SECTION M - EVALUATION FACTORS FOR AWARD

The following have been modified:

EVALUATION CRITERIA FOR AWARD

M-I BASIS FOR CONTRACT AWARD 1: This is a competitive best value source selection that will utilize

Lowest Price Technically Acceptable (LPTA) source selection procedures in accordance with FAR 15.101-2 as supplemented. Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability. Award will be made to the acceptable offeror with the lowest evaluated cost or price, which is deemed responsible in accordance with the Federal Acquisition Regulation and whose proposal conforms to the solicitation requirements. The solicitation requirements include all stated terms, conditions, representations, certifications, and all other information required by 52.215-1, Instructions to Offerors of this solicitation. The

Government reserves the right to award without discussions. Therefore, each initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if determined necessary by the Contracting Officer.

(a) Evaluation Factors:

i. Factor 1 – Price. Offeror’s must provide pricing for CLIN 0001, 0002, 0003, 0006, 0008, 0101, 0103, 0201, 0203, 0301 and 0303. All CLINs will be added to determine the Total Evaluated Price. Initially, offerors shall be ranked according to price.

ii. Factor 2 – Technical Acceptability (not a tradeoff factor). Next, the Government technical evaluation team shall review the technical proposal submitted by the lowest price offeror on an acceptable/unacceptable basis to ensure the solicitation requirements including all stated terms, conditions, representations, certifications, and all other information required by this solicitation are met.

a. Each Technical Capability subfactor will receive a rating of acceptable or unacceptable. If any subfactor is rated unacceptable, the entire proposal is rendered technically unacceptable and the proposal will be removed from the competitive range. Only proposals deemed technically acceptable (either initially or as the result of discussions) will be considered for award.

i. Acceptable – Proposal clearly meets the minimum requirements of the solicitation.

ii. Unacceptable – Proposal does not clearly meet the minimum requirements of the solicitation.

iii. Factor 3 – Past Performance. Next, the Government technical evaluation team shall review the relevant past performance contracts submitted by the lowest priced offerors on an acceptable or unacceptable rating.

a. Acceptable - Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.

b. Unacceptable - Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

In the case of an offeror without a record of relevant past performance or form whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability,”unknown” shall be considered “acceptable.”

b. Award Decision:

i. Step One – Evaluate Price. The Offeror’s price proposal will be evaluated, for ranking purposes, based upon the Total Evaluated Price.

ii. Step Two – Determine Technical Acceptability. The technical evaluation provides an assessment of the offeror’s capability to satisfy the Government’s minimum requirements. The Government will evaluate the lowest priced offeror for technical capability and determine technically acceptability or unacceptability. If unacceptable, the next lowest priced proposal will be technically evaluated. The Government will evaluate on the basis of the offeror’s proposed technical proposal.

In five pages or less for each of the following requirements, describe in detail your capabilities, related experience, and approach to the subfactors:

(a) Subfactor 1 - Basic Services: The proposal is technically acceptable when it demonstrates detailed description of capabilities, related experience and approach to the Basic Services referenced in Paragraph 2 of the

(b) Subfactor 2 - Financial/Partnering Advisement: The proposal is technically acceptable when it demonstrates detailed description of capabilities, related experience and approach to the Financial/Partnering

Advisement referenced in Paragraph 3.1 (including subparagraphs) of the Performance Work Statement.

(c) Subfactor 3 - Technical/Specialized Project Management: The proposal is technically acceptable when it demonstrates detailed description of capabilities, related experience and approach to the

Technical/Specialized Project Management referenced in Paragraph 3.2 (including subparagraphs) of the

(d) Subfactor 4 - Material research and analytical support: The proposal is technically acceptable when it demonstrates detailed description of capabilities, related experience and approach to the Material Research and Analytical Support referenced in Paragraph 3.3 of the Performance Work Statement.

(e) Subfactor 5- Training: The proposal is technically acceptable when it demonstrates detailed description of capabilities, related experience and approach to the Training referenced in Paragraph 3.7 of the

(f) Subfactor 6 – Security Clearance: The proposal is technically acceptable when it demonstrates proof for each potential employee that possess a current Secret security clearance as referenced in Paragraph 5.5.2.1 of the

(f) Subfactor 7 - Capture Plan: The proposal is technically acceptable when it demonstrates a capture plan for hiring incumbent employees and a contingency plan in case such incumbent employees cannot be hired ensuring full mission support with no disruption in service in accordance with Executive Order Number 13495.

iii. Step Three – Past Performance. Along with recent and relevant past performance contracts submitted, past performance information may be gathered from both Government and commercial sources. Past performance will be rated acceptable or unacceptable.

G. The Government intends to award a contract without discussions with respective offerors. The Government, however, reserves the right to conduct discussions if deemed in its best interest.
