Questions & Answers Round 3

Q1: 5.1.1 Past Performance Information Sheet (PPI): We can provide up to three references for the
Prime and up to three (3) references for each subcontractor. This information is REQUIRED for the offeror and all subcontractors "who are proposed to perform 20% or more of the proposed effort". The current format has the form at three (3) pages, with little room for narrative answers.
Are we required to use the Attachment 8 – PPI Sheets, in the format provided? Or can we use submit
ALL of the required information IAW the formatting instructions of the other sections of the proposal?
Even with the page limit increase, the format of the Attachment 8 provided will hinder our ability to effectively answer this Section if we have more than one Subcontractor.
Please confirm that we can reformat the Attachment 8 (IAW the formatting instructions of the other sections of the proposal) and/or a page limit PER REFERENCE (to allow for up to nine (9) references -
Prime and 2 Subs).
A1: The requirements for Past Performance information are identified in Atch6_52.212-
1_SectionL_Instructions, paragraph 5.1.1 and 5.1.1.1. Attachment 8, PPI Sheet is a required template;
offerors are responsible for submitting complete PPI Sheets in accordance with these instructions. The offeror is also responsible for staying within the page limitation for the Past Performance Volume, identified in paragraph 2.2 and page size/format identified in paragraph 2.2.2.1 – Page Size and Format.
Q2: Volume I page limit: The page limit for Volume I is 5 pages. What is included in, and what is exempt from the 5 page limit?
The “Volume Organization” (3.4) did not include “3.1 Narrative Summary”. Where should the Narrative
Summary be placed in the Volume? Or are items #2-5 of the Volume Organization considered part of the
Narrative Summary.
A2. Please ensure to include a Narrative Summary in Volume I in accordance with paragraph 3.1 of the instructions. Paragraph 3.4 provides a general outline for volume organization.
Q3: 5.1.3 Past Performance Questionnaires. Offerors shall complete Section 1 of Attachment 09, Past
Performance Questionnaire and e-mail it along with Attachment 12, Past Performance Questionnaire
Cover Letter to all POCs the offeror has listed in the PPI Sheets.
Are we to send the PPQs to each of the POCs listed on each of the PPI Sheets (up to three people per project), or to one POC for each Relevant Contract?
A3. Please reference Atch6_52.212-1_SectionL_Instructions, paragraph 5.1.3 – Past Performance
Questionnaires.
Q4: PPIs, PPQs: We performed the work as a Subcontractor, and have only the contact information for the Prime for whom we worked. What should we use for Program Manager and/or Site Manager, Contracting Officer, and Administrative Contracting Officer?

A4: Attachment 8: F. Primary Customer Points of Contact: (For Government contracts provide current information on all three individuals. For commercial contracts, provide points of contact fulfilling these same roles.)
Q5: The PWS for the Teamcenter Professional Engineering Services lists the following requirements:
Section 1.2 Scope has the following item listed “Requirements management using DOORS and
Teamcenter”
Section 3.1 Task Requirements item p) Develop data models, workflows to transition
TOs from SGML sourced data to S1000D content using the Teamcenter Content Management module.
The Teamcenter Software Licenses to meet these requirements are not included in Section 3.4 Software.
Will the Air Force provide these licenses? If not, is the contractor responsible for the purchase and maintenance of these licenses for the base plus option years?
A5: The required licenses are loaded in the AF PLM environment and will not be transferred. The contractor will use them on-site when required.
