STATEMENT OF OBJECTIVES
FOR
SABER SEED CALL: REPAIR TRUSSES & CORRECT FSD
Facility 10280

1.0 GENERAL: The contractor shall provide all supervision, labor, materials, equipment, and transportation to accomplish this project in accordance with this Statement of Work, project drawings, and the requirements contained in the original documents.
1.1. All work shall be done in a professional and craftsman-like manner.
1.2. Contractor must field verify all dimensions.
1.3. All materials shall be installed per manufacturer's recommendations unless specified otherwise. All materials shall be utilized within the manufacturers limitations and intended purposes.
1.4. The Contractor shall protect against construction debris, including dust, from entering non-project areas.
1.5. In the event of damages of any nature caused by this work due to improper protection, precaution or safety measures, such damages shall be repaired or such property shall be replaced by the Contractor at no cost to the Government. In the event the Contractor does not satisfactorily repair or replace such damage caused by the work of this contract, the Government will make the necessary corrections and the contractor shall reimburse the Government for inconveniences, labor, and materials involved.
1.6. It shall be the responsibility of the Contractor with assistance from base personnel to locate all existing utility lines in the field before starting excavation of any kind. The Contractor shall obtain a signed AF Form 103, Base Civil Engineering Work Clearance Request prior to excavating. Contractor shall notify Government SABER Representative 72 hours in advance to schedule an on-site clearance.
1.7. In order to prevent damage, all digging around utilities shall be done by hand.
1.8. All required utility outages shall be approved through Government SABER Representative, with no less than 14 days advanced notice.
1.9 Two separate base proposals with individual pricing are due for the following work: One (1) proposal shall be for work specifically related to ceiling tile replacement and fire suppression reconfiguration. One (1) proposal shall be for work associated with the structural repairs. The combined cost of the two separate proposals shall define the total base cost of the project. All other structural repairs not specified as the base proposal shall be considered options to the contract.
1.9.1 Structural proposals shall be separated by trusses. There shall be one (1) truss in the base proposal and four (4) other trusses as options within the overall proposal. There are five (5) total trusses identified for repairs. The attached drawing specifies each truss by number. Truss #1 shall be part of the base contract proposal. Each option shall be comprised of all work associated with repairing the structure along the truss. The Government may or may not award options.
2.0. PERFORMANCE PERIOD: 250 Days (includes all options)
2.1 LIQUIDATED DAMAGES: N/A
3.0 GENERAL SCOPE OF WORK:
3.1. HAZARDOUS MATERIAL:
3.1.1 No hazardous materials are anticipated.
3.2. DEMOLITION:
3.2.1 Remove only substantially broken/damaged ceiling tiles and grid from the specified area to be replaced with new.
3.3. CONSTRUCTION:
3.3.1 Provide and install new ceiling tiles (and grid as necessary) throughout the specified areas as a replacement of all damaged and missing ceiling tiles. Assume replacement of 215 ceiling tiles. Match existing in each area.
3.3.1.1 Contractor shall perform all ceiling tile work outside of regular working hours (after 1700h weekdays or weekends).
3.3.2 Repair /reinforce the structure as necessary to mitigate risk of roof collapse.
3.3.2.1 Evaluation and structural design shall be completed by a professional engineer. Provide professional engineer stamped design drawings for Government review.
3.3.2.2 Refer to attached drawing for structural repairs indicated to be on the base bid and each option.
3.3.3 Repair the cross brace between column rows 15 & 16. This repair shall be part of the base contract bid.
3.4. ELECTRICAL:
3.4.1 No electrical work anticipated.
3.5 PLUMBING:
3.5.1 Relocate sprinkler heads in specified storage area to provide ample coverage, complying with code.
3.6 HVAC:
3.6.1 No HVAC work anticipated.
3.7. FINISHES:
3.7.1 Match all repaired finishes in the area as closely as possible.
3.8 GENERAL CONDITIONS:
3.8.1 All utilities and finishes displaced by the process of truss/column structure repair shall be re-secured adequately for function upon completion of structural repairs.
3.8.2 Contractor shall be responsible for moving furniture as necessary to access structure for repairs. Upon completion of structural repairs, contractor shall replace existing furniture to its original location.
3.8.2.1 Contractor shall give notification of intent to displace occupants and furniture at least 14 days in advance of starting work.
4.0 CODES, REGULATIONS, AND PERMITS: All work shall be in accordance with the applicable codes and manufacturer's standards.
4.1. Air Force Occupational Safety and Health Administration Standards (AFOSH).
4.2. USAF / AFMC / Wright-Patterson Regulations including but not limited to the WPAFB Base Facility Standard (BFS), UFCs, UFC 3-600-01, AFIs etc.
4.3. OSHA 1910 Standards.
4.4. National Safety Council Data Sheets.
4.5. The Ohio Environmental Protection Agency (EPA).
4.6. Regional Air Pollution Control Regulation (RAPCA).
4.7. National Electric Code (NEC).
5.0 DRAWINGS, SPECIFICATIONS, AND SUBMITTALS:
5.1 Drawings shall be submitted by the contractor, which will indicate to the Government that the Contractor has a full and complete understanding of the construction requirements and that adequate engineering has been done to meet the project requirements. As a minimum drawings submitted shall include;
5.1.1. Proposed scaled civil, structural, architectural, mechanical, and electrical drawings showing design and details.
5.1.2. As-built record drawings upon project completion.
5.1.3. All work shall be in compliance with SABER Contract Specifications.
5.1.4. Contractor shall submit for approval technical data for all equipment.
5.1.5. Contractor shall submit for approval color boards, texture/pattern samples, and style /design literature or product brochures for all finish materials.
5.2 Air Force form 1354 is required upon project completion (work order numbers are 30092 & 31985).
5.3 Waste Diversion and associated submittal(s) is required.
5.4 Ozone Depleting Substances/Refrigerants removed from existing equipment or added to existing or new equipment must be documented and submitted via a complete Form 1471. See WPAFB spec 02 09 10 for more info.
6.0. SPECIAL CONDITIONS AND/OR INSTRUCTIONS:
6.1. The Contractor shall remove all debris and refuse from jobsite on a daily basis.
6.2.1. The WPAFB recycling center will be utilized for this project and associated waste diversion reporting is required.
6.2. The Contractor shall barricade and post the work area to restrict non-project related personnel traffic.
6.3. The contractor shall conduct his work in such a manner that it would not inhibit or cease operations being conducted in and around the project area without the written approval from the contracting officer.
6.4. Prior to welding or the use of any flame apparatus, a clearance shall be obtained from the Fire Inspector. Notification to the Fire Inspector for a clearance requires the request be made at a minimum of 24 hours in advance of the desired "hot" work.
6.5. Contractor shall be in compliance with all applicable safety and security requirements.
6.6. Changes to this contract shall be allowed only by the Contracting Officer.
