The purpose of this amendment is to extend the solicitation response period, provide answ ers to received questions, make corrections to the solicitation, and to make necessary administrative changes to the solicitation regarding Government Furnished Property (The
Government ow ned containers are not being considered government furnished property, please see PWS paragraph 3). Due to the changes, many documents w ere updated as detailed in the sections of this amendment.
Response date and time is in Mountain Standard Time.
Except as provided by this solicitation amendment, all terms and conditions of this solicitation remain unchanged and in full force and effect.

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
PROPOSAL INSTRUCTIONS
SECTION L – PROPOSAL PREPARATION INSTRUCTIONS
A. To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Offerors shall be compliant with all solicitation requirements; including: terms and conditions, representations and certifications, performance work statement and technical requirements, in addition to those identified as evaluation factors or subfactors. Failure to meet a requirement will result in a proposal being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. Offerors’ proposals shall consist of two (2) separate parts: Part I - Price Proposal, and Part II - Technical Proposal.
In accordance with 15.304 (c) (3) (iii) past performance will not be evaluated based on CO determination.
B. The contracting officer has determined that there is a high probability of adequate price competition in this acquisition. Upon examination of the initial proposals, the contracting officer will review this determination; and, if, in the contracting officer’s opinion adequate price competition exists, no additional cost information will be requested, and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists, offerors may be required to submit information to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price.
C. Specific Instructions:
1. PART I – PRICE PROPOSAL – Electronic submission via email is required. See Section C.3. (below) for formatting instructions and further direction on proposal submission.
(a) Complete blocks 12, 17, 23, 24 and 30 a-c of RFP Section A, SF 1449. In doing so, the offeror accedes to the contract terms and conditions as written in RFP Sections A through K. These sections constitute the model contract.
(b) Insert proposed FFP amounts in Section B for each Contract Line Item Number (CLIN), including all ordering periods. Fill in FFP amounts for CLINS 0002, 0003, 0010, 0011, and 0015. The offeror shall consider and include the anticipated recyclable proceeds when calculating its price proposal for CLIN 0003 and its ordering periods. Do not provide pricing for CLINS marked “RESERVED.”
(c) Complete the necessary fill-ins and certifications in Sections I through K. In addition, please create or update your SAM registration at the following website: www.sam.gov. For Sections C through I, the offeror shall submit only those pages that require a fill-in. Failure to complete and submit the pages with the fill-ins will result in the proposal being ineligible for award.
2. PART II – TECHNICAL PROPOSAL – Limited to no more than 15 pages. Submit (1) original electronic copy, (See Section C.3 (below) for formatting instruction and further direction on proposal submission). Technical proposal shall be outlined and tabbed as the following sections:
(a.) Work Plan:
The offeror shall provide a detailed work plan. The Work Plan shall include the following:
(a.1) Labor:
The offeror shall demonstrate that it currently employs and is able to assign to this effort personnel that are adequately trained, qualified, and hold active controlled or restricted area badges; or, provide a detailed plan as to how it will provide personnel that are adequately trained, qualified, and able to obtain controlled or restricted area badges in accordance with the PWS.
(a.2) Equipment, tools, materials, vehicles, and other items and services necessary that will be provided (PWS Para 1) to adequately service the installations:
(a.2.1) The offeror shall list the equipment that it currently has on hand that would be used for this contract. The offeror shall list the equipment that it will provide that it currently does not have, and provide a written plan as to how it is going to be made available for this contract.
(a.2.2) The offeror shall provide a Property Management Plan (PMP) that discusses its industry leading practices (ILPs) and voluntary consensus standards (VCS’s) to manage
Government property (PWS Para 1.4.2.1.). The PMP shall be limited to 5 pages and is excluded from the 15 page requirement.
(a.3) Approach to accomplishing the work including processes/schedules, and frequency of inspections:
(a.3.1) The offeror shall provide its approach to accomplishing the work; including processes/schedules, and frequency of inspection.
(a.3.2) The offeror shall provide its schedule of maintenance; including cleaning and painting of the containers, for the base and each option period.
(a.3.3) The offeror shall provide an example of its monthly log (this information should arrive from the daily log) that will be maintained and submitted monthly with its invoice.
(a.3.4) The offeror shall provide name(s) and address(es) of off-site facility/facilities it will use to clean, paint and maintain the containers (This work is may not be performed on-site/on base). The government reserves the right to inspect the off-site facility/facilities that the offeror proposes to use to perform these services.
(a.3.5) The offeror shall provide an example of an inspection report (i.e. checklist) that it will use to ensure that all containers are in compliance with Container Maintenance, PWS
1.4.2.
(a.4) The offeror shall provide a Safety Program Plan (SPP) that details how it will ensure contractor employees and government property/personnel are kept safe as outlined in the PWS
(Para 1.1.1.1., 4.10, and appendix F). The SPP does not contribute to the 15 page limitation.
(a.5) Transition Plan:
The offeror shall identify how it plans to accomplish its phase in and phase out transitions
(approximately 45 to 30 days or less), and cooperate and coordinate fully with the current service provider/incumbent contractor. Payment will only be made to the current service provider/incumbent contractor in accordance with PWS 4.12.
(b.) Standards:
The offeror shall provide a detailed narrative and address how it will perform to the standards set forth in the contact, as well as all local, state, and federal regulations, inclusive of all others as described in PWS
(Par 1), with a focus on safety, sanitation and customer service.
(c.) Capability:
The offeror shall list, describe its capability, and detail its approach to providing all of the required types of containers, compactors, equipment, and storage as outlined in the PWS (Para 1.1-1.1.10). The offeror shall also describe its capability and detail its approach to providing services to the installation in the event of emergencies and special events.
(c1.) The offeror shall list and describe its capability to handle recyclable materials, perform maintenance, and provide personal protective equipment (PPE) to adequately service the installations. The offeror shall briefly describe its approach to accomplishing the requirement to handle recyclable materials, perform maintenance, and provide PPE as outlined in the PWS (Para
1.2.3.1).
3. Format for the offeror’s proposal Part I & II shall be as follows:
Proposal shall be submitted by the date and time located in Section A, block 8 of the SF 1449.
(a) The proposal shall be 8 ½” x 11” paper, except for fold-outs used for charts, tables, or diagrams, which may not exceed 11” x 17”. Proposal shall be submitted electronically, via email to the below individuals.
(b) A page is defined as one face of a sheet of paper containing information.
(c) Typing shall not be less than 12 point font.
(d) Elaborate formats, bindings, or color presentations are not desired or required.
(e) Tab each section.

SECTION M - EVALUATION FACTORS FOR AWARD
EVALUATION FACTORS
SECTION M- EVALUATION FACTORS
BASIS FOR CONTRACT AWARD: This is a Lowest Price Technically Acceptable source selection. By submission of its proposal, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, performance work statement and technical requirements, including the factors or subfactors required to meet technical acceptability. All technically acceptable proposals shall be evaluated for price.
Failure to meet a requirement will result in a proposal being determined technically unacceptable. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.
The evaluation process shall proceed as follows:
1. Technical Acceptability. The government shall first determine Technical Acceptability of all offerors, as described below in Section M, 4.
2. Price Evaluation. The government shall rank all Technically Acceptable proposals by price (FFP CLINS
0002, 0003, 0010, 0011, and 0015) including option periods, from lowest to highest.
3. Award will be made to the lowest priced technically acceptable offeror that is determined to be responsible in accordance with FAR 9.1.
4. Technical acceptability shall be determined based on the following:
(a.) Work Plan: The Offeror’s proposal meets minimum requirements when it includes a Work Plan that has addressed the following:
(a.1) Labor:
The offeror has demonstrated that it currently employs and is able to assign to this effort, personnel that are adequately trained, qualified, and hold active controlled or restricted area badges; or, provided a detailed plan of how it will provide personnel that are adequately trained, qualified, and able to obtain controlled or restricted area badges in accordance with the PWS.

The offeror has briefly described its approach to accomplishing the requirement to handle recyclable materials, perform maintenance, and provide PPE as outlined in the PWS (Para 1.2.3.1).
5. Offerors are cautioned to submit sufficient information and in the format specified in Section L. Offerors may be asked to clarify certain aspects of its proposal. Communication conducted to resolve minor or clerical errors will not constitute discussions and the contracting officer reserves the right to award a contract without the opportunity for proposal revision.
6. The government intends to award a contract without discussions with respective offerors. The government, however, reserves the right to conduct discussions if deemed in its best interest.
