1. Is this work currently contracted? If yes, please provide Contractor name and contract number.

2. Reference SF 1449-Continuation Page: Item No. X001 shows “Lot” as the unit of measure. Please define “Lot” as to how the offeror is supposed to price these CLINs?
I believe that was typo and it should have been LT, which is the abbreviation for liter.
3. Reference PWS Paragraph 2, Basic Services: this paragraph references “operating contractor-furnished general/special purpose vehicles to include an electric forklift and charger”. We do not see any information that aids us in determining the type and/or quantity of vehicles as well as the capacity of the forklift. Please provide sufficient information that allows offerors to determine the proper equipment for the job.
a. Is a forklift required in both the Bldg. 256 North-side mixing area and South-side staging area?
Only for the south-side staging area. *Forklift must be EE or “Explosive Proof” rated
b. Is the forklift required to be outfitted with a drum grabbing attachment?
No
4. Reference PWS paragraph 2.1.2.1: this paragraph states in part, “The Contractor shall print, associate, and provide Occupational Safety and Health Administration (OSHA) compliant hazardous chemical labels and yellow EESOH-MIS labels on shop day-use and pour-down containers…”. We see that the label printer is a shared item (para. 4.3). Are the requisite label blanks furnished by the Government?
Yes, they will be ordered by the supporting Hill AFB Material Issue Center (MIC).
5. Reference PWS paragraph 2.1.2.3: the paragraph states “The Contractor shall print OSHA-compliant hazardous chemical labels for shop day-use and pour-down containers. The Contractor shall also provide OSHA-compliant hazardous chemical labels for shop day-use containers upon customer request. Customer requests are estimated to be 10 - 30% of the overall OSHA-compliant hazard chemical label printing workload”. We do not see any workload for label printing that would allow us to determine the customer request levels. Please clarify.
The current contractor has not been billing customers and has absorbed the extra cost of manpower to make these GHS labels. There are other locations on Hill AFB that pour into smaller containers and they are being required to label their pour-down containers. We are forecasting an increase in requests for GHS labeling.
6. Reference PWS paragraph 2.3.3: “the Contractor shall request to attend training courses by submitting the request no later than (NLT) 30 days after the transition start date”. We do not see any transition period referenced in the solicitation. Please clarify.
The old contract does not specify any transition period for the current contractor, therefore, the new contractor is not under any requirements to provide any transition help.
7. Reference PWS paragraphs 4.2 and 5.3.3: paragraph 5.3.3 states “The Contractor shall be responsible for safeguarding all government shared property provided for contractor use. At the close of each work period, property and materials shall be secured.” While paragraph 4.2 states “The government maintains accountability for this shared property of the government.” Please describe how the contractor is responsible for these shared items.
The contractor is responsible for ensuring that all shared property is accounted for. This would be accomplished by controlling access to the building and ensuring that the building is secured during periods when the building is unoccupied by personnel (i.e. Off hours).
8. Reference PWS paragraph 5.7.3: will the contractor be required to transport hazardous materials on public roads thereby requiring DOT registration for their vehicles?
Normally, there should not be any deliveries off-base, unless there is a rare delivery to UTTR or Little Mountain which would require that adherence to all DOT requirements.
9. Reference PWS paragraph 5.7.3: is the transport of hazardous materials within the confines of Hill AFB regulated as it is off base?
No, all personnel will need to operate a vehicle delivering materials will need to adhere to requirements of the Spill Prevention, Control and Countermeasure Plan (SPCC) and the Pace and Protect Area (i.e. Flight-line area).
10. Reference PWS paragraph 5.7.3: what is the frequency and distances of deliveries both on and off Hill AFB?
Rarely, if ever, are deliveries made to Little Mountain or UTTR. Little Mountain is approximately 24 miles from Hill AFB. Hill AFB to UTTR is approximately 100 miles. These locations normally do not require support from the Pour-down Facility.
11. Reference Appendix F, Workload Data: please explain the column heading “Decanted ounces per BT/KT” as it doesn’t appear anywhere in the PWS.
The abbreviations are for “Bottle/Kit”.
12. Reference Appendix F, Workload Data: Please explain the workload as displayed. It appears that on the first row for example (polyurethane, black, 37038, flat, kit) 3 -2 ounce containers were issued from a stock of 2 quarts or 64 ounces. Is this an accurate understanding of what is being presented? If not, please explain what we are seeing.
Yes, these are normally a two to three part kit and some of the customers only need enough material to do paint touch-ups.
