STATEMENT OF OBJECTIVES

Air Force Basic Expeditionary

Airfield Resources

Integrated Smart-BEAR Power System

(ISBPS)

I. Development Objectives:

Develop, integrate and demonstrate an Air Force Basic Expeditionary Air-Field Resources Integrated Smart BEAR Power system (ISBPS) at the contractor facility that will initially include renewable power sources (for example: photovoltaic(s) and wind-turbine(s». ISBPS power distribution and power conditioning components design solution shall be rated at l50KVNI20 KW, 20S1l20Vac, 3 Ph, 60Hz, power conditioner design solution shall be able to accept additional future energy sources, as required. Power conditioner design solution shall be able to integrate/accept the electrical energy from several different power sources at different direct current voltages and powers from 5KW to 60KW. The renewable energy sources shall be able to configure and/or recontigure to produce 5KW, 10KW, 15KW, 20KW, 30KW, and 60KW power at the effective solar period during the day. ISBPS power output shall be able to integrate and automatically parallel/synchronize with the existing BEAR power grid at the low voltage side of the distribution system to augment the power ofthe primary power source without any required changes to the existing power system. ISBPS shall be able to operate independently as main power source to sustain BEAR critical loads when the primary power source is not available.

The output power quality of the ISBPS shall be comparable with the current BEAR power system voltage which was designed to be adjustable to ± 10 percent from its nominal and have a steady state regulation of± I percent at all settings from no load to full load, system frequency shall be designed to be adjustable to ± 4 percent from its nominal and have a steady state regulation of ± 0.25 percent at all settings Irom no load to full load.

ISBPS design solution shall be able to demonstrate the reduction of fossil fuel consumption, improved power reliability and resiliency for designated Air Force missions and critical loads.

IS BPS control system shall monitor energy flow from renewable sources and direct how the load will be sustained in the most efficient manner. System load management and control method design solution shall be included in the proposal to the government. The control system shall cause no interferences with existing BEAR systems. The control system shall allow Load prioritization to etlectively manage the energy generated to sustain pre-determined critical loads.

System data collection shall be designed to record all system operation data which includes, at a minimum, power generated Irom proposed alternative energy sources, voltages, currents, environmental conditions, power conditioning devices' efficiencies, and other required data recommended by the contractor. Data collected shall be use to compute a 3300-person camp power system loads' demands, number of secondary distribution center, the maximum allowable connected loads to each SDC, and number of primary power units that may be required based on known environmental condition at different deployed locations.

ISBPS designed shall be a modular design, utilizing renewable sources systems. ISBPS design solution shall sustain critical missions/loads upon a loss of main power source, and shall allow the primary power source to sustain the electrical loads when become available.

2. Contract Objectives

To demonstrate the proposed alternative energy sources that will provide renewable electrical energy to meet AF mission objective of reducing fossil fuel consumption, by at least 15% with a goal of25% under an effective environment, improve power system reliability and resiliency, and demonstrate new and future technologies insertion/integration feasibility. The development and demonstration shall provide detailed engineering and logistic evaluations, required data

20f5 collection, modular system design concept, and new system familiarization. The system design solution shall consider the best methods to meet the BEAR expeditionary requirements that generates the smallest system's foot print and reduces fossil fuel consumption.

2.1 Maximize use of existing BEAR equipment and logistic support. For demonstration and evaluation purpose, the Government will provide (upon request after contract award at contractor expense), as minimum, a MEP-806 (60KW) and I SDC,3 Field Deployable Environmental Control Units (FDECUs), 3 small shelters (SSS) to demonstrate system design objectives and sustainability of the various BEAR's electrical load requirements for the different areas such as Kitchen, Self-Help-Laundry, Small shelter which includes FDECU, and Industrial/avionics.

Equipment provided shall be return to Holloman AFB, New Mexico. The cost of shippinglhandling shall be included in the proposal. Technical Orders are available for proposal development.

2.2 The design solution shall sustain harsh operating conditions, and outdoor installation. The design solution shall be capable of operating in ambient temperatures ranging from _2So F to +1220 F and shall be capable of operation and storage (non-operation) in 100% relative humidity, including conditions where condensation takes place in the form of water and frost. It shall be capable of operation during rainfall of S-inches per hour, with winds of up to 60 mph. If the design solution requires a replacement of a BEAR component and is deem necessary, it shall not exceed (LxWxH) 81 "x48"x77" in size and 3SOOlbs in weight. All design solution components shall be able to be moved by SOOOlbs fork lift and shall be included with tie-down provisions for air and train transportation.

2.3 Provide required engineering and logistic evaluation support throughout demonstration period. Provide a plan for the system logistic familiarization. This plan will allow the government team to independently maintain the system after the completion of the demonstration phase.

2.4 Provide the final system design solution specifications in enough detail to enable the government to established standards for future system.

2.S Collect, analyze, and provide the Government with electronic accessibility to the data acquired during the system operations in order to calculate system efficiencies, to include the reduction of fossil fuel consumption. All necessary data collection devices shall be provided by the contractor for demonstration purposes.

2.6 Provide test plan and test procedures to be used for the demonstration at the contractor facility or at a contractor proposed location. The proposed location shall be identified in statement of work (SOW) (DI-NDTI-80809B).

2.7 Include the post award, Preliminary Design Review (PDR), Critical Design Review (CDR), and any additional review as required, to allow the Government maximum visibility and detailed of the system design solution (DI-ADMN-81249A, DI-ILSS-8133S).

2.8 Provide the Management Work Plan (MWP) that includes a Contract Work Breakdown Structure (CWBS), the initial Integrated Master Schedule (lMS), and the technical approach to accomplish the overall requirements. (DI-MGMT-80227)

2.9 After completion of the design and demonstration phases at the contractor facility, the ISBPS shall be shipped to a government facility for additional evaluation at contractor's expense, possibility, Holloman AFB, NM. Contractor shall support the government with system set-up at the facility, as required.

3.0 Engineering Objective:

3.1 Design, integrate, and demonstrate, operational capabilities of the proposed Smart-BEAR power system at contractor facility. Provide all required engineering and logistic support for the development of the system up to and including demonstration.

3.2 The proposed system solution will be able to integrate and synchronize with BEAR power grid to supply/sustain/augment the required electrical loads. The Government will provide a MEP-806 (60KW) and I SOC, 3 FDECUs, 3 small shelters (SSS) to demonstrate and evaluate system design objectives. The system shall be able to sustain the various types of BEAR electrical loads required for as the different areas i.e. Kitchen, Self-Help-Laundry, Small shelter which includes FDECUs, and Industrial/avionics. The propose solution shall show proof of reduction of fossil fuel consumption and it shall improve power reliability and resiliency for designated Air Force Bear Power Systems..

3.3 The control system proposed solution shall monitor energy sources and loads, and direct how the load will be sustained in the most efficient manner. The control system proposed solution shall allow load-prioritization to effectively manage available system generated energy to sustain pre-determined critical loads.

3.4 Collected data shall be used to calculate a typical 3300 person camp power system loads' requirements, number of secondary distribution center (SOC) required to support said loads, load limitation per SOC, and the number of primary power units required based on known and predicted environment condition.

3.5 During the demonstration phase, maximize the use of test and measurement methodologies that allow for remote monitoring yet increase the level of accuracy and acceptability of data recorded..

3.3 Use electronic technologies to communicate and distribute collected technical data between government and designated contractor organizations.

3.4 Provide engineering data that shows how the new design solution will allow the AF to reduce fossil fuel consumption. Collect engineering data and system performance parameters neccssary to allow Government to evaluate the feasibility for the system deployment and potential logistic impact.

3.5 The test plan and test procedures shall include step by step verification procedures.

Perform tests and evaluations in accordance with generated plan and procedures to validate the system and subsystems performance and the ability to achieve overall objectives.

4.0 Management Objective:

The objective is for the contractor to manage, under the oversight of BEAR Weapon Systems Office (WSO), the program schedule, performance, risks, warranties, subcontracts, and data to

40f5 ensure that the government's requirements are satisfied. The contractor shall maintain visibility into the program work breakdown structure, schedule, budget, performance, risk and costs.

4.1 Submit a monthly status report and other funding reports as require.. The reports will indicate monthly accomplishments, anticipated accomplishments for the next period, issues, successes, requested client action, financials status, schedule, and travel, as required (0[

MGMT-80227).

4.2 Conduct the Post Award, PDR, CDR, and other reviews, as required, to allow the Government the visibility of detailed system designed, status of program technical and management issues (DI-[LSS-81335).

4.3 Prepare and submit all meeting agendas and minutes as required (Dl-ADMN-8I 249A, DI-ADMN-8I 250A).

4.4 Support all reviews, testing, post-test analyses and reports, and provide input to BEAR WSO to aid in the development of a requirements document for future Smart-BEAR Power System development (DI-MGMT-80227).

4.5 Submit final report that includes the executed test plans and procedures; data collected;

findings and metrics data for the [SBPS; metrics shall be quantifiable and include an analysis summary.

5.0 Logistics Objective:

5.1 As part of the demonstration and evaluation, assess the overall potential logistics impact of [SBPS on current BEAR system to include, as a minimum, storage/shipping, footprint, weight, power generation/fuel reduction, and power generation/distribution equipment.

5.2 As part of the demonstration and evaluations, allow Government personnel to become familiar with the ISBPS design solution's system operation, repairs, reliability assessment, and possible technology improvements.

Definition - Data which the contractor must develop for his internal use in performance of the primary contracted effort and does not require any substantial change to conform to Government requirements with regard to depth of content, format, frequency of submittal, preparation, control, and quality of the data item.

Estimated Price - Costs to be included under Group III are the administrative and other expenses related to reproducing and delivering such data item to the Goverl!ment.

d. Group IV. Definition - Data which is developed by the contractor as part of his normal operating procedures and his effort in supplying these data to the Government is minimal.

Estimated Price· Group IV items should normally be shown on the DO Form 1423 at no cost.

Item 18. For each data item, enter an amount equal to that portion of the total price which is estimated to be attributable to the production or development for the Government of that item of data.
