RFI’s/Questions & Responses

RFI 013

QUESTION

Attachment 1, 3.1, second paragraph: “The Contractor shall complete the design and drawings to a point where the architectural, civil, structural, mechanical, and electrical drawings clearly indicate the proposed method of accomplishing the work, and annotate the description, size, and location of each item listed in the detailed cost proposal.”

It’s our interpretation that this statement is asking us to clearly identify what we are proposing thru our RS Means price proposal and that it is not asking us to cross reference our price proposal line items by including the line item numbers or description on the drawing submittal, is this interpretation correct?

RESPONSE

The drawings should explain everything that is be constructed within the project. Which includes dimensions, size and location. The drawings are not a cross reference for RS Means. The drawings should be self explanatory and a RS Means estimator should be able to construct an estimate with these drawings.

RFI 014

QUESTION

The General Scope of Work states that the restrooms are to be ADA compliant. Pushing the north wall into the office space to the south edge of the window will barely yield enough space to provide 2 water closets and 2 sinks in each of the men’s and women’s restrooms and there isn’t enough space for the 5’ diameter turning circle in either one. Would it be acceptable to extend the north wall another two feet into the office space which would partial block the window?

RESPONSE

We basically are asking for a design that meets code, ADA compliant, and uses the space efficiently. Remember that the number of users in this facility is 35 men and 10 women.

RFI 015

QUESTION

In order to provide more space in the restrooms, is it permissible to reduce the width of the corridor from 4’‐0” as shown on the provided sketch, to code minimum 3’‐8”?

RESPONSE

This design needs to meet all code requirements.

RFI 016

QUESTION

Attachment 1 Section 3 lists on‐site personnel as CM, QCM and Superintendent; throughout the RFP there are references to additional personnel that are required to support this contract, can all other support staff reside in a remote office? Are the CM, PS and QCM to be full time on the site?

RESPONSE

When a contractor is awarded the Saber Contract, that contractor must provide enough personnel to operate & maintain oversite on all the projects.

RFI 017

QUESTION

Attachment 1 Section 3.1 states that the Contract Manager is to have either a bachelor’s degree in engineering or in architecture. Design work on individual task orders will be performed by our A/E firm with qualified personnel, under the direction of the Contract Manager. The Contract Manager’s primary role will be to manage the overall SABER program and negotiate delivery order pricing with their government counterpart. This being said, will a 4 year construction management degree with substantial experience be acceptable in lieu of an engineering or architectural degree for the contract manager?

RESPONSE

The contract manager must have a bachelor's degree in engineering or architecture. He is still overseeing project design in his position.

QUESTION

Please confirm that since non pre-priced items’ prices are based on actual local costs, neither the coefficient nor the Dayton, OH City Cost Index will be applied to the non pre-priced items.

RESPONSE

The non-priced items are not based on "Local costs". These items are based on real cost and agreed upon between the contractor, contracting & civil engineering.

RFI 019

QUESTION

How many copies of color boards and/or samples should be submitted for the demonstration project?

RESPONSE

After award, when submittals are provided with samples or color boards, one sample or color board is sufficient. We ask for four copies of drawings, MSDS's and manufacturer's information.

RFI 020

Question #1

Reference Column Line 5: existing conditions indicate framed chase at wall separating Men’s Restroom and office area. Did GOV add this chase to house relocated hot and cold water risers?

RESPONSE

The drawings indicate a framed chase between the men's restroom and the office area? These drawings are old and the design manager is no longer around. Our guess is this was set-up as a chase for utilities. Whether for the restrooms or future we’re not sure...

Question #2

Is the dark room still in use and / or does space still require hot water source?

RESPONSE

The government would like the contractor to isolate the restrooms from the facility before construction continues. The customer utility requirements for the facility are assumed to continue as existing

Question #3

Will GOV relocate existing FFE; does facility currently provide SIRPnet connectivity at plan second floor?

RESPONSE

Before the restroom project goes into construction, the government will relocate the tenant in the 1st cubicle adjacent the restrooms. The system furniture and government equipment will be removed by the government prior to construction. SIPRnet should not affect this project.

RFI 021

Question #1

The existing bathrooms will be completely demolished during construction. The provided as-built drawings for Building 20434 indicate no other restrooms in the building. Is the contractor to provide temporary restroom facilities for the occupants during construction?

RESPONSE

The contractor does not have to provide temporary restrooms facilities during construction. The government will address the lack of restroom facilities with the user during construction

Question #2

The new bathrooms will require ADA compliant fire warning devices. Will the existing FACP accommodate the new devices?

RESPONSE

The new restroom requires ADA compliant fire warning devices and lets assume the existing panel has enough space to accommodate these components.

RFI 022

QUESTION

On the seed project, can we encroach into the space to the north of restrooms? The second part of the question: Please define the north/south dimension for the space allowed to be used for the renovation requirements?

RESPONSE

The question is being asked about space available to the north & south of the restrooms. The government is asking for a design that works best for that area which includes north, south and west. (east is exterior of the building) Build the restrooms to meet code and requirements. But remember a hallway needs to be included from the south staircase thru to the office area.

RFI 023

QUESTION

1. For the seed project, should designs be submitted as PDF documents or CADD documents?

Answer: The government will accept PDF documents for the seed project. But if you win the contract, final revised drawings will need to come in as CADD files.

2. Are 11 X 17 pages acceptable for submission of seed project drawings?

Answer: Seed drawings can be sent as 11"x 17" pages. Just make sure we receive a disk with the drawings on it.

3. On future task orders, will HazMat surveys be furnished to the contractor, or will the contractor be required to perform these surveys? If the contractor is required to perform HazMat surveys on individual task orders, will the cost of these surveys be reimbursed as line item costs or are the costs to be included as an engineering fee which the Statement of Work 11.1.7.2 requires to be included in the coefficient?

Answer: Hazmat surveys are furnished on most projects by the contractor (sometimes government has prior data). The survey cost should be included in your proposal as an engineering fee.

4. Will the facility be occupied while the seed project work is being performed?

Answer: The facility will be occupied during the restroom construction. Restroom area will be vacated.

5. Will a HazMat survey be provided for the seed project?

Answer: A hazmat survey will not be provided by the government for the seed project.

6. Will the ADA ABA requirement apply only to the new work related to the toilet room modifications or will it apply to the entire building including access to the new toilet facilities from all occupied building floors and spaces?

Answer: The contractor is only responsible for ADA compliance to the restroom area.

7. Will the contractor be allowed to leave-in-place and re-use existing mechanical piping and electrical conduit and conductors or must they be replaced back to their source?

Answer: If the contractor is able to use any of the existing utilities or conditions, this helps save on costs and is beneficial to the government.

8. Is the addition of cathodic protection required for either the water or the sanitary sewer service lines?

Answer: Assume that cathodic protection for the seed project is not required.

9. A “solution” plan was provided at the site visit which does not provide the same plumbing fixture count as that required by the Statement of Objectives (3.0). Which shall take precedence?

Answer: The design provided at the seed walk was for "concept only". The Statement of Objectives is the Requirement. Design the restroom to provide for an adequate number of fixtures assuming 10 women and 35 men occupy the facility.

10. If the Statement of Objectives plumbing fixture count takes precedence over the plan provided at the site visit, a solution which complies with ADA ABA standards will require much more floor space be taken from the office cubical area to accommodate the additional fixtures. Will this be acceptable? The “solution” plan provided already encroaches into this area. A plan providing the fixture counts noted on the Statement of Objectives will require additional space to be taken.

Answer: The seed project provided a statement of "objective". The contractor will provide a statement of "work" back to the government. Design the restroom to provide for an adequate number of fixtures assuming 10 women and 35 men occupy the facility.

11. In order to make the bathrooms ADA ABA compliant, the existing office cubicle space will have to be reduced to accommodate the location of the new men’s room wall. What is the extent of responsibility to the contractor for any systems furniture work, new finishes and new mechanical/electrical work in the office area?

Answer: Before the construction of the restrooms begin, the cubicle in the front office will be removed for the additional space needed for restroom construction. Any finishes that are modified to the front lobby need to be repaired to match existing with the restroom project.

12. Base Facility Standards require an accessible chase that is 4 feet wide minimum if wall hung water closets are used. Floor mounted water closets require larger toilet stalls to comply with ADA ABA standards. Will the Base Facility Standards for the chase size be enforced if wall mounted water closets are used?

Answer: Follow base facility standards on the seed project

13. The Statement of Objectives requires a janitor sink with storage closet. However, the “solution” plan distributed at the site visit shows the existing janitor’s sink being demolished and not replaced. Is there a desired new location for the janitor’s closet after the ADA bathroom renovation?

Answer: The janitor's closet will be removed and not replaced with this contract. SOO (Attachment 4, Section J) revised Accordingly.

14. The Base Facility Standard addresses restroom floor finishes and general ceiling finishes. What is the required wall construction and what is the required wall finish for the new toilet rooms?

Answer: The restroom walls are generally 4x4 tile 75" high and painted from tile to ceiling.

15. Are vanity tops required in both new bathrooms or are wall hung sinks the desired fixture type?

Answer: Wall hung sinks are recommended for the seed project.
