QUESTIONS AND ANSWERS

FA8519-10-R-26669

1. Page 27 of the RFP, Section C. Volume II, Technical Proposal, states:

“(3) In addition to the basic paragraph-by-paragraph response indicated above, the following separate and additional sections of the offeror’s technical proposal shall be submitted: SOW, Milestone Chart Schedule of Events, List of GFE required for testing/Evaluation”

Is the Milestone Chart Schedule of Events and List of GFE contained within the 15 page limitation of the Technical Proposal?

The SOW is included in the technical proposal limited to 15 pages.

The milestone chart should be in one page, and the list of GFE that each offeror will require to complete the testing of their proposed solution should also be just a few lines.

2. Stated in the Statement of Objects, Section 2.1, “Technical Orders are available for proposal development.”

The TOs for the equipment were uploaded to the website.

3. The Contract Data Req. List (CDRL) document does not include a description for the Engineering Services – 0001 has is shown in the pricing breakdown of the Solicitation Contract document. Please clarify??

The CDRLs are the deliverable documents. Engineering Services are the necessary services to accomplish the requirements in the SOO to include the prototype development/testing and required support.

4. In the Solicitation Contract document on page 20 under Section J – List of Attachments lists the “Technical Orders” for this project. Can we have a web link or access to these attachments?

The Technical Orders TOs have been uploaded with this website.

5. Contract Data Req. (CDRLS) should the solicitation show pricing breakdowns for material/labor and warranty/terms or lump sum?

We are evaluating total price for each line item as a total. Please section M for evaluation criteria.

6. Are there other reference Air Force/military specifications required for this project besides what is noted in the supplied documentation?

None known at this time.

7. Can we get an example document of a “The solicitation evaluation criteria - TA-PPT (Technical Acceptable, Performance/Price Trade off)” ?

Please, read the section L and M of the solicitation. Section L is the instructions to offerors on when/what/how you are required to submit your proposal and section M is the evaluation criteria that will be utilized to evaluate each proposal.

8. Page 26 of the RFP, Section C. Volume II, Technical Proposal, states:

“Offerors shall cross reference the requirements document by paragraph number to the corresponding proposal paragraph which addresses the referenced item.”

In the Statement of Objectives (SOO), there appears to be a typo in that section designators 3.3, 3.4, and 3.5 are repeated within section 3.0.

To eliminate any confusion when cross referencing the SOO, will the SOO be revised to eliminate duplication of section designators?

There is no typo in the SOO as stated. The requirements are correct. Section 3.4 is used to inform successful contractor that the AF will use test data for other required calculation and studies. There is no plan to revise the SOO at this time.

9. Can we get an example document of “The pricing arrangement will be FFP”?

FFP stands for Firm Fixed Price. All cost/profit should be considered in the development of the proposals as no changes will be made on price after contract award to complete the project as agreed, at the time the contract is issue.

10. How much kWh power is currently being generated with fossil fuel? What is required to demonstrate and develop a fossil fuel reduction of at least 15% with a goal of 25% as stated in items 2 and 3.2?

The KW-h generated to support a BEAR camp depends in the location, the environment where the camp is located, the size of the camp. A typical 3300 people camp may need up to 8.6MW during certain time of the day. The current effort development/testing will only concentrate on a small portion of the camp, (Not Entire the CAMP) therefore, the amount of the renewable energy generated will be used to compute how much fossil fuel consumption reduction can be obtained, if more renewable sources are available. The test data collected will be used for this purpose.

12. Is there an Air Force preferred hardware components list for this project?

No. However, referenced T.O are provided

13. What are the electrical and hardware/software connections methods required for connection points to the “existing BEAR equipment and logistic support” as stated in item 2.1?

Please read the provide T.Os for information.

14. Is there a requirement for a power storage system – a.k. batteries for this project as stated in item 1?

The requirements are stated in the SOO, it is up to each offeror to come up with a design solution that will cover our requirements as stated.

15. Are there minimum/maximum time frames that we should at least consider for items 4.2 – “as required”, 4.4 - “provide input” and 4.5 – “quantifiable”?

4.2 Post Award conference will be within 30 days of award, CDR/PDR (reference attached Contract data list Requirements (CDRLs).

4.4 Reference DIMGMT-80227, contractor is to provide a milestone chart.

4.5 Data collected during testing should back up the report analysis.

16. Can you confirm that cost data is not required.

Yes. Cost data will not be required only the line items prices will be evaluated as stated in section M of the RFP.

17. Ref Volume III Present/Past Performance: The Relevancy Table on the last page of the FACTS sheet says, “Offerors shall ONLY complete the highlighted table. However, there is nothing highlighted in the table. Is it the offeror’s responsibility to complete the table? Please clarify these instructions.

The yellow highlight was taken out in error. Offerors should fill out the last column titled “Fill-in for the Effort Identified in par.B Above” of the table and leave the other two columns unchanged.

18. Section L-900 D. (2) states “The offer may expand the answering space on the FACTS Sheet so that the filled-in FACTS Sheet for each relevant contract covers no more than both sides of two 8 1/2 x 11 inch pages.” However the FACTS Sheets (RFP Attachment 1) is already 6 pages in length. Does this mean the size of the FACTS Sheet can be increased to 8 pages? Please clarify.

Yes, that is it can increase to 8 pages provided you do not delete the original wording.

19. Section L-900 A identifies the Volumes for the proposal submission. However, the RFP does not identify where the Small Business (SB) subcontracting plan should be placed. In what volume should the SB subcontracting plan be placed?

With the RFP, as an attachment. Not included in the page determination.

20. As the RFP is competitive, it does not discuss cost or pricing data. Does the Government want pricing backup sheets in addition to the quoted prices being placed in Section B? If so, in what volume should they be placed?

The Government is not requiring pricing backup sheets. The prices should be listed on the RFP by the line items.

21. In the Statement Of Objectives (SOO) document, item 2.1 indicates the existing BEAR equipment to be provided the successful contractor. Is there a typical/normal general layout for this equipment with approximate equipment and spacing dimensions?

No, there is no normal general layout for this equipment etc., however, all layout related requirements are described in the Technical Order (T.O.) associated to the described equipment. T.O were made available with this solicitation.

22. In the Solicitation Contract document on page 3, Section B, Item 0001 – Engineering Services describes the development of the ISBPS system that requires a prototype development and testing. Would a single size, fully functional modular power supply (ex. 10KW) prototype with controls and monitoring satisfy the requirements for this item?

It is the contractor determination. Contractor develop the system which they believe that meets the Air Force requirement; therefore, they will have to determine the propose solution that will meet the AF need.

23. Would the Test and Inspection Report described on page 4, Section B, Item A001 of the Solicitation Contract document for the same single size power supply with controls and monitoring satisfy the requirements for this item?

24. A Statement of Objectives (SOO): Are there any other physical specifications/parameters/drawings for the wind/solar equipment besides the electrical properties as stated in item 1 or the BEAR expeditionary requirements as stated in item 2?
