FA8505‐14‐R‐31331 Q&A’s (Answers are highlighted in red)
1. Who pays for the return of the repaired assets from the SOR to Dover? If the transportation costs of repaired assets from the SOR to Dover are the responsibility of the contractor, what CLIN will be charged?
The RSAF is responsible for paying the transportation costs to and from the freight forwarder.
2. Who coordinates the transportation of the repaired assets from the SOR to Dover, the contractor or the SOR?
The contractor will be responsible for coordinating pickup of repair assets by the freight forwarder.
3. Will the RSAF or USG provide the contractor notice of assets being forwarded to Dover from KSA prior to their arrival and subsequent shipment to the SOR?
The freight forwarder will provide a manifest of incoming assets requiring repair to the contractor.
4. Are the Cover sheet, Table of Contents, attachments, i.e. Project plans, etc. included in the Technical volume 25 page limit?
Neither the cover sheet nor the table of contents are included in the 25 page limit.
5. The bidder's estimated labor hours for repair services are based on the 165 annual transactions listed in the solicitation. At what level number transactions will the contractor be entitled to an equitable adjustment for transactions above the estimated initial values?
The government does not anticipate any equitable adjustment to occur. The Government provided an estimated annual induction of 165 based on historical inductions. The repairs have averaged around 100‐120 per year. The government has projected the annual inductions of 165 based on these annual inductions and to adjust for fluctuating needs of the customer and any inflation that may occur in the future.
6. Will the contractor's MIS be required to be encrypted to meet COMSEC requirements?
Yes‐ IAW PWS paragraph 4.18, the MIS shall be secure, password‐protected.
7. The Purpose of CAP is to have long lead, obsolete, or hard to obtain items available for repair. Much of this material requires a substantial down payment by the contractor to the vendor. Will the contractor be required to fund the down payment and carry those costs prior to material delivery and reimbursement by the government?
As long as the Contractor has the invoice they can bill monthly as expenses are incurred. Please note that per FAR 9.104‐1(a) to be determined responsible, a prospective contractor must have adequate financial resources to perform the contract, or the ability to obtain them (see 9.104‐3(a). Furthermore, since CAP and repairs are on a cost CLIN please reference DFARS 209.104‐1(e) General Standards concerning the contractor’s accounting system and related internal controls.
8. Does the price of repair include TT&E? If the TT&E indicates the costs of repairs will exceed the 75% of the assets replacement cost, and the government will not approve repair of the item, how will the contractor be reimbursed for the costs of TT&E? What CLIN would TT&E be charged to?
TT&E should be included in the actual repair costs, CLIN X002.
9. If an asset is BER/BPR, and the scrap request is approved by the USG, then how does the contractor pay the SOR to scrap the asset? What CLIN would this be charged to?
Any costs associated with the repair of the asset would be charged to CLIN X002.
10. Will the Government provide an estimate of the number of parts held by the current contractor in their warehouse facility and that is estimated to be transitioned from the current contractor to the awardee?
No, currently the government is not considering transferring parts from the current contract since it is an ongoing effort. The number of Contractor Acquired Property (CAP) transferred is dependent on Sources of Repair consumption rate, items inducted for repair and other factors that will vary the amount of CAP that will be available at the end of the current contract.
11. Will the Government provide an estimate of the number of parts ordered annually?
This is going to be dependent on which individual parts (end items) are required for repair.
12. Is a quantity list available showing demand history for end items and subcomponents?
Actual demand is not cyclical and instead is dependent on RSAF repair requirements. The government can only provide an estimate of the total annual inductions, which has been provided.
13. Will the Government provide an estimate as to the recommended size of the bonded warehouse required?
The government cannot provide an estimate. This will be dependent upon the contractor, Sources of Repair, and how many parts each Source of Repair is responsible for repairing.
14. Will the Government provide an estimate of the size of the technical documentation library to be maintained by the contractor?
Reference PWS paragraph 5.3, Technical Orders (TOs) and Country Standard Technical Orders (CSTOs). The Contractor will not be responsible for “maintaining” any technical data, but must assist Sources of Repair in ordering TOs, CSTOs, specifications and drawings from the JEDMICS system.
15) With respect to the Solicitation posted July 10, 2014 under FA8505‐14‐R‐31331 and titled Classified Repair and Return Services for F‐15 Royal Saudi Air Force Program, I had the following questions:
Incumbents and FBO Postings:
a. Are the current incumbents for this effort FA850512D0002 and FA850512D0001? If not, are there current incumbents performing the same or similar work? Are there contract numbers available? No, the current incumbent is only for FA850512D0002.
b. Is there a relation between FA8505‐14‐R‐31331 and the posting issued on FBO Sept. 17, 2013 under reference number FA8505‐12‐D‐0002‐P00005? Yes, there is a relation between FA8505‐14‐R‐31331 and P00005. P00005 was the precursor to competitive effort FA8505‐14‐R‐31331.
16) Award time frame:
a. What is the estimated award time frame for FA8505‐14‐R‐31331. The estimated award date is 15 Dec 2014.
17) Regarding the Documents:
a. Some of the documents on the posting are titled differently from what they are. See example of A0002 which notes these as being Conference Minutes, whereas the document appears to be a CDRL. The preference of the government is to list the CDRLs by their title and Data Item number. For example, CDRL A002 data item is listed as A002 and the title of the Data is Conference Minutes.
18. Is there currently an incumbent providing this support? If so, will the Government identify the incumbent. Yes, there is currently an incumbent providing this type of support. The incumbent is S&K Aerospace (CAGE: 41ME5)
19. Is this opportunity a follow‐on to FA8505‐12‐D‐0002 which has a period of performance from 5/18/2012
– 12/19/2014 and a contract value of $32,582,000? This opportunity is a follow‐on effort to FA8505‐12‐D‐ 0002. The government cannot confirm your contract value of $32,582,000 or period of performance.
20. If this is the follow on to an existing contract, will the Government confirm the approximate workload in accordance with the annual CLIN amounts for Repair & Return Services (CLIN 0001) of $2.2M, Repair/Modifications (CLIN 0002) of $2.9M, CAP (CLIN 0003) of $2.0M and Travel (CLIN 0004) of $100K. Yes, this is a follow on contract to an existing contract. The government cannot confirm the approximate workload to your annual amounts as provided in the question.
21. Will the Government identify the labor categories and number of Full‐Time Equivalents (FTEs) supporting this effort under the current contract? No, the government cannot provide the labor categories and FTE under the current contract as it is proprietary data to the contractor.
22. Will the Government consider a CLIN for the development of the required Management Information System or a transition CLIN? The MIS as defined in PWS 4.18 is a considerable investment. A separate CLIN for the development of the MIS or a transition CLIN is not considered. The offeror can consider including the MIS development under CLIN X001.
23. Since SAMIS is a Government system, will the Government provide SAMIS code and entry training or an operator manual? The government will provide a SAMIS manual to the contract awardee.
