BASIC EXPEDITIONARY AIRFIELD RESOURCES (BEAR) POWER UNIT (BPU)

REQUEST FOR PROPOSAL (RFP) QUESTIONS and ANSWERS 17 October 2008 Question: RFP Paragraph 1 on Page 43 says: "Price Subject to Adjustment (PSA) is for direct material cost (Aluminum, Steel, and Copper structural products) only." Does this truly mean "structural" as in "load bearing"? Copper is unlikely to be "structural", but will be used extensively in wiring, especially the generator windings. Steel will be in many other components (shafts, engine, etc.) that are not "structural". The intent of the EPA clause is to protect a party from uncontrollable fluctuations in commodity prices. Limiting its use to only "structural" components severely limits the usefulness of the EPA clause. Please clarify.

Response: Offerors are advised to review the prescribing FAR language relative to 52.216-4, which is FAR 16.204-4(c). As stated in the Economic Price Adjustment (EPA) Determination clause included on pages 42 through 47 of the RFP, the PSA will remain direct material cost for Aluminum and Steel structural products as it is not the Government’s intent to apply the EPA to every piece/component, part, etc. that will comprise the BPU, but to allow the EPA for the Aluminum and Steel that will be utilized for the structural components only. Regarding Copper, the EPA clause will be revised via amendment 0001 to the RFP to clarify that the PSA for Copper is for direct material cost for the alternator wirings, BPU wiring harnesses and electrical bus bars only.

Offerors are advised to see amendment 0001 posted to FedBizOpps for the revisions to the EPA clause.

Question: If the answer to the above question is that these three commodities must be "structural" to be covered by the EPA clause, may a Contractor elect to not utilize the EPA clause? In such a case, only a very small part of the cost of the BPU is from structural parts and the resulting minor adjustment in price would not justify the effort required to support the change.

Response: Offerors are advised that they may elect not to utilize the EPA clause. That choice is a company’s business decision. However, offerors should note that if the EPA clause is not utilized, then the prices proposed are firm-fixed-priced and not subject to a price increase.

Question: RFP Paragraph 1.H on Page 63: The first line references a "Volume IV", but that Volume is not described later. Is this a typo?

Response: The reference to Volume IV included in paragraph 1.H. of the RFP provision, “Proposal Requirements” was an error. As stated in paragraph 1, only three volumes are required to include: Volume I, Completed RFP and Clauses, Volume II, Written technical proposal, and Volume III, Present and Past Performance. This error will be corrected via amendment 0001 to the RFP posted to FedBizOpps. Offreors are instructed to review this amendment.

Question: Will the government post on its public access website the Owners/Service/Technical/Parts manuals currently in place for the MEP-12?

Response: Offerors are advised that the MEP-12 Technical Order is available for review via CD upon request. Requests should be submitted to Jennifer Cook, Contract Specialist, via e-email at : Jennifer.Cook@robins.af.mil. Requests should include company mailing address and FedEx billing number.
