About this file

This document provides an amendment to a Broad Agency Announcement solicitation from the Air Force Research Laboratory seeking proposals for the selection, screening, discovery and design of alloys and advanced metals processing technologies. The amendment answers two questions received by the Government. The first question clarified that the required Data Management Plan does not count against page limits for basic or task order proposals. The second question confirmed that resumes included as attachments do count against the overall 25 page limit for proposals.

FA8650-21-S-5002, AMENDMENT 02

VIRTUAL LAB PRESENTATION AND QUESTION & ANSWER FORUM

Federal Agency Name: Air Force Research Laboratory, Materials & Manufacturing Directorate, Structural Materials Division (AFRL/RXC)

Broad Agency Announcement Title: Selection, Screening, Discovery, and Design of Alloys and Advanced Metals Processing Technologies (SDAMPT)

Broad Agency Announcement Type: Amendment 02

Broad Agency Announcement Number: FA8650-21-S-5002

This amendment provides answers to questions received by the Government through 07 May 2021, since the issuance of FA8650-21-S-5002.

Q-1. A Data Management Plan of up to 3 pages is required. Is it part of the page count limit for the basic or task order? Or is it in addition to those?

Answer to Q1: As stated in the BAA, Page 5, Section I, Part 5.f, “Data Management Plan,” the Broad Agency Announcement (BAA) reads, “The Data Management Plan shall be submitted as a stand-alone document.” Therefore, the data management plan does not count in the basic or task order page limits.

Q-2. When it comes to resumes, when you say things such as resumes should be included as attachments does that mean they don’t count toward the page counts of 25 and 20? Or do they?

Answer to Q2: As stated in the BAA, Page 12, Section IV, Part 2.c.i.f., the Broad Agency Announcement (BAA) reads, “Pages shall be numbered starting with the cover page being Page 1, and the last page being no greater than Page 25. The page limitation covers all information including indices, photographs, foldouts (counted as 1 page for each 8.5 by 11 portion) tables, charts, appendices, attachments, resumes, etc.” The page limitation covers all information including resumes.
