1.0 Description of Services

Commercial service provider shall provide the 75th SC Communications & Information Directorate and its customers at Hill AFB, with commercial internet services and maintenance support mentioned in proposal and provided quotes including, but not limited to, labor, material, equipment and maintenance response times. The commercial service provider shall provide all personnel, labor, equipment, tools, materials, supervision, and other items required to perform services being ordered. The commercial service provider is required to provide a pricing list of services and packages. The main purpose of this contract is to provide commercial internet services.

1.1. Requirements:

The commercial service provider shall provide commercial internet services and communications infrastructure, if required, to complete the establishment of commercial internet service orders required at Hill AFB, UTTR and Little Mountain to meet mission needs where AFNet access is not authorized or provisioned.

1.1.1. Commercial Service Provider Responsibilities.

The Commercial service provider shall employ and maintain a technically trained and experienced work force and be fully proficient in meeting current industry standards. Commercial service provider must have an established/current franchise agreement and real property instrument with Hill AFB’s Civil Engineering Real Property office to operate on government land and ensure coordination with the 75th SC Communications & Information Directorate personnel prior to completing orders with customers and establishing new points of service. Commercial service provider is responsible for providing all necessary personnel, equipment and materials to establish all circuits. In some cases, government infrastructure may be utilized to extend services from the demarcation points on Hill AFB but is not always guaranteed and must have prior approval from the 75th SC Communications & Information Directorate. All base customers will be responsible for funding their own commercial circuits and will collaborate with 75th SC Communications & Information Directorate personnel to establish service orders. The commercial service provider will not process orders without designated call placers present.

1.1.2. Geographic Requirement

The commercial service provider must be geographically located within 35 miles proximity to Hill AFB, UT to meet time critical requirements, i.e. high priority service request orders, and outage repairs.

1.1.3. Government Responsibilities

All work will be performed at Government managed facilities. The Air Force and its customers will provide the commercial service provider access to the installation and facilities where the work will be performed via escorts. If granted by the 75th SC Communications and Information Directorate, service orders/circuits may utilize government network infrastructure to extend services from CN’s (Central Nodes) to customer facilities by base network engineers. Additionally, all service orders requested by base customers (to include UTTR, and Little Mountain) must be verified, approved and processed by designated call placers within the 75th SC Communications & Information Directorate. All base customers will be responsible for funding their own commercial circuits and will collaborate with 75th SC Communications & Information Directorate personnel to establish service orders. The commercial service provider will not process orders without designated call placers present.

1.1.4 Standard Service Orders

The majority of installations, which will be referenced to as standard service orders/installations, require collaboration between both the commercial service provider and Air Force network personnel. For standard service orders, it is the responsibility of the customer, with guidance from 75th SC Communications and Information Directorate personnel, to determine the appropriate service package (to include bandwidth speed) as part of the commercial service provider’s standard price listing. Standard service orders/installations require the commercial service provider to ensure the circuit is dropped off and active at one of the base demarcation points/CN’s (Core Nodes). If granted by the 75th SC Communications and Information Directorate, Air Force network engineers with utilize government network infrastructure to extend services, on behalf of the commercial provider, from CN’s to customer facility. Standard service orders/installations require the commercial provider to install end user equipment (routers, etc.) in the main entrance facility at the customer’s facility (not the CN). In the event that the ordered service package does not meet the network demands (bandwidth speed) of the customer, it is the responsibility of the customer to request a service upgrade from the commercial provider, with support from designated call placers within the 75th SC Communications & Information Directorate.

1.1.5 Non-Standard Service Orders

If a commercial ISP service order is not authorized to use government infrastructure, commercial infrastructure is not present or requires a build out of infrastructure, it is considered a non-standard service order/installation. Tech solution coordination between the commercial service provider and the 75th Communications & Information Directorate will be required to identify method of establishing non-standard service orders. The commercial service provider shall include the cost of the build out as a NRC on the service order quote, in addition to all related service costs on the service-price listing. For unique commercial ISP requirements, which the service pricing list cannot meet the customers mission need, the customer organization or unit must seek approval from the 75th Communications and Information Directorate and work with base contracting officers to submit a new commercial ISP contract, separate from this BPA.

1.1.6 Standard Pricing for Services

The commercial service provider must produce a service pricing listing as a part of the quote and initial proposal to reflect costs for annual rates of services based on bandwidth speeds, to include NRC and MRC associated with establishing commercial internet services. Service price listings should include pricing for bandwidth speeds of: 50MB, 100MB, 500MB and 1GIG. As a part of the NRC and MRC, associated hardware, Wi-Fi routers, and network equipment should also be on the service price listing and it is highly recommended that it is listed as service and hardware packages. Standard agreement lengths shall be 6 - 12 months with fixed pricing throughout the term of the agreement. It is the commercial service provider’s responsibility to notify base customers of fixed pricing adjustments that will take effect after agreement. Price listing should include a monthly costing (6, 12 months) estimate for continuation of services after initial term of original agreement. The chart below is an example:

1.1.7 Required Response Times to Service Orders

The Commercial service provider shall maintain, at all times, a 90% uptime for network provided services. Commercial service provider shall also provide, in bid proposal, the response times for service deliveries and response times to outages related to both normal and high priority circuits. It is required of the commercial service provider to provide costing for high priority response times apart of service pricing listing. All delivery orders must have designated priority level and verified with the 75th SC Communications & Information Directorate. High Priority circuit maintenance times shall be within 10 business days, during normal business hours.

1.1.7.1 Services Summary

The commercial service provider is required to respond within two (2) business days of notification, within normal business hours, of an outage associated with the high priority circuit, if notified by a Contracting Officer or by the 75th SC Communications & Information Directorate. In the event of verbal notification to the commercial service provider, written confirmation from the commercial service provider of such notification will be provided within five (5) calendar days. If additional costs shall be incurred by establishing and maintaining high priority circuits, than the pricing shall be clearly annotated on BPA service pricing list.

For the purpose of this document, “Respond” in Section 1.1.8 is defined as actively taking steps to correct the failure or issue.

1.1.9 Test Results

Established circuits hosting commercial ISP services are subject to random bandwidth testing to ensure bandwidth speeds and quality of service are in accordance to established agreement between the commercial ISP provider and customer.
