STATEMENT OF OBJECTIVES
FOR
Repair Restrooms F/20434 Seed Call Facility 20434
WRIGHT-PATTERSON AIR FORCE BASE, OHIO
PROJECT NUMBER: # 04-1994R
16 April 2010 1.0 GENERAL: The contractor shall provide all supervision, labor, materials, equipment, and transportation to accomplish this project in accordance with this Statement of Work, project drawings, and the requirements contained in the original documents.
1.1.
All work shall be done in a professional and craftsman-like manner.
1.2.
Contractor must field verify all dimensions.
1.3.
All materials shall be installed per manufacturer's recommendations unless specified otherwise. All materials shall be utilized within the manufacturers limitations and intended purposes.
1.4.
The Contractor shall protect against construction debris, including dust, from entering non-project areas.
1.5.
In the event of damages of any nature caused by this work due to improper protection, precaution or safety measures, such damages shall be repaired or such property shall be replaced by the Contractor at no cost to the Government. In the event the Contractor does not satisfactorily repair or replace such damage caused by the work of this contract, the Government will make the necessary corrections and the contractor shall reimburse the Government for inconveniences, labor, and materials involved.
1.6.
It shall be the responsibility of the Contractor with assistance from base personnel to locate all existing utility lines in the field before starting excavation of any kind. The Contractor shall obtain a signed AF Form 103, Base Civil Engineering Work Clearance Request prior to excavating. Contractor shall notify Government SABER Representative 72 hours in advance to schedule an on-site clearance.
1.7.
In order to prevent damage, all digging around utilities shall be done by hand.
1.8.
All required utility outages shall be approved through Government SABER Representative, with no less than 7 days advanced notice.
2.0. PERFORMANCE PERIOD: 120 Days
2.1
LIQUIDATED DAMAGES: N/A
3.0 GENERAL SCOPE OF WORK: This project is for the renovation of two restrooms on the 1st floor, building 20434. Restrooms are to be totally renovated and built to meet ADA requirements. Restrooms are to include: Men – 2 toilets (1 ADA), 2 urinals, 2 sinks w/mirrors, 1 janitors sink w /storage closet. Women – 2 toilets (1 ADA), 1 sink w/mirror. Also include a full length mirror in each restroom.
3.1.
HAZARDOUS MATERIAL: Contractor shall remove all asbestos floor tiles, asbestos pipe insulation if present and lead paint as required for new construction.
3.2.
DEMOLITION: Contractor shall remove all existing floor and wall coverings, ceilings and grid, electrical fixtures, plumbing fixtures, demolition of chase walls to allow for the removal of existing supply lines, waste drains and vents.
3.3.
STRUCTURAL: Contractor shall provide any modifications to existing walls and new chase walls as required, concealing new supply and waste lines.
3.4 MECHANICAL: Contractor shall provide new plumbing fixtures, supply lines, waste and drain piping. The contractor will be responsible to make sure the waste line is clear of obstruction from the point of exit in the building to the sewer main. Clean and make necessary repairs to existing exhaust system to improve restroom ventilation.
3.5 ELECTRICAL: Contractor shall provide new fluorescent light fixtures and required wiring and receptacles. Remove exposed conduit and conceal in the walls. If unable to conceal the new wiring, the contractor shall provide wire-mold in place of the exposed conduit.
3.6 FINISHES: The contractor shall provide new ceilings, new wall and floor tile, toilet partitions, mirrors, towel and soap dispensers, repair and paint walls, doors, frames and trim as required.
4.0 CODES, REGULATIONS, AND PERMITS: All work shall be in accordance with the applicable codes and manufacturer's standards.
4.1.
Air Force Occupational Safety and Health Administration Standards (AFOSH).
4.2.
Applicable USAF / AFMC / Wright-Patterson Regulations.
4.3.
OSHA 1910 Standards.
4.4.
National Safety Council Data Sheets.
4.5.
The Ohio Environmental Protection Agency (EPA).
4.6.
Regional Air Pollution Control Regulation (RAPCA).
4.7.
National Electric Code (NEC).
4.8 Ohio Plumbing Code.
5.0 DRAWINGS, SPECIFICATIONS, AND SUBMITTALS:
5.1 Drawings shall be submitted by the contractor, which will indicate to the Government that the Contractor has a full and complete understanding of the construction requirements and that adequate engineering has been done to meet the project requirements. As a minimum drawings submitted shall include;
5.1.1.
Proposed scaled civil, architectural, mechanical, and electrical drawings showing design and details.
5.1.2.
As-built record drawings upon project completion.
5.1.3.
All work shall be in compliance with SABER Contract Specifications.
5.1.4.
Contractor shall submit for approval technical data for all equipment.
5.1.5.
Contractor shall submit for approval color boards, texture/pattern samples, and style /design literature or product brochures for all finish materials.
6.0. SPECIAL CONDITIONS AND/OR INSTRUCTIONS:
6.1.
The Contractor shall remove all debris and refuse from jobsite on a daily basis.
6.2.
The Contractor shall barricade and post the work area to restrict non-project related personnel traffic.
6.3.
The contractor shall conduct his work in such a manner that it would not inhibit or cease operations being conducted in and around the project area without the written approval from the contracting officer.
6.4.
Prior to welding or the use of any flame apparatus, a clearance shall be obtained from the Fire Inspector. Notification to the Fire Inspector for a clearance requires the request be made at a minimum of 24 hours in advance of the desired "hot" work.
6.5.
Contractor shall be in compliance with all applicable safety and security requirements.
6.6. Changes to this contract shall be allowed only by the Contracting Officer.
