1. Reference Q & A 3, Question #2. We do not believe that the answer provided clarifies the intent of the question. Are we correct in our assumption that the unit that should be shown in Section B should actually be “month” with a quantity of 12 as this is a FFP contract versus billing on a “per piece/unit i.e. liter” basis?
- Please disregard the previous answer in Q&A 3 Question 2. The correct unit it LOT. Please propose accordingly.
2. The Wage Determination (WD) that was incorporated does not appear to be the appropriate document primarily due to not only the minimal number of job classifications available, but the job descriptions (SCA Directory of Occupations, Fifth Edition) of the positions offered. This WD starts out by stating that “Employed on contracts for removal of oil spills, hazardous waste materials and related cleanup services.”, which is not the work being performed under this contract. Additionally, the “Environmental Technician” description clearly identifies this person as someone akin to someone specially trained in laboratory procedures. The description in part states “The Environmental Technician conducts tests and field investigations to obtain data for use by environmental, engineering and scientific personnel in determining sources and methods of controlling pollutants in air, water, and soil, utilizing knowledge of agriculture, chemistry, meteorology, and engineering principles and applied technologies.” And also states, “This worker prepares sample for testing, records data, and prepares summaries and charts for review, sets monitoring equipment to provide flow of information, installs, operates, and performs routine maintenance on gas and fluid flow systems, chemical reaction systems, mechanical equipment, and other test instrumentation.”. The Laborer position offered is categorized as part of the “23000 - Mechanics and Maintenance and Repair Occupations” which is also not the type of work performed. We feel the use of Wage Determination No. 2015-5483, Rev 3 dated 08/03/2017 is more appropriate thereby allowing offerors the latitude to select a more appropriate job classification.

3. Reference Q & A 2, question #8. It appears that the first part of the question wasn’t answered. What employee labor category is currently being used?
- The current labor category being used is Material Handling Laborer (21050).
