STATEMENT OF WORK

July 13, 2016

Modifications in red and underlined August 29, 2016

PROJECT SCOPE

This project is for the installation of a new voice (ECS) fire alarm system in building 238 including the demolition of the existing system. All work to be in accordance with the design and specifications dated 12/07/2015. The period of performance for this project shall be 180 days from the signed Notice to Proceed. The contractor will be required to work around the personnel in building 238 and meet weekly with 75th CEG Project Manager and Facility Manager to coordinate access and scheduling of work.

FIRE ALARM SYSTEM

Install a new complete new voice (ECS) fire alarm system in building 238 in accordance with the design and specification dated 12/07/2015. The installation shall be in compliance with UFC 3-600-01, NFPA 72, Chapter 24 Emergency Communication Systems (ECS), and the Hill AFB Base facility Design Standard.

The Contractor shall provide advance notice to the Base Fire Department prior to any work on the Fire Alarm system.

The installation shall be accomplished by a factory certified fire alarm system installer who is at least a NICET Level II or higher. A registered professional engineer licensed to practice fire protection engineering must stamp the shop drawings prior to submitting the fire extinguishing system shop drawings. Acceptable ECS fire alarm systems for HAFB are: FCI-E3, Edwards EST-3, and Siemens XLS.

Panel and remote annunciator locations shall be coordinated with 75th CES Electric/Electronic Shop and Hill AFB fire department.

The Contractor shall demolish all old unused conduit, wiring, panels, and devices that are no longer required as part of this contract. This shall be accomplished after the new system is installed and fully tested by the Fire Alarm Contractor. An NFPA record of completion worksheet must be properly completed, signed by the Fire Alarm Contractor, and must remain in the new panel until it is accepted by the Government.

The installation shall include a new transceiver and antenna system per manufactures recommendations.

The installed transceiver and antenna shall be compatible with existing Hill Air Force Base Systems. The current system utilizes a Monaco BT2-8 (16 Zone). Antenna location (typically on the gable end of the building) shall be approved by the 75th CES Electric/Electronic Shop. Request for Unit number and Position descriptors shall be routed thru 75th CES Electric/Electronic Shop for approval.

The installation shall include a lockable disconnecting means along with surge protection on all separate power circuits at or within a reasonable distance of the equipment it services. The preferred Surge Protection is a Ditek DTK-120SRD, and it shall be monitored by the FACP. Dedicated circuits are required and shall not be shared with other general purpose equipment.

The installation shall include all new wiring, conduit, and devices for this project. All devices and ancillary panels shall be monitored separately. Conduit and wiring shall be consistent with style Z and style D for detection and notification and perform as required per applicable standards. All Fire Alarm conduits shall be properly identified by a continuous red coating or properly spaced labeling. Exposed fire alarm cable (rope) shall not be used.

The Contractor is responsible for furnishing all conduit, boxes, straps, devices, panels, and wiring associated with this contract.

The Contractor shall ensure all conduit work and wiring is done in a “neat and workman like manner” as per NFPA 70 and 72.

The Contractor shall patch, paint, and repair all wall and ceiling finishes to match existing building décor.

The Contractor shall install conduit sleeves and fire caulking where wall penetrations are required.

The installation shall include addressable duct detectors with sample tubes, visual indicator lights, and fan shutdowns “ONLY” where required per current Base and NFPA 72 and NFPA 90A guidelines. Detectors shall be resettable via the fire alarm panel. Remote test switches shall be installed if detectors are not readily accessible.

The installation shall include an addressable smoke detector above the FACP and any ancillary panels associated with the system.

The installation shall include new water flow/tamper/PIV monitor modules and new water flow switches for all suppression systems per current Base and NFPA guidelines. All modules shall be readily accessible, protected from water incursion, and routed in a water tight flexible raceway.

The installation shall include speaker/strobes per current Base and NFPA guidelines. The preferred method of installation is ceiling mount only. System wiring shall be consistent with manufacturer recommendation and sized per National Electric Code. Stranded conductors are preferred. Include maintenance bypass switches for Fan Shutdown, NAC, and SLC circuits where required.

The Contractor shall provide system installation, programming, and testing. A copy of panel programming, system installation drawings, and O&M manuals shall be place at the FACP in an approved documentation cabinet and provided to 75th CES Electric/Electronic Shop on CD, or other acceptable means, at the time of the new system acceptance.

The Contractor shall properly dispose of all debris and construction material off base.

The Contractor shall identify and comply with all applicable federal, state, and local statutes. It is the Contractor’s fundamental responsibility to identify and comply with all mandatory federal and applicable DoD and Air Force requirements, whether or not listed specifically in these documents.

Access, staging, storage, debris removal etc. shall be coordinated with the facility user after award.

The Contractor shall develop, coordinate, and assist in applying for and obtaining all federal, state, local, and other applicable permits, access (including off-base easements and leases), agreements, licenses, and certifications required to perform and complete each TO. The Contractor shall maintain a library of these documents at the Contractor’s site office on base as well as the corporate facility handling each TO. The Contractor shall comply with all applicable permit conditions.

A floor plan for the newly remodeled area has been provided for reference. The fire alarm devices that are shown on this plan shall not be assumed as part of the Fire Alarm Design for this project and shall be demolished as part of the existing system. The contractor shall include in his shop drawings the changes to the original design that are required to protect the newly remodeled area in accordance with UFC 3- 600-01, NFPA, and all other relevant codes. The new conduit existing in this remodeled area may be reused but the contractor is still required to leave the existing Fire Alarm System up and running until the new system is installed and tested as required by Hill AFB Design Guide, UFC 3-600-01, and NFPA. All other conduit in this project must be new.

As part of the final testing of the Fire Alarm System, smoke detector elevator recall will be required to be tested. The contractor shall have a certified elevator contractor present at the final testing to reset the elevators. At the conclusion of the testing the certified elevator contractor will be required to provide signed documentation asserting that with regards to the Fire Alarm System the elevator is functioning properly.

An Asbestos and Lead-Based Paint survey has been conducted. A copy of this report has been attached.

The Contractor is cautioned that materials in and around this project may contain asbestos or be coated with Lead-Based Paint (LBP). The Government will make every effort to locate, identify, and remove all Asbestos Containing Materials (ACM) and LBP prior to bidding; however, this is not always possible.

These materials are often hidden and cannot be discovered until after demolition has begun. The failure of the Government to identify all ACM and LBP in no way relieves the Contractor from his legal obligation to comply with state and federal regulations regarding the handling of asbestos, lead, or LBP. No abatement of either asbestos or Lead-Based Paint is anticipated for this project. In the event that asbestos or lead-based paint is encountered or suspected report this to the contracting officer and 75th Civil Engineering Project Manager.
