FA8650-21-S-5002

AMENDMENT 04

Federal Agency Name: Air Force Research Laboratory, Materials & Manufacturing Directorate, Structural Materials Division (AFRL/RXC)

Broad Agency Announcement Title: Selection, Screening, Discovery, and Design of Alloys and Advanced Metals Processing Technologies (SDAMPT)

Broad Agency Announcement Type: Amendment 04

Broad Agency Announcement Number: FA8650-21-S-5002

This amendment provides answers to questions received by the Government through 28 May 2021, since the issuance of FA8650-21-S-5002.

Q-1. Is this pre-solicitation targeted toward any specific incumbent contractor or organization?

Answer to Q1: As stated in the BAA, Page 9, Section III, Part 1, “Eligible Offeror,” the Broad Agency Announcement (BAA) reads, “This is an unrestricted solicitation. Small businesses are encouraged to propose.” Therefore, the full and open effort is not targeted toward any specific incumbent or organization. The government welcomes all offers submitted by the 22 June 2021 deadline.

Q-2. Does the effort require onsite support personnel or can we provide offsite support or a mix?

Answer to Q2: As stated in Attachment 1, to the BAA “Basic IDIQ Statement of Objectives (SOO)”, page 4, section 5.3.1, one of the technical requirements is to "support and perform research activities at Wright-Patterson AFB, OH, throughout the period of performance, with occasional use of off-site facilities as coordinated with the technical effort managers and contract manager." Therefore, some on-site personnel are required but a mix of on-site and off-site personnel support can be proposed at the discretion of the offeror if, in the offeror's assessment, a mix of on-site and off-site personnel will be the best approach for meeting the technical requirements of the contract.

Q-3. Are single-university teams of PIs allowed to submit a proposal?

Answer to Q3: As stated in the BAA, Page 9, Section III, Part 2.c.ii., the Broad Agency Announcement (BAA) reads, “This is an unrestricted solicitation. Small businesses are encouraged to propose.” Moreover, there are no restrictions to proposing to this effort.

The government welcomes all entities who wish to propose to this effort.

Q-4. Can PIs be foreign citizens/permanent residents?

Answer to Q4: As stated in the BAA, Page 9, Section III, Part 5.a., “Foreign Participation,” the Broad Agency Announcement (BAA) reads, “Foreign participation at prime level is prohibited. The US Prime Contractor and/or Sub-Contractor may hire foreign nationals with prior FDO approval; however, foreign nationals will be limited to Public Domain information only. Public Domain information is defined as information that is releasable to the general public and sometimes referred to as open source material.”

Q-5. Is there any requirement of matching funds?

Answer to Q5: As stated in the BAA, Page 9, Section III, Part 2, “Cost Sharing or Matching,” the Broad Agency Announcement (BAA) reads, “Cost Sharing is not required.”
