QUESTIONS AND ANSWERS #2

TO

RFP FA8224-12-R-0037

5 March 2012

1. Q: The CLINs to be priced out in the solicitation do not match the organic transition plan in the PWS. The plan year one includes 3 full time people and one half time/half year person. The plan for the subsequent years have 2 full time people. The solicitation requires pricing for three full time people for each year (half year in the last year). Should the organic transition plan in the PWS be ignored in completing the solicitation CLIN pricing?

A: The Performance Work Statement, Appendix B, has been revised to reflect the corrected organic transition plan. The solicitation is revised to reflect the most current PWS version, dated

5 March 2012. Please see Amendment 0001 to RFP FA8224-12-R-0037 document for this requirement and updated changes.

2. Q: The POP for CLINS 0006 – 0010 is 2016; however, in the solicitation they are positioned with the CLINs for the first funding year (2012 -2013). That is confusing and may lead to erroneous pricing. Shouldn’t those CLINs start with 04 so they are not confused with the initial year?

A: CLINS 0006 through 0010 will only be exercised in accordance with FAR 52.217-8, Option to Extend Services. These option CLINS are not part of the first funding year and each of these CLINS (0006-0010) description reflects the FAR 52.217-8 clause. The period of performance will be determined upon the Government’s right to exercise in accordance with

FAR 52.217-8. For example, the Government’s organic transition timeframe change or availability of funds may determine the point in time for which FAR 52.217-8 will be required.

When the point in time is determined, then CLINS 0006-0010 may be exercised after the base year, first option year, second option year or the third option year. Please see Amendment 0001 to RFP FA8224-12-R-0037 for updates.

3. Q: As the incumbent we have not been required to have a secret security clearance. What changed in the work to require this level of clearance rather than a favorable assessment from the local security office? Do all people working under this contract require a secret clearance? Will the successful bidder be given time to get the secret clearance?

A: The Rocket System Launch Program (RSLP) under PWS paragraph 3.2.1 is the task that requires the SECRET security clearance. DD Form 254 addresses this requirement for the RSLP program. Personnel requiring the SECRET security clearance will work with the Missile

Maintenance Group (MMXG) and work with classified information. As noted in PWS paragraph 5.5.2.3, interim access may be granted by the Designated Approving Authorities only after submission for NAC and obtaining a Favorable Local File Check completed by the 75 th

Security Forces Squadron or possession of a valid security clearance.

4. Q: With the technical proposal limited to 5 pages, would attached resumes be considered pages in excess of the 5 allowed and be discarded rather than reviewed as part of the evaluation?

A: Resumes are excluded from the five (5) page limit. Please see Amendment 0001 under

Section L, Instructions to Offerors for revised verbiage.

5. Q: Do we need to have Facility Clearance before bidding on this contract?

A: The successful bidder will be granted an interim access based on a favorable assessment while completing the security background investigation.

6. Q: Do you happen to know the estimated yearly value for this solicitation?

A: The Government cannot provide the Government estimate for this solicitation.
