Statement of Work Repair and Renovate Bldg. B517 Software Maintenance Facility Hill AFB, UT
Scope of Work The work for this project is to design and renovate Building 517. The final product shall be equivalent to Building 518, post renovation, except site specific conditions and the facility shall comply with Air Force Sustainable Design and Development (SDD) Implementing Guidance, 2 Jun 2011. The drawings and specifications for building 518 will be provided, but the contractor shall modify this design to comply with site specific conditions of Building 517 and to comply with Air Force SDD Implementing Guidance. The Government will demolish the existing interior of the building so that only shell of the building remains, however, minor quantities of lead based paint and asbestos may still be present that the contractor shall manage on a case by case basis in accordance with the General Requirements. This Task Order is to provide a complete renovation of the building including architectural, structural including seismic, mechanical including plumbing, HVAC and fire protection, force protection including progressive collapse and electrical including communication system improvements throughout the building. Building 517 has three floors including a one level mechanical room. The remodeling shall include the addition of a main entry and elevator with stops at all three floors. Restrooms shall be added to all three floors. The HVAC system shall be by a Ground Source Heat Pump (GSHP) and a new Fire sprinkler system shall be added. The structure shall have the windows and doors designed for blast protection including progressive collapse.
Task Order Description The Contractor shall provide all labor, material, and equipment necessary to execute and complete the subject project. General work requirements for each discipline are detailed in Specification Section 01 11 01 General Requirements of Division 1 documents. Contractor shall perform design and construction work as stated in Division 1 through Division 33 of the Technical Specifications, drawings, and all other documents contained in the RFP.
In addition to the design and construction already stated above, the Contractor shall submit the following for each discipline identified below:
Concrete Work: 1) Detail of handicapped ramps 2) Concrete joint layout, including any epoxy, dowels, construction joint, control joint, expansion joint material 3) Detail or specification for crushed concrete referenced on sheet AE-407 4) Detail showing jointing pattern for the new PCC driveway.
Electrical Work: 1) Detail for ground rod installation depth from below grade, ground rod size, and exothermic welding 2) Detail for grounding of transformer pads 3) Detail showing size of grounding conductors 3) Detail showing size of fused disconnect for WH-1.
Mechanical Work: GSHP – 1) Detail showing boring locations for well field. 2) Detail drawing showing diameter of bore hole required for loop section, with clearance shown between bottom of hole and bottom of loop. 3) Detail showing material to fill space between the side of the hole and loop material. 4) Detail showing top of hole 5) Detail of section showing rock locations that drill may impact in the 400’ depth. Installer for GSHP shall be accredited by International Ground Source Heat Pump Association (IGSHPA).
Work requirements for the task order include, but are not limited to the following:
1. Architectural The Contractor shall complete demolition as necessary. An addition for a main entry shall be done and ADA compliance restrooms shall be added to all three floors. Windows and doors shall be designed and installed for blast protection. New doors, paint, ceiling, walls, windows and floor coverings to be installed. Roofing shall be replaced. All doors shall require adjustment, sanding preparation for painting, along with priming and painting of the doors and framing. New weather-stripping shall be installed on new exterior doors. All doors and frames shall be painted to include interior and exterior surfaces. All demolished materials shall be removed and disposed of at an approved off-base landfill by the Contractor.
2. Structural:
The Contractor shall perform a seismic design and upgrade of the facility with reinforcement of existing concrete suspended slabs for blast forces, repair of exterior reinforced concrete slabs, and the design of a new lobby/elevator tower and exterior stairs. The new lobby and elevator tower shall be constructed of reinforced CMU walls with concrete over metal deck floors and a metal deck roof. The stair towers shall be constructed of tube steel framing members with concrete over metal deck landings and metal roof deck canopies. The suspended slabs shall be reinforced by adhering a layer of Fiber Reinforced Polymer to the top surface. Any exterior concrete structural slabs having spalling damage or corrosion to reinforcing bars shall have damaged areas removed back to sound concrete and corrosion to reinforcing bars cleaned from reinforcing. Repairs to reinforcing shall be performed as necessary and patched with new concrete. The contractor shall provide structural calculations to show compliance with all applicable requirements.
3. Mechanical:
The Contractor shall convert the building from steam heat to a ground source heat pump system (GSHP) for HVAC. Contractor shall design the GSHP system to design parameters as stated in the specifications. New water to air heat pumps and ductwork shall be installed throughout the building. The contractor shall demolish underground steam lines outside the footprint of the building as necessary. For digging to required depths, the Contractor shall obtain all necessary environmental clearances and permits. Drilling procedures and equipment shall be in accordance with EM 385-1-1, latest edition. Contractor shall submit a Hazard Analysis Plan for the drilling work. The contractor shall provide a comprehensive set of engineering calculations including heat and cooling loads and all calculations required for proper equipment sizing. A new 6” fire service shall be installed in the building. New service shall consist of a wet pipe fire sprinkler system in accordance with NFPA 13. Where ceiling is tight to the underside of the concrete floor slab above, the heads shall be sidewall. New domestic water lines shall be installed for the building. New fixtures and toilets for restrooms shall be provided, with battery operated sensor faucets. Urinals and water closets shall be equipped with battery powered sensor flush valves.
4. Civil:
The Contractor shall design and replace existing sidewalks, pavement, curb and gutter, and concrete ramp as shown. The Contractor shall provide erosion control measures and trenching for utility installations and for ground source heat pump system.
5. Electrical:
The Contractor shall complete the electrical demolition as specified and as shown. Demolition shall include a medium voltage transformer, main electrical panel, and branch circuit electrical panels. The existing transformer shall be returned to CE. The Contractor shall design and install a new electrical service. A new elevator shall be installed, new lighting, new distribution panels, transformers, conduit, and conductors. New pad shall be installed to support new transformer mounting. The contractor shall provide a comprehensive set of engineering calculations for electrical (Short Circuit Ground Fault Analysis, Circuit Breaker Coordination Study, and Voltage Drop Calculations).
6. Communications:
The Contractor shall locate and install Telephone/communications and LAN outlets as shown. Boxes, conduits, raceways and other supporting means shall be provided for all Telephone/Communications and Data locations. Four (4) RJ-45 jacks and 8 wire Cat 5e cables shall be provided at each location. Raceways shall be provided for voice/data jacks from each outlet and extended to the cable tray serving the respective floor where located. Cable tray shall be extended to the Comm. Rooms. The Comm. Rooms shall be connected with 4” conduit stubs between floors. New duct bank, 12 strand hybrid fiber optic cable, copper phone lines, terminal blocks, and cabling to be installed as specified and as shown. Provide voice jacks at elevator, storage devices and a weatherproof phone outside adjacent to entry door. All new telephone/communications/data systems and methods of installation shall comply with HAFB Telecommunications Installation Criteria for Facility Design, Tab “K”.
7. Fire Alarm and Mass Notification System:
A new addressable fire alarm and mass notification system shall be provided. A transceiver shall be provided for reporting of alarms to the base central station. Transceiver must be compatible with existing base systems. (Monaco or equivalent). Contractor shall install complete system as shown.
8. Access Control No intrusion detection systems are anticipated for this building. A card reader with associated electric lock shall be provided at the main building entrance. Contractor shall match existing Card Reader system (Vindicator or equivalent) for Hill AFB.
Submittals In accordance with the submittals required in the basic MACC requirement, submittals required shall include:
Construction Quality Control Program Plan with proposal
Site safety and health plan with proposal Basis of Design including calculations with proposal Design Drawings 35% 4 weeks after NTP Design Drawings 65% 8 weeks after NTP Design Drawings and Specifications 95% 12 weeks after NTP
