ORS-5 Launch Services Request for Proposal (RFP) FA8818-15-R-0003

1. Attachment 2 - TRD Ref 2.2.2.3.6 (a): Please explain the need for Class 10,000 cleanliness.

This requirement increases the complexity and cost. Would class 100K be compatible with the ORS-5 spacecraft?

A: Class 10K is the Government requirement.

2. Attachment 1 - PWS Ref 9.1: Please explain the need for a 120 day delay period. Would a

45-day delay period be acceptable?

A: The 120 day delay period is the Government requirement.

3. Regarding the CDRL A007 (Integrated Master Schedule), Block 14 states that “the IMS shall be submitted in Microsoft Project 2007 or 2010…or other professional project scheduling tool…”. Can you please clarify if Microsoft Project 2003 is appropriate software?

A: Yes, Microsoft Project 2003 is appropriate software.

4. Clarify that ORS-5 Launch Service program is not a classified program, and that the requirements in the DD254 attachment 1 and 2 are specifically for COMSEC operations at the field site.

A: The DD254 has been revised to clarify the security requirements of the ORS-5 Launch Service contract. (See updated Attachment 6, DD 254 Version 1, dated 24 Apr 2015)

5. In the Attachment 7 – Instructions to the Offerors, Paragraph 5 (Proposal Content) requires that “In the event that subcontractors are proposed as being involved in conducting this work, their relationships during the effort shall be explained and their proposed contributions to the work shall be identified and integrated into each part of the proposal, as appropriate”.

Can you please define “subcontractors”? Is there a dollar or percent of effort threshold that would cause a supplier to be considered a subcontractor, or is this requirement meant for subcontract employees?

A: In the context of this sentence, “subcontractors” refer to those entities that directly contribute to the execution of the launch service.

6. Regarding the required shock spectrum per section 2.2.2.3.3 of the ORS-5 Launch Service TRD (Attachment 2 to FA8818-15-R-0003). The currently listed shock spectrum from section 2.2.2.3.3 is shown below:

Is it acceptable to change the location of the second break point of the required shock spectrum from [1850Hz, 1750g] to [900Hz, 1750g]?

A: Yes, it is acceptable to change the location of the second break point of the required shock spectrum to 900Hz, 1750g’s. (See updated Attachment 2, TRD Version 1, dated 24 April 2015)

Is it acceptable to show the required shock between 51Hz and 100Hz is covered by analyses as is typical industry practice for frequencies below 100Hz?

A: Yes
