Questions & Answers Round 1

30 June 2016

Q1. How are these services currently being performed? Under contract? In-house?

A1. These services are currently contracted.

Q2. If these requirements are currently being performed under a contract,

a. Who is the Contractor?

A2. The current contractor is Siemens Government, Inc.

b. What is the contract number?

A2. FA8202-14-F-0001

c. When does the contract expire?

A2. 23 September 2016

d. What is the current contract value?

A2. $1,519,618.10

Q3. What is the anticipated RFP release date?

A3. RFP was released Friday, 24 June 2016 and will close Monday, 25 July 2016.

Q4. Attachment 6 Section 5.1.3 Past Performance Questionnaires references Attachment 09 and Attachment 12. They are not included in the solicitation documents. Will you provide them?

A4. The attachments (8-12) identified in attachment 6, sections 5.1.2 & 5.1.3, are uploaded as a combined document labeled Atch08_12 Performance Confidence.

Q5. Attachment 6 Section 5.2 Past Performance Confidence Volume Submission references the date in block 9 of the SF 1499. Should this be Block 8?

A5. Yes, this should reference Block 8 of the SF1449, not Block 9. An amendment will be completed to correct this. (Correction to Section L)

Q3. Attachment 1 describes the H/W & S/W configurations required. Are they currently available?

A3. IAW PWS 3.4 & 3.5 the contractor shall be required to provide the necessary software, software licenses, and hardware as Contractor Acquired Property (CAP). All CAP will be returned to the Government no later than the completion of the contract.

Q4. Attachment 1 references GFI provided A-10 Siemens license files for required modules. Will you provide the license files?

A4. The PWS will be updated through the next amendment. The following will be added to PWS 3.4

Q5. Will consultants be required to have a “Secret” clearance on day 1 of the contract or can they work with an interim clearance?

A5. An INTERIM clearance is acceptable while a SECRET clearance is being pursued.

Q6. We have an 8A partnership. Can we bypass elements of the proposal/evaluation phase if we were to invoke this relationship?

A6. Based on market research it was determined this requirement will be solicited as a total small business set aside. All elements of the proposal/evaluation will be required.

Q7. Is there any chance this can be moved to an 8(a) set aside?

A7. Based on market research it was decided that this would be competed as a total small business set-aside.

Q8. What is the number of NX and Teamcenter users?

A8. There are approximately 150 NX/Teamcenter users.

Q9. What are the versions of NX and Teamcenter currently implemented?

A9. NX version 8.5 and Teamcenter 9.1.2.3.

Q10. Would you provide the Teamcenter H/W and S/W server configuration including versions?

A10. Servers are hosted in the Hill Enterprise Data Center (HEDC) and are running Teamcenter Unified V9.1.2.3.

Q11. Is the expectation to have a one of the two contractor consultants on-site full time?

A11. IAW PWS 5.4, the Government is prepared to provide office space for on-site contractor personnel. All offeror solutions will be considered to determine the best approach to support the requirements of the PWS.

Q12. Due to the scope of information required to meet the proposal requirements, is there the possibility to extend the response due date?

A12. At this time we are not considering an extension to the response due date.

Q13. What is the number of Teamcenter Authors and Teamcenter Consumers?

A13. The are 113 Teamcenter Authors and 487 Teamcenter Consumers.

Q14. Are there 150 NX Users?

A14. There are 19 NX floating bundles used by approximately 50 engineers.

Q15. Would you provide an architecture diagram of the Teamcenter Server configuration including Database servers, Web Servers and storage capacity? Also Database software and version, Webserver and version, etc...

A15. The details of the environment will not be provided as the servers are hosted/supported in the Hill Enterprise Data Center (HEDC). There are currently four servers for each of the environments of PROD, TEST, DEV, and TRAIN (1 Teamcenter Corporate server, 2 webservers running Weblogic 12.1.3, and 1 database server running Oracle 12c).
