REQUESTS FOR INFORMATION #3
FA8501‐15‐R‐0006, PROJECT UHHZ130209 CONSTRUCT ADDITION TO KITTING FACILITY BLDG 20121
1. Per paragraph 7.3.2 of the Construction Performance Requirements (section 01020) “The interior surface of new exterior walls shall be finished with gypsum wallboard.” Please confirm that this would only apply at the interior surface of the exterior walls in the restrooms, Break Room and Offices as appears to be shown on section 1/A‐301. The storage area would receive metal liner panels as noted on 1/A‐301 and per the Statement of Work, page 2 under the “Architectural” heading.
ANSWER: This is correct.
2. Is cathodic protection required for the 6” DI water main?
ANSWER: According to applicable Base Facility Standards, particularly Part 7A, ductile iron pipe (DIP) used for water mains must have be factory‐coated with field verification and correction, but we are considering whether this is sufficient without cathodic protection or polyethylene sleeving.
3. Should the Break Room floor finish be VCT?
ANSWER: Yes
4. Paragraph 7.3.9 of the Construction Performance Requirements (section 01020) states to “provide corner guards on all columns to protect wall from damage”. We assume this would be required only at locations where metal studs and gypsum board are framed around the column. Is this correct?
ANSWER: Corner guards will only be required at columns where GWB is the finished surface.
There is a corner made by the partition walls southeast of the proposed women’s bathroom that should be protected with a corner guard. Such corner guards are typically 54 inches high.
(This is the only corner in the addition exposed to the shop area).
5. Please provide the type and height of corner guards required.
ANSWER: Corner guards are typically 54 inches high. The corner guards should be clear vinyl or some other clear material equal to or better than vinyl.
6. Paragraph 8.15.1 of the Construction Performance Requirements (section 01020) states slab concrete shall be 4,000psi. Paragraph 8.15.9.1 of the Construction Performance Requirements (section 01020) states slab concrete shall be 3,000psi. Which is correct?
ANSWER: Paragraph 8.15.1 is correct; the slab‐on‐grade should be “4,000‐psi” concrete.
7. Per Paragraph 10.9.2 of the Construction Performance Requirements, “10.9.2. Design and install, in accordance with the ROBINS AFB FACILITY STANDARD, a voice/data system based upon 12 personnel distributed throughout the area. Each person shall receive one Category six voice and two Category six data connections. Provide five additional Category six voice/data connections for printers and faxes, location to be coordinated with the Base Project Manager.” Should this work be included in the base bid or as part of Alternate #1 (offices)?
ANSWER: Only the conduits should be installed by the construction contractor?????
8. RFI #1, question 3 asks if there are drawings for the existing building and the response states that drawings were attached to the solicitation. The drawings that were attached show the new addition. Could the as‐built drawings from the construction of the existing building be provided? These would be extremely helpful in preparing the pricing for the addition.
ANSWER: The Government does not believe these drawings are necessary for these “design‐ build” contractors to prepare bids. The Government will provide as‐built drawings to the awardee.
9. Construction Performance Requirements, paragraph 9.3 states “Provide cathodic protection for all underground metal piping”. It has come to our attention that cathodic protection is not typically installed for projects at Robins and is very expensive. Please verify if cathodic protection is required for this project.
ANSWER: See the answer to question 2 above. We are confirming what the requirement is for
DIP.
9a. Is the pre‐engineered facility you're looking for a modular building or a PEB?
ANSWER: See Statement of Work , Revision 1, dated 22 April 2015. This is a Design‐Build
Project. Construct a new 4,140 square foot pre‐engineered facility with standing seam metal roof. There is an Alternate 1 and Alternate 2. Alternate 2 identifies installation of government furnished modular office unit with the basis of design by Marteen Inc.
10. Drawing C‐100 shows a new concrete sidewalk running along Building 86. Is this new sidewalk to be included in this project as there was no mention of it at the site visit?
ANSWER: It appears that you are talking about the existing asphalt driveway next to bldg. 86, shown on sheets C‐101 and C‐201. There is no new sidewalk to be constructed here. There is an error in the legend.
11. Can Gate 44 be used as a haul route?
ANSWER: We are trying to get approval to use Gate 44 for hauling of soil, delivery of fill, gravel, etc. and for delivery of concrete to minimize spills of materials that may result in FOD.
12. 7.3.2 of the Construction Performance Requirements 01020, states the interior surface of new exterior walls shall be finished with gypsum wallboard. The existing metal building interior surface of the exterior walls are not finished with gypsum and the conceptual drawing provided for this project shows 10 foot metal liner panels. Is it the intent of the government to install gypsum board only in the areas of the new bathrooms, break room, janitor closet, and office areas?
ANSWER: Yes
13. Can you please issue all as‐built drawings for the existing Kitting facility Building 20121?
ANSWER: The Government does not believe these drawings are necessary for these “design‐ build” contractors to prepare bids. The Government will provide as‐built drawings to the awardee.
14. 7.2.3 of the Construction Performance Requirements states Elite Structures holds the roof warranty for the existing building. We phoned Elite Structures and they said they do not hold a roof warranty on the Kitting Facility Building 20121. Please confirm Elite Structures does not hold a roof warranty on this building.
ANSWER: We have confirmed that the manufacturer of the existing building was not Elite Structures. It is a Kirby Building.
15. Based on Elite Structures response that they do not hold a warranty on the existing roof, is there a roof warranty held by another company?
ANSWER: See above answer.
16. What are the on site staffing requirements for this project (i.e. superintendent, SSHO, QC
Manager)?
ANSWER: See Specifications Section 01005, paragraph 6 (only a full‐time Superintendent is required).
17. Are there any Technical proposal requirements for this proposal or do we only submit pricing and Reps & Certs?
ANSWER: Submit information as requested in the RFP.
18. Sheet C‐201 notes the water line as 6” Ductile Iron. The Base Facility Standards, Part 3C – Water Supply states “All water service lines and water mains constructed using nonmetallic materials shall be installed using locating tape and locating wire.” This implies that non‐metallic piping may be used for water supply lines and that ductile iron is not necessarily required. Please clarify whether ductile iron water supply piping is required for this project or if nonmetallic piping may be used.
ANSWER: We should be able to allow the use of PVC pipe (AWWA C900).
