AFB compliance history can be found in the EPA Enforcement and Compliance History Online (ECHO) database found at https://echo.epa.gov/.

76 PWS states the contractor shall support in ‘environmental management enforcement’. What is the intent here? One contractor cannot ‘police’ or ‘enforce’ laws and regulations across other contracts.

The contractor is required to support all aspects of environmental management, to include environmental management enforcement / auditing / reporting requirements. These activities include assessments, audits, data collection, etc., and will result in advising the Government on recommendations for final determination / action. The intent is not for the FSS II contractor to enforce laws and regulations on contracts outside of FSS II.

77 PWS states “The ECAMP will include conformance and compliance self-assessments and track preventative/corrective actions, IAW DoDI 4715.17, DoDI 4715.06, AFI 90-201, AFI 90-801…” However, in section 3.5.5, AFI 90-801 is listed as ‘Guidance’. Please clarify.

Draft PWS 3.5.4.8.2 is focused on Environmental Compliance Assessment and Management Program (ECAMP) rather than the Environmental, Safety, and Occupation Health Council (ESOHC), which is the focus of AFI 90-801. AFI 90-801 is considered a guidance document for ECAMP inputs into the ESOHC. The draft PWS has been updated to remove AFI 90-801 from the list of required documents in 3.5.4.8.2.

78 The cited ‘AFI 90-803’ should read ‘AFPAM 90-803’. The title is correct. The draft PWS has been updated to correct the 3.5.5 reference to AFPAM 90-803.

79 Are food service inspections included in the Safety Program? Food service inspections are a Public Health Government function, and are not included in the FSS II Safety Program.

80 PWS states requirements as stated in AFI 91-204, but section 3.6.4 lists AFI 91-204 as guidance. Please clarify.

The draft PWS has been updated to correct the 3.6.4 reference to AFI 91- 204 as a mandatory document.

81 Will a new FSS contractor have access to past baseline information, as well as reports and records with respect to OEH?

All inspections and documentation are maintained by the Government and will be available to the FSS II awardee.

82 Does the Contractor’s vehicle recovery/wrecker service extend beyond the AEDC boundary? If so, what are the response times and area of operational responsibility for vehicle recovery/wrecker services that are provided off base?

The draft PWS has been updated to clarify that recovery and wrecker service will not extend beyond the confines of installation property. All vehicles and equipment items within the contractor's scope are utilized in the operational area of the base and / or within installation property.

83 Is the Command and Control Vehicle (CACV) discussed in this section one of the two discussed in section 3.4.4.3 (a) or is it a third vehicle?

The Command and Control Vehicle (CACV) is a separate vehicle from the ones described in PWS 3.4.4.3. The CACV requirement is for the Installation Commander as defined in AFI 24-301.

84 Is the intent of the requirement “The Contractor shall provide and operate vehicle for the purpose of transporting Arnold Village school children…” to direct the FSS contractor to own and operate the bus, and prohibit a subcontract with an external school bus operator? Please clarify.

The FSS II contractor has the discretion to fulfill PWS requirement

3.10.4.3.1 either organically or via subcontract.

85 DPWS Section 3.1.1.3.3 states "The Contractor shall ensure all subcontractors enter into a Visitor Group Security Agreement (VGSA) with the AEDC Commander, as determined by the SSA IAW AFI16-1406". Does this refer to all subcontractors at AEDC, or just the subcontractors which will be under the FSS II contractor?

PWS 3.1.1.3.3 requirement refers to FSS II subcontractors only.

86 DPWS Section 3.1.1.4.6 states "The Contractor shall ensure the ISSM, ISSO and System Administrators are physically located at Arnold AFB and AEDC Moffett Field." However, in the Industry Day 2 Briefing slides, it was stated that only one full-time employee would be at AEDC Moffet Field, which would be an ISSM. Can you clarify how many full-time employees will be based at Moffet Field for the FSS II contract? If there is only one full-time employee at Moffet, an ISSM, then may the ISSM also serve as the site PSR?

The draft PWS 3.1 section has been substantially revised with respect to Industrial Security support at AEDC Moffett Field. Specifically, draft PWS

3.1.1.4.6 has been revised to state, "The Contractor shall ensure the ISSM, ISSO and System Administrators are physically located at Arnold AFB."
