Request for Information (RFI) Pacer Classic III (PC III) T-38C Structural Retrofit
This announcement constitutes an RFI issued pursuant to FAR 52.215-3 – Request for Information or Solicitation for Planning Purposes. No solicitation exists; therefore, please do not request a copy of the solicitation. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the Government to form a binding contract. Companies that respond will not be paid for the information submitted. The Air Force is hereby soliciting capability statements from interested sources for the PC III T-38C Structural Retrofit Program.
1. PURPOSE: This RFI is intended to gather information and feedback from potential sources for the procurement of aircraft structural modification kits for T-38C aircraft. This acquisition is a Total Small Business Set-Aside.
2. BACKGROUND: Air Education and Training Command (AETC) and the T-38 System Program Office (SPO) are focused on removing and replacing key fuselage structural components on identified T-38C aircraft historically exposed to the greatest fatigue damage. PC III is the third major structural overhaul on the T-38C fuselage. PC III will replace major structural components within the aircraft forward and center fuselage to include major longerons, bulkheads/formers, internal skins and a number of structural floors.
3. SCOPE OF TASK/ISSUE: The US Government is interested in the contractor’s programmatic and technical ability to:
1) Properly interpret drawings located in the technical data package
2) Manufacture and procure structural components compliant with the technical data package
3) Integrate all structural components into modification kits
4) Deliver kits to the Government based on a 12-15 month lead time
The latest draft PC III Kit Bill of Material is included for reference as Attachment One. Please acknowledge the BOM is a draft and subject to change without notice.
The US Government requests respondents identify the main risks and corresponding mitigation activities associated with each task mentioned above.
Industry Days for this effort are currently planned to be held May 20-21, 2014 at Hill AFB Utah.
Interested contractors are encouraged to attend but attendance is not mandatory. To facilitate Industry Day planning, please RSVP with anticipated number of attendees.
4. REQUEST FOR INFORMATION: Potential contractors are requested to define their interest as vendor, prime contractor/kit integrator. The Government requires information on current or past services relevant to meeting needs of the Government herein. The contractor shall demonstrate the capability to provide all aspects of this task to include the following:
1) Company name and associated CAGE code
2) Point of contact name and number

3) Business status (8(a), Small, HUBZone, Woman-owned, U.S or foreign-owned etc.)
4) Programmatic and technical ability to:
o Interpret drawings o Manufacture/procure structural components o Perform kit integration o Meet desired lead times
5) Risk assessment/mitigation of the Government requirement
6) Intent to attend Industry Day 20-21 May 2014
5. REQUEST FOR INFORMATION REQUIREMENTS: Please submit two copies of your response electronically to the Request for Information in an executive summary format not to exceed five (5) pages. If your response includes information you consider proprietary, please mark the information in accordance with regulatory guidance. Please do not include company brochures or other marketing information. Please see below for contact information.
