Post Pacer Classic III (PCIII) Industry Days Synopsis 21-22 May 2014

Discussion Topics

1.) Pacer Classic III part numbers requiring source qualification

a. Five part numbers within the PCIII Bill of Materials require source approval by the Engineering Source Authority (ESA). To allow sufficient time for offerors and their sub-vendors to become qualified, the proposal response timeframe will be 60 days. The offerors proposal and Source Qualification are separate processes. It is suggested offerors begin submitting Source Approval Request (SAR) to the ESA prior to the official Request for Proposal.

b. Current approved sources for the five part numbers requiring source approval by the ESA, are listed below:

*Note that a prototype article is not required to be an approved source; however, a First Article Test will be required for all not previously produced articles

c. As detailed in the Source Qualification Statement the following methods for source approval/qualification may be used:

i. Qualification through a prototype article

ii. Production of earlier dash numbers or the basic part number

iii. Production of similar or like articles (complete drawings, specs, First Article Test report, etc must be provided)

d. Several parts require special tooling (extrusion or forging dies) and processes.

Forgings and extrusions shall be procured from sources approved by AFLCMC/WLDEC using the original, certified procedures and dies/tooling unless otherwise noted. The current approved source is located in the Attachment A of the technical data package.

2.) Liquidated Damages

The government is reviewing questions concerning liquidated damages; any updates will be posted through FBO by the Contracting Officer.

3.) Proprietary parts and processes

a. Two parts required for PC III have been agreed between the Government and Northrop Grumman to be limited rights to the Government and those parts will need to be acquired from Northrop Grumman. They are the left and right dorsal longerons (part numbers 3-11413-3, -4). The Northrop Grumman point of contact is Peter Washburn (801) 774-3179.

b. Government license rights to data for the left and right upper cockpit longerons F.S. 144-284 (part numbers 110-1101-13,-14) is currently unresolved between the Government and Northrop Grumman. In order to avoid delays on this contract, the Government will, for purpose of this PC III procurement only, not exercise its license rights. However, the Government reserves all of its right in the future to contest Northrop Grumman's position, and does not waive any rights by failing to exercise them for PC III. For this PC III procurement only, these parts will need to be acquired from Northrop Grumman. The Northrop Grumman point of contact is Peter Washburn (801) 774-3179.

4.) Technical Data Availability

a. The updated PC III technical data set will be made available on a DVD prior to

RFP release (est Jul 14). The Contracting Officer will post the announcement on FBO. The Offerors will need to sign and submit a written request in order to obtain a current TDP.

b. The ESA will answer questions regarding technical data through the following email address russell.walter.1@us.af.mil or aaron.parr.1@us.af.mil

5). AS9100 certification will be required for all offerors and their subvendors.
