Request for Proposal (RFP) FA8533-11-R-32637 Fuels Operational Readiness Capability Equipment (FORCE) 17 August 2011
The following questions have been received in the WR-ALC/GRVKBB, Major Programs Contracting Office on the above referenced information for the FORCE solicitation. The questions as well as the applicable answers are provided below for assistance to all potential offerors for the greater understanding of the Government’s requirement.
1. Question: When will the actual solicitation be posted?
Government’s Response: As stated in the synopsis, it is anticipated that the official solicitation will be released on or around 19 August 2011. Please keep in mind this is only the Government’s best estimate of when the documentation will be posted.
2. Question: Are the NSNs of proprietary design? Can you supply us with the technical data packages for each NSN you have listed?
Government’s Response: The Government does not have technical data packages for the NSNs. The purchase descriptions shall encompass the technical data packages detailing what is required for each NSN.
3. Question: Can we have access to all the technical manuals pertaining to each of the NSNs, examples of what we are looking for are operator manuals, maintenance manuals, and RPSTL manuals?
Government’s Response: The technical manuals are not releasable. In accordance with Distribution Statement C: Distribution authorized to U.S. Government Agencies and their contractors for Administrative and Operational Use.
4. Question: What is the difference between NSNs 4930-01-573-4818 Force Mission Support Plumbing Assembly-Sustainment Capability (SC) and 4930-01-573-4818 Force Mission Support Plumbing Assembly-Sustainment Capability (SC) MRSP Kit? Should the kit have a different NSN number? Same with 4930-01-573-4819 Force Mission Support Plumbing Assembly Receipt Capability (RC) and 4930-01-573-4819 Force Mission Support Plumbing Assembly Receipt Capability (RC) MRSP Kit?
Government’s Response: The differences between the Plumbing Assembly and the Plumbing Assembly MRSP kit are discussed within the applicable purchase description and the Statement of Work; these documents shall be posted with the official solicitation. The NSNs referenced in the synopsis are generic NSNs and will be replaced with asset-specific NSNs subsequent to contract award. The MRSP kits shall have different NSNs assigned.
5. Question: There is a list of Ordering Periods followed by some numbers Example: Basic: 7,6,5,2,2,2,2,2,2 Are the numbers the quantities for the items that the agency will be purchasing, and are the numbers directly correlated with the NSNs, for instance 7 items will be purchased of NSN 4320-01-544-2959 and so on?
Government’s Response: As stated in the synopsis, the BEQs for all NSNs in each ordering period are listed in the same order as the NSNs were named. For example, the Basic Period encompasses BEQs of:
4320-01-544-2959: BEQ of 7 ea
4930-01-543-6231: BEQ of 6 ea
4930-01-543-4717: BEQ of 5 ea
4930-01-573-1370: BEQ of 2 ea
4930-01-573-4818: BEQ of 2 ea
4930-01-573-4819: BEQ of 2 ea
4930-01-573-1370: BEQ of 2 ea
4930-01-573-4818: BEQ of 2 ea
4930-01-573-4819: BEQ of 2 ea
