Will the Government provide documentation on the extent of Hazardous Material that is present?
RESPONSE
Assume the painted areas to be lead paint because they are several years old. The floor tile inside the restrooms is 9"x 9" tile which usually means an "asbestos make" and we have nothing on the mastic.

QUESTION
Subfactor 1: Element 1-1 a, page 58 of 73. The RFP lists key staff positions to include Contract Manager (CM), project engineer, project design, quality control, site superintendent/inspector, subcontractor purchasing and administration but in the solicitation Statement of Work section3.1 Contractor Personnel lists Contract Manager (3.1.1), Quality Control Manager(3.1.2), Project Superintendent (3.1.3), Environmental Manager (3.1.4), Design/Drafting (3.1.5.1) and Estimating/Negotiating(3.1.5.2). Would the Air Force please advise which key personnel they wish to see identified in subfactor 1?
RESPONSE
Contract Manager (3.1.1), Quality Control Manager(3.1.2), Project Superintendent (3.1.3), Environmental Manager (3.1.4), Design/Drafting (3.1.5.1) and Estimating/Negotiating(3.1.5.2) are the key personnel to be identified.

QUESTION
Reference SOW, page 13-14, 12.1:
Statement: Contractor shall provide the estimating software, licenses, training requirements and all current updates………..
Question: The standard training from e4Clicks is two days. Is this acceptable?
Question: Is the training only at the beginning of the contract or is it an annual requirement?
Question: For estimating purposes, how many government personnel will attend the training?
Reference SOW, page 13-14, 12.1:
Statement: e4Clicks is available in three versions: Basic, Pro and Premier.
Question: Are we correct in assuming the “Basic” is the correct version to be furnished for Government use?
Reference SOW, page 13-14, 12.1:
Statement: The software will be required to be installed on two (2) servers and be operational within twenty-one (21) days after contract award>
Question: Are we correct in assuming that we are providing no hardware to the Government?
RESPONSE
The standard training for E-4 Clicks is two 8 hour days
The computer training is to be provided only at the beginning of the contract.
The computer training is for 14 individuals.
The government requires the contractor to provide e4clicks Basic or Professional Project Engineer.
The software will be required to be installed on two servers and operational in 21 days is correct. The contractor "is not" responsible for providing hardware.

QUESTION
Reference SOW, page 14, 12.4 and page 10, 11.1.4:
Statement: The Custom Price Book is a pre-priced line item book that allows the addition of line items not included in the RS Means Price Book (UPB). We are also supposed to provide twelve copies of the CPB annually. Since this CPB is created by compiling non-priced items and since NPP items usually make up a small fraction of the estimates, the designation “book” (compared to the Means UPB) is confusing.
Question: Is the CPB simply a spreadsheet put into a book format used to track NPP items that can later be drawn from and used as pre-priced?
RESPONSE
The custom price book is a spreadsheet that is generated during the contract if needed. Generally all items or equivalents are found in the unit price book. For example the CPB was used ina prior contract for environmental line items that RS Means did not address. Actual field costs were collected and a cost spread sheet was generated & agreed upon.

QUESTION:
Reference SOW, page 13, 11.2.4 Project Total Bare Cost: Can you please confirm that we are to use the Means “Total Bare Cost” column when analyzing the value of the unit price book and not the far right “Total Incl O&P” column?
RESPONSE:
Yes, the contractor is to provide total bare cost. (Coefficient & Locality still applied)
RFI 007
QUESTION
Reference SOW, pg 11 Para 11.7.2 states, “The coefficients shall include all costs not covered in the UPB line items, or not allowed, (such as Division 1 – General Requirements) in the RS MEANS.” There are elements of cost in Division 1 which are intended by RS Means to be added to the cost estimate where they are not included (see RS Means Reference Table R015433-10) in the UPB line items, (specifically Sec 01 54 36 Equipment Mobilization). Will these direct cost elements be allowed in preparing the estimate?
RESPONSE
Yes, these elements can be applied if line items are believed to be valid. Generally these items are agreed upon between the contractor, contracting and Civil Engineering.

QUESTION
The Statement of Work Pg 16, Para 16.2.1 Drawings Requires “All drawings shall bear a standard Government Furnished title block. Will the government make available a CADD file with the desired standard title block for use with the Seed Project proposal?
RESPONSE
Please use the PDF file titled: Government Title Block.

QUESTION
RFP Part II – Technical Proposal/Mission Capability, Sub-Factor 1: Program Management, it is stated in Element 1-4 (g) that the offeror is to “specify the number of subcontractors to be lined up for each major functional discipline” and to also “include indications of each subcontractor’s level of experience and quality of work.” On a typical IDIQ contract we work with 200 to 300 different subcontractors in a variety of disciplines. With the 45-page restriction for the Technical Proposal, is it the government’s intention for offerors to provide a comprehensive list of subcontractors we intend to use, which would cut significantly into the page restrictions? Please clarify the government’s intent for this requirement and how offerors are to respond.
RESPONSE
The government is looking for a Program Management Plan that list sub-contractors for some of the major divisions (electrical, mechanical, environmental, etc.) Reference subs that you commonly deal with and would expect to work with if you were awarded the contract.

QUESTION
Reference SOW, page 4, Paragraph 1.2 and page 15, Paragraph 14.0: Statement: Paragraph 1.2 states 30 days for contract startup and Paragraph 14.0 states 21 days. Is contract startup 30 or 21 days?
RESPONSE
Contract startup is 30 calendar days.

QUESTION
Reference SOW, page 7, Paragraph 14.0:
1. Can the Contract Manager also be the site Safety Manager?
2. Can the QCM also be the site Safety Manager?
3. Can the Environmental Manager be a part-time position
RESPONSE
Individuals can be capable of working multiple positions. This needs to be explained in the management plan and how they are going to achieve multiple tasking.

QUESTION
Please clarify the fixture count and utility lavatory requirements for this project. The initial scope of work (dated 16 April 2010) requires “Men —2 toilets (1 ADA), 2 urinals, 2 sinks w/mirrors, I janitors sink w /storage closet. Women —2 toilets (1 ADA), I sink w/mirror.” However, the plan distributed at the walk through on 01/05/11 shows the following:
Men: one (1) water closet, one (1) urinal, two (2) lavs
Women: two (2) water closets, two (2) lavs
No utility sink is shown.
RESPONSE
The drawing that was distributed at the job walk was just a concept drawing. We tried to explain to individuals that this was just a early concept and incomplete. The contractor needs to bid to the statement of work.
QUESTION 1
RFP pg 60, Past Performance, Item 3.b. Do offerors need to submit past performance information for major/critical subcontractors in our proposals, in addition to the past performance citations already provided by the prime and/or teaming partners?
If the answer to Question 1 is yes, please clarify how many contracts will need to be submitted for each major/critical subcontractor.
RESPONSE:
Submission of Past Performance information for major/critical subcontractors is not required in addition to the past performance citations already provided by the prime and/or teaming partners. However, offerors may submit subcontractors past performance if they desire. If submitted, these projects are still subject to 5 references within past 3 years, as specified in the solicitation.
QUESTION 2
Because the proposal due date is January 18th and the day before is Martin Luther King Day, would you consider extending the due date to January 19th? This would allow us to ship (FEDEX) on Saturday to ensure you receive on time. If this is not satisfactory, would you consider a validated shipping receipt showing overnight delivery from FedEx as proof for timely submission?
RESPONSE
At this time, the date for receipt of proposals will not be changed. A validated shipping receipt is not an acceptable as proof of a timely submission.
QUESTION 3
Typing shall not be less than 12 pitch, Page 61 of 73. Size of fonts used for typeface in current word processing programs are expressed in points versus pitch. Would the government modify this requirement to address font size in points using a minimum of 10 point font which is close to a measurement of 12 pitch?
RESPONSE:
Typing shall not be less than size 10 font.
QUESTION 4
Designation of Point Size for Use in Tables, Organization Charts and Other Graphics. Use of large text type font (i.e. 10 point) in graphic presentation such as organization charts, tables, and drawings is too large and causes significant wrapping in cells wasting valuable space. Most DoD procurements allow a smaller font in graphics. Would the Air Force consider use of a smaller font in organization charts, tables, and diagrams only such as a 9 pt font which is the industry standard?
RESPONSE:
Size 9 font is acceptable for organizational charts, tables and diagrams.
QUESTION 5
PKOCL-002 Proposal Format, Page 55 of 73. The response calls for three (3) separate parts (Part I, Part II, Part III). Would the Air Force like the three parts to be included in the same proposal binder?
RESPONSE:
The offeror shall submit an original and three (3) copies of their proposal with each part clearly labeled in separate bindings. An electronic copy shall be submitted as well.
QUESTION 6
“Submitting Electronic Proposals” states “Do NOT submit any documents in PDF format that are copied as images.” Since pages requiring original, wet signatures would have to be scanned in as an image, please provide clarification as to whether pages with original signatures (such as the bid bond and SF1442) should be left out of the electronic copy.
RESPONSE:
For those few areas where signatures are required, scan on low resolution just the few signature pages required for submission. All other pages should not be scanned.
QUESTION 7
Please clarify the electronic submittal requirement (Section L, PKOC L-002, pg. 55 of 73). Is the requirement to submit one CD containing all three proposal parts (Price, Technical, and Past Performance), or is the requirement to submit three CDs each containing one proposal part (i.e., one CD containing the Price Proposal, one CD containing the Technical Proposal, and one CD containing the Pat Performance Proposal)?
RESPONSE:
It is preferred that each Proposal Part be submitted on a separate CD.
QUESTION 8
Please clarify whether Sections L and M should be included after sections A through K as part of the Price Proposal, or if the Mandatory Submission requirements are intended to be packaged separately from the Price Proposal.
RESPONSE:
Sections A through M shall be submitted as a part of the price proposal. Refer to the amended solicitation.
QUESTION 9
In order to provide the Government with complete information about our joint venture, may we provide a brief introduction, possibly one page, in addition to the five, two-page contracts?
RESPONSE:
YES, this is acceptable.
QUESTION 10
Is the government’s intention to require the contractor to organize his staff such that the Contract Manager (CM) must be the person holding the required design credentials or can those credentials be held by another person on the staff who is focused on project design rather than overall management of the contract?
RESPONSE:
The SABER contractor may have more than one (1) employee with a professional degree. The Contract Manager (CM) is required to hold a professional degree per the SOW.
QUESTION 11
Reference SF 1442, Note 3: With the question submission deadline NLT Jan 3, 2011 and the site visit Jan 5, 2011, if questions arise as a result of the site visit, will the offeror be able ask additional questions; and will they be answered?
RESPONSE
Questions which arise as a result of the Site Visit may be asked. The Government will make every effort to answer questions.
QUESTION 12
Reference RFP, Section L, page 55, PKOC L001, paragraph 4: Do we submit Sections B-M in their entirety; or just Sections A-K as stated on page 57 (c)?
RESPONSE
Sections A through M shall be submitted.

Reference RFP, Section L, page 58, Paragraph 2, Part II: Because of the number of key personnel and subsequent resume content requirement, would you re-consider including resumes as part of the 45-page limitation?

The 45 page limitation will not be increased.

Please clarify what is not part of the 45-page limitation; i.e. cover letter, table of contents etc.

Title Page/ Table of Contents are excluded from the 45 page limitation.

Reference RFP, Section L, page 60, Paragraph 3, Part III: What is the page limitation for Part III?
RESPONSE
Limited to no more than two (2) pages per contract listed.
QUESTION 17
If it is only a max of 10pages (2/contract), will you consider adding up to 5 pages for an introduction, organizational change structure, and quality statements?
RESPONSE
The page limit applies only to contract references provided. All other information not pertaining to contract references is considered supplemental and not subject to the page limitation.

Reference RFP, Section M, page 70, paragraph D:Will you be evaluating Past Performance IAW FAR 15.305 (a), (2), (iii)?
RESPONSE
Past Performance will be evaluated in accordance with Section M.

These are not weighted, they are rated on a pass/fail basis. Reference PKOC M-002, paragraph B.
QUESTION 20
Reference Section L, PKOC L-002, E. 1. Part I – Price Proposal, (h) Historical Task Order Data:
Since coefficients do not reveal any labor mix, overhead rate, bonding cost or confidential financial information, can the Government provide the coefficients that were being used on FA8601-07-D-0008 SABER contract and for the current SABER contract FA8601-D-10-0009?
RESPONSE
This is proprietary information and therefore not releasable.
QUESTION 21
Is it the responsibility of the offeror to send the above-referenced hard copy questionnaires to the points of contact listed for each of the relevant contracts provided in the proposal, or are these questionnaires documents that the Government will send to select past performance sources?
RESPONSE
The Government will send the questionnaires.
QUESTION 22
The RFP (page 56) stated that offerors must use the past performance information tool (PPI Tool) for their electronic proposal submittal of relevant past performance contract information, and that hard copies generated from this tool are to be included in the hard copy Past Performance Information volume under Tab 1. However, the information required in the PPI tool does not match the required information specified on page 60 of the RFP, Section 3(b)1. For example, the PPI tool requires relevant information concerning compliance with FAR 52.219-8, Utilization of Small Business Concerns, whereas the hard copy RFP requirements do not. We assume that the PPI Tool is what should be followed when completing past performance information, rather than the list on page 60. Please provide confirmation or clarification.

Offerors shall adhere to the requirements called for in the solicitation document.
QUESTION 23
If available, should we include hard copies of CCASS evaluations as part of the Past Performance Information volume?
RESPONSE
This is not required.
QUESTION 24
Submitting a .pdf doc is a sub-bullet under PowerPoint submittals, but I just want to clarify - is it acceptable to submit the entire proposal in .pdf format?
RESPONSE
Yes, this is acceptable.
QUESTION 25
Under Element 1-1: Management Organization, a. Provide an organizational chart that identifies key personnel by level of education, experience, and training. Please clarify how that would be set-up in org chart form – do you want education, experience, and training under names in org chart boxes?
RESPONSE
There is no specific required format as long as the information provided is discernable.
QUESTION 26
Should the Joint Venture agreement be placed in the Price, Technical, and Seed proposals?
RESPONSE
The Joint Venture agreement is required in the Price Proposal but may be included elsewhere at the offerors discretion.
SECTION G - CONTRACT ADMINISTRATION DATA
The following have been modified:
ASC/PKO G-001, WIDE AREA WORK FLOW – RECEIPT AND ACCEPTANCE (WAWF-RA) ELECTRONIC INVOICING AND RECEIVING REPORT INSTRUCTIONS (NOV 2010)
1. Contractors shall submit invoices through WAWF-RA for payment. Submission of invoices via any other method shall delay payment. Hard copies of invoices are no longer acceptable methods of submission and may be returned to the contractor.
2. The contractor shall be paid after submission of a properly prepared invoice and after final inspection and acceptance by the Government. In accordance with DFARS 252.232-7003, use of electronic payment requests is mandatory. Wide Area Workflow – Receipt and Acceptance (WAWF-RA) is the Department of Defense system preferred choice for submission of electronic payment requests and receipt and acceptance documents. The following information will aid in the submission of an invoice through WAWF-RA.
3. Information regarding WAWF-RA is available on the Internet at https://wawf.eb.mil. Note that the Software Users Manual posted to WAWF-RA is an excellent source for information when completing the invoice submission process. WAWF-RA training is also available at http://www.wawftraining.com.

E-mail Notifications” link and enter the e-mail addresses below. The Government will advise the contractor of changes to these e-mail notifications by letter or e-mail vs. contract modification. Upon receipt of the change(s), the contractor shall include the new e-mail notifications when creating invoices and/or receiving reports. Contractor shall send an email notification to the addressees listed below upon submittal of an invoice through Wide Area Work Flow (WAWF-RA).

9. Questions concerning payments should be directed to the Defense Finance Accounting Services (DFAS) located in 15 of the contract/order. The contract, purchase order, or invoice number is required when inquiring about payment status. Payment information may also be accessed from the DFAS web site at https://myinvoice.csd.disa.mil/index.html.
10. DEFINITIONS. Following is a list of definitions that may be helpful. Additional information can be found at http://farsite.hill.af.mil/ and http://www.dod.mil/dfas/commpay/contractorpayment/.
BPN: Business Partner Number. An integrated electronic infrastructure the Government uses to manage (i.e., collect, validate, access and maintain) the information it needs to transact business with its contractors. The BPN is located at http://www.bpn.gov.
CAGE CODE: Commercial and Government Entity Code. A CAGE Code is a five (5)-position code that identifies companies doing or wishing to do business with the Federal Government. http://www.ccr.gov/
Commercial Item FINANCING is a form of contract financing resulting from the Federal Acquisition Streamlining Act (FASA) of 1994. Use of this type of invoicing shall be approved by the Contracting officer.
CONTRACTING OFFICER: The person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings.
CONTRACTOR: Also known as vendor
DODAAC: Department of Defense Activity Address Code. A six-position code that uniquely identifies a unit, activity, or organization that has the authority to requisition and/or receive materiel
Delivery order: An order for supplies placed against an established contract or with Government sources.
F.o.b. destination: Free on board at destination; i.e., the seller or consignor delivers the goods on seller’s or consignor’s conveyance at destination.
F.O.B. ORIGIN: Free on board at origin; i.e., the seller or consignor places the goods on the conveyance. Unless the contract provides otherwise, the buyer or consignee is responsible for the cost of shipping and risk of loss.
Inspection: means examining and testing supplies or services (including, when appropriate, raw materials, components, and intermediate assemblies) to determine whether they conform to contract requirements.
Invoice: means a contractor's bill or written request for payment under the contract for supplies delivered or services performed (see also “proper invoice”).
Must: see SHALL.
Performance Based Payments: A provision for the use of Performance Based Payments (PBPs) as an alternative to progress payments for contract financing. Use of Performance Based Payment method shall be approved by the Contracting Officer
Progress Payments: Progress payments are payments made based on the cost incurred by the contractor as work progresses under the contract. Use of Progress payment method shall be approved by the Contracting Officer.

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

PKOC L-002 PROPOSAL FORMAT/ PREPARATION INSTRUCTIONS (Jan 2011)
A. To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement will result in the entire proposal being considered non-responsive and will not be considered for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The response shall consist of three (3) separate parts:
Part I – Price Proposal
Part II – Technical Proposal/Mission Capability
Part III – Past Performance Information.
B. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer’s opinion, adequate price competition exists no additional cost information will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists, offerors may be required to submit information to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price.
C. The offeror shall submit an original and three (3) copies of their proposal with each part clearly labeled in separate bindings. An electronic copy shall be submitted as well. It is preferred that each Proposal Part be submitted on a separate CD.
D. Submitting Electronic Proposals: Offerors shall follow these instructions:
1. Electronic storage media shall be submitted in one of the following formats: prerecorded (pressed) CD-ROM or CD-R.
a. If you submit documents using Microsoft Office 2007 (or an earlier version), save files in default format; e.g. with Word, "Save as type" set to "Word Document (*.docx)" only.
b. If you submit documents using Microsoft Word XP (2003) or 2007:

b. Submit PDF documents using only Adobe Acrobat 9.0. Do NOT submit any documents in PDF format that are copied as “images”. When creating PDF files always create to enable textual search and copy functions.
c. Past Performance Information: Offeror’s must use the past performance information tool for their electronic proposal submittal of relevant past performance contract information. This tool can be downloaded from the FedBizzOps (https://www.fbo.gov/) as an attachment to the solicitation posting. Hard copies of the pages generated from this tool shall be used in the hard copy of the past performance volume subject to the limitations outlined in this RFP and should be Tab 1 of the past performance volume. If you are unable to download the past performance information tool, contact the contracting officer for assistance. Save the PPI database file as prime contractor name + RFP number + .mdb (e.g. XYZCompanyFA861710R6158.mdb).
i. Provide the information requested in a separate completed form for each contract/program being submitted. Provide concise comments regarding your performance on the contracts you identify. Limit the number of past efforts submitted and the length of each submission to the limitations set forth in section L.
a. Past Performance Information Tool
i. Step 1: Set up Business Relationships. Identify all prime and sub-prime organizations and categorize according to the appropriate role in proposed acquisition. Specify the percentage of work for which each organization will be responsible. The total percentage of work must equal 100%. You must create a business relationship for each contributing contracting organization before proceeding throughout the Past Performance Tool.Enter the information for the proposed acquisition for the contractor who will be filling out the Past Performance Sheets. This form will allow you to add an incomplete record, but all the fields marked with an asterisk (*) are required for final submission.
1. Click “New” to create new business relationship.
a. Enter Contractor’s Name: Self-explanatory
b. Role in Proposed Acquisition: Self-explanatory
c. Place of Work: Location of specified contracting organization.

ii. Step 2: Enter Past Performance Information. Download the PPI tool which has been provided as an attachment to the CAAS IV RFP on FedBizOpps. Enter the information as instructed below. Please note that all fields are required. If a field is not applicable, please state N/A. Fields listed below are those needing additional clarification.
1. Contract Information Tab
a. Contractor: If the company or division referenced is different than the offeror, note those changes.
b. Delivery Task/Order: If the order is provided as a stand-alone reference, enter the task/call/delivery/purchase order number.
c. Contract Type: Enter Firm-Fixed-Price (FFP), Cost Plus Fixed-Fee (CPFF), Indefinite Delivery/Indefinite Quantity (ID/IQ), LH, Blanket Purchase Agreement (BPA), Cost Plus Incentive-Fee (CPIF), Cost Plus Award Fee (CPAF), etc.
i. If ID/IQ or BPA, provide a separate list (outside of the tool) showing each of the task/delivery order(s) performed under the ID/IQ contract or BPA.
ii. Include the period of performance, dollar value, place(s) of performance, and a brief description (not to exceed 500 characters) for each underlying task/call/delivery/purchase order.
d. Short Program Title (i.e., acronym): Enter abbreviated title for program.
e. Contr Agency/Customer: Enter the servicing contracting agency and customer (office symbols suffice).
f. Contract Dollar Value:
i. Original: Input total contract dollar value, with all options, in the amount originally awarded on the referenced contract.
1. If ID/IQ or BPA, provide total ceiling.

iii. State if the reference is A&AS. If so, state whether the A&AS contract reference was for: Management & Professional Services, Studies, Analyses & Evaluation, and/or Engineering & Technical Support Services.
iv. Indicate place(s) of performance:
1. If performance was in multiple locations, specify locations.
2. If performance was CONUS, OCONUS, or both, provide details.
3. If performance serviced state or federal government, provide details.
4. If performance serviced the DoD, provide details.
b. Explain how your experience on this program is relevant for each subfactor under the Technical Factor in Section M, including any unique aspects that demonstrate relevancy in this effort.
i. Provide evidence to support how the contract referenced has relevant experience and demonstrates the ability to perform CAAS IV PWS requirements, and how the referenced contract is relevant IAW the relevancy definitions in section M.
1. As applicable, address how the proposed reference relates to each of the Technical Subfactors.
2. Identify whether a subcontracting plan was required for the contract you are submitting If one was required, identify in percentage terms the planned versus achieved goals during contract performance. Explain why goals were not met, if applicable.
a. If a subcontracting plan was required, attach a copy of your most recently submitted ISR (formerly SF294).
3. POC & Key Individuals Tab
a. Key Individuals: Click New to specify any key individual or individuals who participated in this program or who are proposed to support the instant acquisition. Also indicate their roles for both acquisitions. Double-click an item from the list to edit or delete an existing key individual.
i. In accordance with FAR 15.305(a)(2)(iii), relevant experience from key personnel may be evaluated. If you wish to include the past performance of individual key personnel, select the “New” button for each individual and fill out necessary information.
b. Customer Points of Contact: Click the point of contact that you would like to add, edit, or delete.
i. For Government contracts, provide current information on Program Manager, Contracting Officer, Admin POC, and Quality Assurance Evaluator.
ii. For commercial contracts, provide points of contact fulfilling these same roles.
c. Program/Site Manager, Contracting Officer, Admin POC
i. Provide all of the information for each reference.

E. Specific Instructions:
1. PART I – PRICE PROPOSAL: The price proposal is not limited as to the number of pages.
(a) Complete blocks 14 through 20 of the RFP Section A, SF 1442. In doing so, the offeror accedes to the contract terms and conditions as written in the RFP Sections A through M. These sections constitute the model contract.
(b) Price: The price proposal shall consist of a contract coefficient for each line item as solicited in the Price Schedule. This coefficient shall be applied to all projects associated with this contract.
1) Offeror shall explain the basis for the methodology and development of the coefficients for each line item (CLINs 0001-0006). The explanation shall, as a minimum address:
i. the offeror’s perception of the accuracy of the unit price book (RS MEAN®) and the City Cost Index (CCI) Weighted Average Total for Dayton, OH (this would include any decrements included in the coefficient to adjust for a perceived high Dayton CCI, Davis Bacon labor rate adjustments, etc);
ii. the basis for any assumptions regarding expected volume (dollars) of work under the contract;
iii. The development of each coefficient using the following example as a guide: EXAMPLE - Working hours 1.06325 = 1 + ((0.17 (17% General Overhead) - .12 (12% Decrement based on evaluation of RS MEAN® and CCI Weighted Avg Total for Dayton, OH) x 1.15 G&A x 1.10 Profit)); and
iv. The offered coefficients shall contain all allowable contractor costs, including contingencies and profit. Examples of such costs are; gross receipts taxes, payroll taxes (FICA, workmen's compensation, state and federal unemployment taxes for direct payroll employees, etc), superintendents' salaries, builders' risk insurance, initial contract startup mobilization, demobilization expenses, and bond premiums. The offered coefficients shall also contain various overhead expenses, including, project estimating, site office overhead, field office building, furniture, equipment, on-site office staff salaries, vehicle and construction equipment maintenance, office administrative expenses, and a proportional share of home office overhead. The coefficients shall also include all insurance, special clothing for workers, traffic barricades, additional supervision, as well as, paperwork fees associated with a particular delivery order, for example, asbestos removal plan, lead abatement plan, consultant fees, all on and off site storage, etc. The coefficients shall be entered into Section B of the solicitation, underneath the CLIN descriptions.
(c) Offerors shall submit Sections A through M in their entirety. Complete the necessary fill-ins and certifications in Section K.
(d) The offeror shall complete the certifications and representations as described in FAR 52.204-8 by going to the ORCA website at https://orca.bpn.gov/.
(e) As applicable, provide a letter from the Small Business Administration (SBA) showing proof of Section 8(a) status, approved joint venture, or approved mentor/protégé agreement. If a teaming arrangement is contemplated, provide complete, verifiable information as to the arrangement.
(f) Provide the bid bond documentation as required in this solicitation.
(g) Project Distribution: It is estimated that the maximum dollar amount of this contract will be distributed as follows (this shall be reflected in the proposed coefficient for each CLIN/performance period identified in Section B):
96 % Work accomplished during standard working hours
4 % Work accomplished during non-standard working hours
*Note: Standard hours are Mon. – Fri., 7:30 am – 4:30 pm EST and Nonstandard hours are all others
(h) Historical Task Order Data:
1) Construction projects under this contract will generally range from $2,000 to $100,000.
2) Feasible to be expected to accomplish up to one hundred (100) simultaneous projects and up to one hundred and fifty (150) projects annually.
3) Following is other pertinent historical information from the previous SABER 5-Year contract (FA8601-07-D-0008) at Wright-Patterson Air Force Base as accumulated during the period January 2007 through September 2009:
Total dollars spent on all task orders issued: $50,905,020.97
Total number of task orders issued: 365 as of 30 Sep 2009
4) Following is other pertinent historical information from the current SABER 1-Year contract (FA8601-10-D-0009) at Wright-Patterson Air Force Base as accumulated during the period July 2010 through September 2010:
Total dollars spent on all task orders issued: $5,032,010.10
Total number of task orders issued: 63 as of 30 Sep 2010
2. PART II – TECHNICAL PROPOSAL/MISSION CAPABILITY: Technical proposals shall be limited to 45 pages of text. This page limitation applies to the total number of pages for items (a)(Program Management) and (b)(Project Planning and Execution) of this section but not item (c)(Seed Project). Title Page/ Table of Contents are excluded from the 45 page limitation. Text on one side only of an 8 ½ x 11 sheet of paper constitutes one page, and text on both sides of an 8 ½ x 11 sheet of paper constitutes two pages. The 45-page limitation includes personnel resumes. Pages in excess of 45 pages will be removed and will not be evaluated.
The specific topics to be addressed in Part II are as follows:
SUB-FACTOR 1: PROGRAM MANAGEMENT
Element 1-1: Management Organization - Purpose is to identify key staff personnel, hiring criteria for key staff personnel, define lines of on-site management authority and interface with the home office. Proposal shall address the following:
a. Provide an organizational chart that identifies key personnel by level of education, experience, and training. Key staff positions include Contract Manager, Quality Control Manager, Project Superintendent, Environmental Manager, Design/Drafting and Estimating/Negotiating.
b. Describe the level of technical support available on-site to ensure timely response to design requirements, i.e., estimating, drafting, engineering, etc.
c. Provide a list of proposed architect-engineering (A-E) firms and professional engineering support. If the offeror does not plan to use in-house design staff, include a plan for mobilizing these design firms to develop project designs under the compressed time constraints required for this overall effort.
d. Define interface with home office or corporate headquarters for such aspects as management, technical, and financial support.
e. Describe the hiring criteria for key staff positions to include level of education, experience and background, and skill levels and training.
f. Describe lines of authority between the key positions and the home office.
g. Identify the level of decision-making authority specifically vested in the local Contract Manager, on-site head of project management.
h. Show the overall organizational ability to manage the number of project task orders required for this contract.
Element 1-2: Quality Control - Purpose is to define the on-site management’s staff responsibilities for project surveillance activities and ensure quality control measures are in place. Proposal shall address the following:
a. Describe superintendent/inspector assignment controls to ensure appropriate quality control personnel or superintendents are assigned to the appropriate work discipline.
b. Describe the number of jobs assigned per superintendent/inspector.
c. Describe the plan for identifying and documenting performance problems.
d. Describe the tools/methods to be used to identify poor performing subcontractors and/or in-house personnel.
e. Describe how often work will be inspected and how interface with Government managers, inspectors, and planners will be accomplished.
Element 1-3: Initial Contract Startup - Purpose is to evaluate offeror’s ability to handle the large initial startup of the contract. Proposal shall address the following:
· Describe startup strategy and staffing plans needed to locate an office, staff, and support equipment necessary to be functional in the required time period.
Element 1-4: Subcontract Management - Purpose is to ensure offeror has an effective plan for acquiring qualified subcontract support and to define company policy, procedures, and responsibilities for post-award management of subcontractors. Proposal shall address the following:
a. Identify the proposed level of subcontracting and in-house work accomplishment.
b. Describe the availability of subcontractor support for disciplines not provided by in-house resources.
c. Describe the method and criteria to be used in selection of subcontractors.
d. Describe policies and procedures for subcontractor management, including surveillance, quality control, scheduling, and performance.
e. Describe plan for normal and contingency response times using subcontractors.
f. Describe the process/system for soliciting subcontractors and measures to be employed to ensure appropriate level of experience and quality of work.
g. Specify the number of subcontractors to be lined up for each major functional discipline in accordance with R.S. MEANS. Also include indications of each subcontractor’s level of experience and quality of work.
h. Describe purchasing system for acquisition of materials, equipment, etc., to be purchased by the prime contractor versus those to be provided by subcontractors.
Element 1-5: Workload Management – Purpose is to ensure offeror has an effective plan for managing the workload associated with this effort. Proposal shall address the following:
a. Describe the plan for handling surges in workloads due to cyclical funding.
b. Describe the process to execute a large number of multi-discipline task orders in a highly compressed time frame as a result of cyclical funding.
c. Describe the plan for obtaining additional subcontractor support and augmenting existing in-house project supervision for both design and construction during peak workload periods during any contract year.
SUB-FACTOR 2: PROJECT PLANNING AND EXECUTION
Element 2-1: Project Design, Development, and Execution - Purpose is to ensure the offeror’s understanding of the planning, development, execution and completion of task orders/projects necessary to accomplish the work as required by this solicitation. Proposal shall address the following:
a. Describe procedures for ensuring sufficient minimal designs are prepared to include engineering calculations, and drawings for all applicable disciplines.
b. Describe the process for documenting the scope of work (a description of construction methods and procedures).
c. Describe the estimating process, (a numbered construction line item listing quantities and non pre-priced items).
d. Describe the contents of a typical design submittal. Description may include a written plan and/or checklist which demonstrates projects will contain a concise technical description, execution narrative, and engineering calculations and design requirements. It will set the standard expected under all subsequent projects purchased under the terms of this contract.
Element 2-2: Minimum Designs - Purpose is to ensure the offeror’s understanding of the minimum design requirements. Proposal shall address the following:
· Describe an understanding of the design process to develop a minimum level of design effort required to accomplish the task order / projects for this contract.
Element 2-3: Performance Period Management - Purpose is to identify methods and procedures for scheduling work, developing performance periods, tracking projects, and submittals, that will ensure offeror has considered the importance of sound planning, adequate project development, and follow-through activities to ensure timely project completion. Proposal shall address the following:
· Describe procedures, processes, and methods (i.e., critical path or equally effective method) for tracking projects and interface with Government planners and inspectors.
