RESPONSE TO QUESTIONS 1

RFP FA8532-17-R-0007

MHU-110/141

1. QUESTION: There is a Notice to Offerors/Suppliers on the front page of the solicitation which includes “Funds are not presently available for this effort. No award will be made under this solicitation until funds are available.” Is it anticipated that funding will be available for the three awardable task orders? If so, is the anticipated timeframe FY17? FY18? Does the Government anticipate the release of additional task orders upon award of the IDIQ contracts?

a. ANSWER:

Is it anticipated that funding will be available for the three awardable task orders? Yes If so, is the anticipated timeframe FY17? FY18? FY17

Does the Government anticipate the release of additional task orders upon award of the IDIQ contracts? At time of initial award, only the Sample Awardable Tasks will be awarded, depending upon funding availability. However, since this is an IDIQ effort, additional tasks throughout the life of the contract(s) are anticipated.

2. QUESTION: How is this solicitation related to the Next Generation, Small Munitions Trailers Acquisition effort? Might there be task orders for new trailer designs under this IDIQ contract?

a. ANSWER:

How is this solicitation related to the Next Generation, Small Munitions Trailers Acquisition effort? The Next Generation, Small Munitions Trailers Acquisition effort is for production to replace fleet trailers. This effort is to provide sustaining engineering services for the existing trailers.

Might there be task orders for new trailer designs under this IDIQ contract? No. There will be no new design on this IDIQ.

3. QUESTION: Will companies that are awarded IDIQ contracts under this effort be precluded from bidding on production contracts for the Next Generation, Small Munitions Trailers Acquisition effort?

a. ANSWER: No.

4. QUESTION: There are sections of the PWS that have requirements for capability related to ‘electronic hardware’ and ‘integrated printed circuit boards’, namely 4.2.1d & e; 4.2.2a & d; 4.4.1e. Our understanding is that the MHU 110/141 do not have electronic hardware or printed circuit boards (only break lights). If that is the case, do these requirements need to be included in this PWS or should they be removed?

a. ANSWER: Section L and M do not require grading on the electronic hardware, so it is not needed for proposal information. The information is referenced within the referenced PWS sub-paragraphs because the USG is not sure where the trailer, or equipment needed to test the trailer, will go from a modification/evaluation standpoint.

5. QUESTION: For Awardable Task Order 2 (Health Assessment), paragraph 2.2 states to perform Health Assessment on MHU-141 Trailers at five (5) state-side locations, how many Trailers are located at each location?

a. ANSWER: The number of trailers for evaluation for each of the CONUS locations is as follows:

Nellis – 80 Trailers (randomly selected) Beale – 15 Trailers Mt Home – 46 Trailers Seymore John AFB – 80 Trailers (randomly selected) Tyndall AFB – 80 Trailers (randomly selected)

6. QUESTION: The descriptions listed on "Awardable Task Order Bid Schedule" document do not match those listed in AwardableTask1, AwardableTask2, and AwardableTask3 documents, will these be corrected?

a. ANSWER: Yes, a RFP amendment will be posted.

7. QUESTION: The solicitation package does not contain information on CDRL A044 which covers Final Report (PWS 4.10) and Sample Task Order 1, Sample Task Order 2, and Sample Task Order 3 require a Final Report, can you provide CDRL A044?

a. ANSWER: PWS paragraph 4.10 details what will be required documentation within the Final Report for each task order. However, the Sample Task orders are requiring DI-MISC-80508B, or similar, which will dictate the structure and information as related to the Final/Technical Report. As an example, reference the following site:

8. QUESTION: In Task Order #1 – The purpose of the task refers to the Technical Data Packages of the MHU-141 only. In section 2.2 the reference of MHU-110 and MHU-141 is mentioned. Can you clarify if more than one Package is needed for the MHU-141 or if MHU-110 was left out of the purpose by accident?

a. ANSWER: MHU-141 only.
