Definitions

Draft Documents
Internal documents that are submitted for Air Force review and approval. In all respects, draft documents shall be complete; substantively correct and consistent with applicable laws, regulations, Department of Defense/Air Force policies; in proper format; and free of grammatical and typographical errors. In general, draft documents are the initial version of documents that will be reviewed by the Air Force. Draft copy documents shall not be submitted to regulatory agencies for review.
Draft Final Document
Document incorporating Air Force comments and submitted for regulatory agency review may also be required prior to Final document preparation. Note that some documents may initially be submitted to the regulatory agencies as Final with any comments being incorporated into subsequent documents as appropriate (e.g., system status reports, monitoring reports, “data dumps”).
Emerging contaminant
Chemicals and materials that have pathways to enter the environment and present real or perceived unacceptable human health or environmental risks and either do not have regulatory peer-reviewed human health standards or the regulatory standards are evolving due to new science, detection capabilities, or pathways. *Note that emerging contaminants may be site-specific given state-led regulatory standards and site-specific conditions.
Final Document
The version of the document that has received Air Force, and where applicable, regulatory concurrence. At least one electronic copy of the final document consisting of original productivity software files and all quality control data, drawings, and GIS-type information, shall be provided to the Air Force. Electronic copies should be compatible with the current Air Force Microsoft™ Office Suite and GIS software versions. All figures shall be delivered in original application files GIS format as described in Section 4.7. In addition, an electronic version of the final document shall be submitted in a single portable document file (.pdf) format approved by the Air Force complete with electronic bookmarks.
Life-Cycle Cost
An estimate of POP and post-POP costs based on proposed activities, activity duration, and assumptions from contract award through Contractor’s projected Site Closeout date (or 30 years for sites with indefinite closeout dates).
Long-term Management (LTM)
Environmental monitoring, review of site conditions, and/or maintenance of a remedial action to ensure continued protection as designed once a site achieves RC. LTM includes O&M, which are the measures required to maintain the effectiveness of response actions. LTM should not be used until no further environmental restoration response actions are appropriate or anticipated. LTM should not be used to refer to monitoring after Remedy in Place (this includes sites for which the selected response action is natural attenuation). Examples of LTM include landfill cap maintenance, leachate disposal, fence monitoring and repair, management of performance of five-year review execution, and LUC maintenance. The processes and monitoring in this phase of work are targets of optimization.
Optimized Exit Strategy
A logical approach and plan to achieve SC or advance sites as close to SC as practicable while maximizing effectiveness and efficiency and minimizing LCCs. An OES identifies a series of actions which reduce LCC and liability, and/or may decrease one or more selected performance indicators (i.e. concentration, remove mass, and frequency) of remedial activities relative to the proposed remediation strategy, some of which may occur beyond the POP.

Elements of OES include:

-Business case for why the site is not being proposed for SC -Description of anticipated structure and elements in the OES -Performance model describing what monitoring data are likely to reveal when collected during OES implementation with metrics that demonstrate how performance has been optimized -Integrated Management Schedule (IMS) that reflects delivery and AF approval of the OES Plan in the first year of the contract , implementation of the AF approved OES Plan, and delivery of the OES final effectiveness report at the end of the contact.

Performance Goal
A standard being used by AFCEC to define when an effort has achieved satisfactory performance for a site for which the minimum performance objective is OES, e.g., Reduction of TCE concentrations in the groundwater plume of 20% by 30Sep15.
Performance Indicator
A measurable or calculable feature of an approach, system, or process that provides direct interpretive value with respect to remedial mechanisms or to achievement of a remedial objective, e.g., Concentration of TCE in a groundwater plume.
Performance Metric
A metric is a unit of measure; therefore, a performance metric is a unit of measure for a performance indicator, e.g., %, kg, and yd3.
Performance Model
A predictive graphic model that describes the expected course of the remediation process (i.e. how conditions are expected to change over time as measured using appropriate performance indicators from the current state until the response objective is achieved). The performance model will depict the concentration that will be achieved by the end of the POP (i.e. minimum target concentration) through implementation of the offerors proposed OES and the time-concentration relationship during the POP as the OES is implemented. A narrative description of the nature of the time-concentration (e.g., straight line, exponential, step function, etc.) should be provided including the technical rationale or logic for the selection of the model (i.e., rationale for the depiction).
Performance Objective
A contractually-required status, condition, endpoint, or requirement that must be satisfied to earn Air Force approval of contractor performance at a specified time in the PBR contract, or at a minimum at the end of the PoP.
Performance Standard
The condition that must be satisfied for AFCEC to accept that a performance objective has been met.
Post-POP Life-Cycle Cost
An estimate of post-POP costs based on proposed activities, activity duration, and assumptions from completion of the final performance objective or contract completion (whichever comes first) through Contractor’s projected Site Closeout date (or 30 years for sites with indefinite closeout dates).
Remedial Action (RA)
Actions consistent with a permanent remedy taken instead of, or in addition to, a removal action in the event of a release or threatened release of a hazardous substance into the environment, to prevent or minimize the release of hazardous substances so that they do not migrate to cause substantial danger to present or future public health or welfare or the environment.
Remedial Action -Construction (RA-C)
A DoD term to define the period of time that a response action is being implemented, but is not yet operating as designed. At the end of this phase of work, a remedy is in place.
Remedial Action Objectives (RAO)
Remedial Action Objectives define the end goal of remedial activities such as the regulatory standard to be achieved, risk management approach implemented, or land use controls utilized. RAO should not be confused with Remedial Action-Operation.
Remedial Action -Operation (RA-O)
A DoD term to define the period of time that a selected remedy must operate before achieving remedial action objectives. It is the activity or process of implementing a selected remedy following RIP and preceding RC. At the end of this phase of work, the response is complete. The processes and monitoring in this phase of work are primary targets of optimization.
Remedy in Place (RIP)
Designation that a final remedial action has been constructed and implemented and is operating properly and successfully. An example of a remedy in place is a pump-and-treat system that is installed, operating as designed, and will continue to operate until cleanup levels specified in the decision document (if regulatory structure(s) require a DD for the site) have been attained. Because operation of the remedy is ongoing, the site cannot be considered RC. For some sites, achieving RIP may not require any active remediation activities but would require USAF approval that the remedy is operating properly and successfully (e.g. MNA). RA-O may only occur after RIP is achieved and ceases upon achievement of RC.
Response Complete (RC)
A milestone reached when the final remedy has achieved remedial action objectives specified in the decision document (if regulatory structure(s) require a DD for the site. Signifies that DoD has completed the RIP and the required RAOs have achieved the cleanup objectives. If there is no RA-O phase, then the RA-C end date will also be the RC date. LTM may only occur after RC is achieved.
Site Closeout (SC)
Site Closeout signifies when the USAF has completed all active management and monitoring at an environmental cleanup site, no additional environmental cleanup funds will be expended at the site and the USAF has obtained regulatory concurrence. Site Closeout occurs when cleanup goals have been achieved in accordance with the final DD (if regulatory structure(s) require a DD for the site) that allow unrestricted use of the property (i.e., no further LTM, including institutional controls, is required) by both the regulator or Air Force and that all site decommissioning has been completed. Achieving Site Closeout may include, but not be limited to, the dismantling, removal, recycling, reclamation and/or disposal of all remedial activity systems and ancillary equipment above and underground to return the site to its natural state, well abandonment, and site restoration in accordance with Base and regulatory requirements. Note: Regulatory concurrence may include variations such as “no further active remediation”, “regulatory closure with restrictions”, “conditional site closure” or other functional equivalents. These variations would involve requirements for LTM and would therefore not allow for unrestricted use, and as such is not SC.
Service Performance Objective (SPO)
A Service Summary table objective that describes specific goals and thresholds that will be included in the Quality Assurance Surveillance Plan.
Stretch Goal
Proposed performance objectives beyond the Minimum Performance Objectives (MPO) specified in Table 1 of the SOO are called stretch goals. This term applies only to Table 1 sites where the Government's specified MPO is other than SC. Upon acceptance, the selected offeror’s stretch goals (including the proposed schedules for achieving those goals), become the awarded performance objectives.
Sustainability
As defined by the UN World Summit in 2005 recognized the key elements of sustainability to include environmental, social, and economic considerations. The USAF defines sustainability, in so far as the ERA program to be the practice of considering all environmental effects of remedy implementation and operation, incorporating options to minimize the environmental footprint of a cleanup. The key elements of green and sustainable remediation include energy use for treatment systems; water use/impacts on water resources; material consumption/waste generation; impacts on land and ecosystem; and air emissions.
