BASIC EXPEDITIONARY AIRFIELD RESOURCES (BEAR) POWER UNIT (BPU)

REQUEST FOR PROPOSAL (RFP) QUESTIONS and ANSWERS

5 November 2008 Question: PD paragraph 3.3.8.1 states that the engine speed cannot be within 60 percent to 150 percent of resonance speed. If each half order frequency (from the first order to the 6th order) is compared to both the first and second modes of vibration, there are several frequencies where it appears this requirement cannot be met.

Answer: PD paragraph 3.3.8.1 has been amended as follows:

The BPU maximum torsional stress on the shaft shall not exceed 5,000 psi and shall be approved by the engine and generator manufacturers for all operating speeds including idle, and within 80 percent to 120 percent of 50Hz and 60Hz operating speeds.

Offerors are advised to see amendment 0002 posted to FedBizOpps for the revisions to the Purchase Description.

Question: Regarding Subfactor Two of the “Evaluation Basis for Award,” is the Government basing the efficiency evaluation on any single subsystem or the system in totality such as measuring kWhr output per kg fuel consumption?

The government's intent is to assess the contractor's compliance with the requirement of A 3.3.6.3 of the PD, which is the engine fuel consumption and stated in terms of lbs/bhp-hr.
