1.)
Q: Clarification for maintenance around the trees on site.
A: Weeds should be eradicated around the trees. There is no mulching requirement, existing mulch rings should be left “as is”, with only the weeds removed.
2.)
Q: Clarification for the use of fertilizer.
A: There are no requirements for fertilizer other than those called out in the performance work statement. If the contractor chooses to provide fertilizer in additional areas on the improved grounds it will be at no additional cost to the government. MSDS sheets for fertilizer composition must be approved AFRL/RIOCV before use.
3.)
Q: What if the snow-plowing contractor and previous Lawn Maintenance contractor leave the site in poor condition after their spring clean-up? (Sand, debris, and Ruts on the improved grounds.)
A: A pre-performance site tour will be scheduled with the awarded contractor near the end of April 2008 to survey the conditions of the site before taking over the services 1 May 2008. The contractor responsible for damage, if any, will be required to reperform services before commencement of the new grounds maintenance contract.
4.)
Q: What are the “live” utility concerns for this contract?
A: Minimal; for the on-call tree removal item, AFRL/RIOC will coordinate and clearly mark all conflicts before the work is performed.
5.)
Q: Is there a requirement for weed removal between sidewalk expansion joints and in any pavement cracks?
A: Past experience on our site proves this requirement to be minimal, if needed it will be requested as part of the on-call additional clean-up item.
6.)
Q: The edging paragraph 1.1.2 needs clarification. Is edging “really” required for “all” sidewalks every other mowing? “There are miles of sidewalks on this site, and judging by the current contract dollar figures, and current site conditions it does not appear consistent, with the requirement?”
A: Edging should be performed on all sidewalks in the improved grounds at the beginning of each month (May-November) pursuant to paragraph 1.1.2 of the revised Performance Work Statement dated 20 Feb 08. The remainder of the requirement (vegetation eradication) can be performed by weed-whacking or other contractor preferred means, during every other mowing.
7.)
Q: Is fabric required in planting beds?
A: No
8.)
Q: Will storage of equipment be permitted on site?
A: No government furnished property provided as a part of this contract. Including but not limited to: storage areas for equipment/materials, utilities, restrooms.
9.)
Q: Will parking be provided on-site?
A: Parking will be provided to the awarded contractor, and coordinated through AFRL/RIOC or the security office.
10.)
Q: Will certified payrolls, be required as a part of this contract?
A: No, they will not be requested by AFRL/RIKO, unless we receive a protest or formal complaint. The Service Contract Act governs this contract and required wage rates will be clearly referenced. Please note the contracting representative, can request payroll material for this contract at any time for our records. If we believe a contractor is in violation of the SCA, the Department of Labor will be called upon to investigate.
11.)
Q: Can the contractor drive a water truck on the sidewalks in order to reach scrubs and flowers for watering?
A: No, the contractor must run hoses from the roadways and parking lots.
