There is inconsistent language throughout these sections. Please confirm that proposals are to be submitted via email as pdf files. Please confirm that hard copies and cds are not required to be submitted.
Proposals and modifications to proposals shall be submitted by electronic media (email only) to the address located in paragraph 2.6 of this document, Proposal Organization – includes hardcopy and 2 cds
Electronic Offers – For electronic copies, use separate files for each section to permit rapid location of all portions of the proposal, including sub-factor required plans, exhibits, annexes, and attachments, if any. The Offeror shall not submit CDs. The Electronic copies of the proposal shall be submitted in a PDF format.

paragraph 1.4.1.2 “Contractor personnel shall be a graduate of NSA
COMSEC
course (normally a three day course) within six months from their appointment date as a
COMSEC
Manager
(IAW NSA CSS Policy Manual No. 3-16, paragraph 16). Can the candidate attend the class after award and before the Period of Performance begins?
Attendance is required after contract award. The COMSEC Managers must attend the NSA COMSEC class within six months after appointment (after contract award). Attendance “before” the contract is awarded is not authorized.

There is no government estimate or historical data pertaining to overtime. Since each COMSEC action stands on its own the prospective bidder, based on their own previous
COMSEC
experience, is responsible for determining how they approach overtime in their proposal.
Line 9 of the SF-33 states “An electronic copy to the email address in block 7 is acceptable.”

No. The requirement for taking the NSA COMSEC course came from

Will the contractor be designated as falling under the Chief of Mission
(COM)?
No, but limited ICASS will be provided, the cost of which should be bid.
If so, I believe ICASS support is mandated under FAM (Dept. of State Foreign Affairs Manual).
Paragraph 1.5.6 was updated and added ICASS information.
PWS Will the contractor fall under a Status of Forces (SOFA or similar) agreement between the U.S. and the Emirate of Qatar?
No information pertaining to a SOFA with Qatar was found.
As these are unaccompanied positions, will R&R or EML travel be allowed, or can it be bid?
R&R and EML travel can be bid.
