REQUESTS FOR INFORMATION #2
FA8501‐15‐R‐0006, PROJECT UHHZ130209 CONSTRUCT ADDITION TO KITTING FACILITY BLDG 20121
1) Alternate No. 1 Description, Statement of Work – 01005, Paragraph 2, Page 3 of 9 & Concept
Drawings A‐101, Sheet 4 of 6 ‐‐ It is our interpretation from the Alternate Description that the Base Bid
& Alternate #2 Architectural Layout Plan should include only the required interior walls to construct the
Bathrooms and Breakrooms similar to the plan below. Please confirm if the Base Bid Floor Plan & shown below is correct:
ANSWER: That is correct.
2) Concept Drawing A‐301, Building Section ‐‐ This section indicates a 1 ½” Light Gage Metal Deck to be constructed over the Breakroom and Bathroom Areas. Is there any load to be placed on this deck for material storage, etc.?
ANSWER: No
3) Can the Government Furnish As‐Built Drawings for Building 20121 for review by Offerors during the proposal phase of this project?
ANSWER: The government does not believe these drawings are necessary for these “design‐build” contractors to prepare bids. The government will provide as‐built drawings to the awardee.
4) D‐B Construction Performance Requirements – 01020 Paragraph 7.2.3 Page 8 of 26 – This section requires the Offeror to provide a letter from Elite Structures verifying that the use of another manufacturer’s roof system can be used for the new addition without voiding the warranty by Elite
Structures for the existing roof. Has the Government coordinated with Elite Structures to determine if they will provide the letter required? If not, this requirement will in essence “sole‐source” the PEMB to the original manufacturer. Please clarify.
ANSWER: We have confirmed that the manufacturer of the existing building was not Elite Structures.
It is a Butler Building.
5) D‐B Construction Performance Requirements – 01020 Paragraph 7.3.9 Page 10 of 26 – This paragraph requires installation of corner guards on all columns to protect wall from damage. Please clarify if corner guards will only be required at columns where GWB is the finished surface (i.e. in
Breakroom/Bathroom/Office areas)
ANSWER: Corner guards will only be required at columns where GWB is the finished surface. There is a corner made by the partition walls southeast of the proposed women’s bathroom that should be protected with a corner guard. Such corner guards are typically 54 inches high. (This the only corner in the addition exposed to the shop area.)
6) Section 133419, Paragraph 1.4.1.1 Manufacturer, Page 10 of 25 ‐‐ This section requires the PEMB manufacturer to be accredited / certified by the International Accreditation Services (IAS) Inspection
Program. Per discussions with the original PEMB Manufacturer (Elite Structures) , they are not currently IAS certified. Can the IAS certification requirement be waived in order to allow the original
PEMB Manufacturer to fabricate and provide the new addition PEMB structure in order to avoid issues with the existing structures Weathertightness Warranty?
ANSWER: The previous edition of the specifications section 01020 was in error. The PEMB manufacturer was not Elite Structures. This has been corrected in the revision to the RFP specifications. This is a Kirby Building Systems PEMB which has been certified (IAS AC472). Thus, this not an issue and no waiver should be needed.
7) State of Work ‐01005, Page 3 of 9, Subparagraph #3 Alternate No. 2 indicates this alternate is for installation of a Government Furnished Modular Office Unit with the basis of design as Marteen, Inc.
Can the Government please clarify what the Modular Office Unit design consists of (i.e. a Modular Office
Trailer, etc.) and/or provide photos of the Modular Office if it is an existing Government Owned unit for clarification of the installation requirements?
ANSWER: We do not have photos readily available, but believe this firm is located in Ocilla, GA at
229‐468‐3103.
POST SITE VISIT RFIs
8) The Government furnished floor plan appears to indicate the entire endwall of the existing building
(i.e. purlins, girts, panels, etc.) is to be removed back to the rigid frame. Is this correct, or is an opening within the existing endwall required? If an opening only is required, please verify the minimum opening dimensions.
ANSWER: The entire endwall will be removed.
9) D‐B Construction Performance Requirements – 01020 Page 8 of 26 states “The existing building currently has a warranty from Elite Structures. The existing building (see photo below) appears to be a
Kirby Building Systems building. Please clarify this discrepancy.
ANSWER: This PEMB is a Kirby Building Systems‐manufactured structure.
10) Section 13 34 19 Pre‐Engineered Metal Buildings, Page 17 of 25, Paragraphs 2.3.8 Insulation indicates minimum R‐Values of R‐30 for the roof and R‐21 for the walls. The stated R‐Values would require the use of a multi‐layer application and the use of insulation retainers as described in Paragraph
3.8.2. The existing building does not meet these requirements based upon the lack of any type of insulation retaining system (see photo below). Please confirm if we are to match the existing building with respect to insulation type and thickness.
Existing Roof and Wall Insulation Does
Not Use a Banding System and appears to be a conventional “over the purlin or girt” installation. Existing R‐Values appear to be R‐19 in Roof and R‐13 in
Walls. Please clarify.
ANSWER: Use insulation with the same R‐values as in the existing building: R‐19 in roof and R‐13 in walls.
11) Section 13 34 19 Pre‐Engineered Metal Buildings, Page 17 of 25, Paragraphs 2.3.8 Insulation requirement for the walls is listed as a minimum R‐21, which is a non‐standard value per discussions with multiple insulation companies. Conventional thicknesses will provide R‐19 or R‐25. R‐19 is the thickest insulation that can be provided for walls without the use of sidewall insulation retainer systems.
Please clarify.
ANSWER: See answer above.
12) Section 13 34 19 Pre‐Engineered Metal Buildings, Page 15 of 25, Paragraph 2.1.3 Wall Liners indicate a metal liner panel height of 10’ AFF, but the existing Metal Liner Panels are only 8’ high. Please clarify height for the liner panels in the new addition.
Existing Exterior door shown in left side of picture is a 7’ door. The liner panel stops approx.. 1’ above the door, indicating existing liner panels are only
8’ tall. Please clarify height for addition liner panels.
ANSWER: These should be the same height as the existing liner panels.
13) The existing buildings roof purlins and wall girts are galvanized. Please clarify/confirm if the addition purlins and girts are to be galvanized to match existing.
ANSWER: Yes, they should match the existing girts and purlins.
14) Please confirm the thickness of the existing concrete drive apron that has to be cut and replaced for the new storm drainage piping.
ANSWER: Six inches, more or less.
15) D‐B Construction Performance Requirements Section 01020 Page 11 of 26, Paragraph 7.4.5 indicates 6” Vinyl Cove Base required but the existing cove base in the admin areas is 4” high. Please clarify height for new cove base.
ANSWER: They should match the cove base in use (4 inches high).
16) What are the size and clearance requirements of any forklifts to be used in the new addition space?
ANSWER: At this time, assume that a 6‐inch thick concrete floor will be sufficient for the forklift loading. Use 4,000‐psi concrete for the floor slab, which should be rated for a minimum live load capacity of 125 PSF.
17) Are the existing restrooms and break room remaining functional after the new ones get installed or will those spaces be re‐purposed?
ANSWER: The existing restroom and break room will continue their current use.
18) Is the Comms equipment going to remain in the office as it is currently or be relocated back to the designated Comms room with exterior access?
ANSWER: It should remain where it is.
19) Can the Government provide a copy of the PEMB Shop Drawings from the existing building or the original manufacturer’s Project / Job # for reference?
ANSWER: The Government can provide a copy of the shop drawings for the PEMB to the contract awardee. The job number for the Kirby‐built PEMB is K10L0141A.
20) Can the government provide flow test from the nearest fire hydrant for preliminary design and job costing?
ANSWER: We are providing a copy of the flow test taken in the vicinity of the existing building just under five years ago. The flow consumption has not increased significantly in this area since then. See
Water Flow Test Record herein.
21) Will a project sign be required with job information and if so is a rendering of the addition be required?
ANSWER: This will not be necessary, but if the Contractor wishes to provide the sign at no additional expense to the Government, as a matter of pride, this would be acceptable.
22) Will a UL certification be required for the lightning protection? Does the existing structure contain any lead paint?
ANSWER: UL certification is required. This building was built about five years ago; lead base paint should not be a concern.
23) Is the existing lightning protection up to code?
ANSWER: Yes
24) Are any contaminated soils expected in the area of construction?
ANSWER: No
