QUESTIONS AND ANSWERS (2)

The SOO states in Section 2.2 (page 3):

“If the design solution requires a replacement of a BEAR component and is deem necessary, it shall not exceed (LxWxH) 81 "x48"x77" in size and 3500lbs in weight. All design solution components shall be able to be moved by 5000lbs fork lift and shall be included with tie-down provisions for air and train transportation.”

Q – How do we determine if our proposed solution replaces a BEAR component? We assume that it does not replace any BEAR component including the Secondary Distribution System.

A - The main objective is that contractor proposed design solution can be integrated into the current BEAR power system to augment the current energy source with energy produced by renewable sources. It is up to the contractor to determine if their design solution may require BEAR component replacement or not. However, if the proposed design solution includes any modification of a BEAR component, the modify component shall no longer considered a component of current BEAR system and it will became part/component of proposed design solution. The integration shall not cause functional changes to the current Bear power distribution system.

Q – If we assume that our proposed solution does NOT replace a component, are we limited to Air Force Transportation size constraints (such as being flown in a C-130)?

A - All proposed solution/components of proposed renewable power sources shall be designed to consider to Air Force Transportation (C-130)

THE FOLLOWING QUESTIONS AND ANSWERS HAVE BEEN POSTED AT DIFFERENT TIMES AS AN ADDITIONA PART OF THE DESCRIPTION. THEY ARE LISTED HERE FOR CLARITY AND DELETED FROM THE DESCRIPTION:

Q- In the SOO, Section 1: Development Objective, paragraph 1. The requirement is "ISBPS power output shall be able to integrate and automatically parallel/synchronize with the existing BEAR power grid at the low voltage side of the distribution system to augment the power of the primary power source without any required changes to the existing power system." However, the SDC in the T.O.s and even the latest version of SDCs have a mechanical interlock between the main breaker and the MEP auxiliary. This interlock precludes being able to parallel any low voltage source with the prime power supplied to an SDC. Will modifications to allow paralleling be allowed?

A- Modifications to allow paralleling, whether it be manual or automatic, would be allowed but as such the modified SDC would be part of the new SMART BEAR system and should be identified as part of that system. Therefore, they would not be making any changes to the existing power system.

Q- On Page 26 of 34 of FA8519-10-R-26669:

B. Volume 1 addresses "The total compensation plan required by FAR 52.222-46 shall be submitted as part of Volume 1 ... Was it your intention to address recompetition of service contracts. If so please clarify.

A- This is a clause that must be included IAW FAR 22.1103 (please read). The evaluation of the required information is explained on the attached clause itself. IAW 52.222-46 the information that needs to be provided is the "total compensation plan setting forth salaries and fringe benefits proposed for the professional employees who will work under the contract...Supporting information will include data, such as recognized national and regional compensation surveys and studies of professional, public and private organizations, used in establishing the total compensation structure... " Please, read the clause it is quite clear on the requirements, and please remember that failure to comply with these provisions may constitute sufficient cause to justify rejection of a proposal.

Q-Box 17 on Form DD1423 (Contract Data Requirements List (CDRL)) has not been completed for each CDRL. This box tells the contractor how to price each CDRL. According to your below email, an offeror may price out the CDRLs. If the offer does not price out each CDRL, but includes the price in CLIN 0001, the offeror will not be paid until the conclusion of the contract unless a milestone payment schedule is accepted. Is this correct?

A- Yes it is correct. Box 17 and 18 were not filled out because they are for the contractor/offeror to fill out. In any case, list the price on the RFP under each line item not the DD1423.

Q-If the offeror chooses to price each CDRL, what Group should the CDRLs be priced as?

A- Again, this is up to the contractor to define.

Q-Section L-900 C b.(3) states "In addition to the basic paragraph-by-paragraph response indicated above, the following separate and additional section of the offeror's technical proposal shall be submitted: SOW, Milestone Chart Schedule Events, List of GFE required for Testing/Evaluation" While instructions were not to invoice at each milestone. Can a milestone payment schedule be offered for CLIN 0001 that corresponds to the milestone chart schedule?

A- If anyone decides to propose different terms and conditions that those stated on the solicitation, please, look at section L of the solicitation, paragraph B, the cover letter will include "any exception taken to the RFP terms and conditions. However, offerors are cautioned that any noncompliance with the terms and conditions of the RFP may cause their proposal to be determined unacceptable...."

Q- SOO 2.1:

Do the Small Shelter (SSS) contain/include Kitchen, Self Help Laundry and Industrial/avionic electrical loads?

A- No, Small shelter (SSS) does not contain any of those. It is mainly used as living shelter for airmen. The Field Deployable Environmental Control Unit (Air conditioning) is used to control SSS' internal temperature. The Kitchen, self help laundry are contained in the medium shelters. The industrial/avionics electrical loads are contained in the industrial dome.

Q- Do we have to price all the Contract Data Requirement Line Items A001...(CDRLs) individually? If CDRLs are part of the normal functions of business, could one dollar value be submitted and later bill as milestones are completed?

A- Remember all line items prices need to be filled in. When preparing your proposals if you wish to include the cost of a CDRL into the main line item (0001 engineering services) you must specify "Not Separately Price" under such line item. However, you must remember that if you do not price the CDRLs individually and only have one price for the whole project, you may not invoice until the whole project is completed. You may not invoice at each milestone. The contract line items are paid as they are completed and approved.
